A Case Study on Consensus Building With Fisheries for Offshore Wind-Power Generation in Japan

Abstract Local fishery unions have a significant authority over the use of marine space in Japan. Building consensus with them on marine space use have been identified as significant barriers to development of offshore wind projects. Creating non-monetary benefits and adding value to the local fisheries is a required strategy for getting fisheries consensus for future offshore wind projects. Previous studies have proposed and evaluated several such benefit creation options. However, there still remains uncertainty of the effectiveness of such benefit creation options. This study aims to compare the local residents’ and fisheries’ preference of the benefit creation options by using questionnaire surveys and stakeholder interviews in three areas. Those valid responses have been selected for the preference analysis by using the DS-AHP multi criteria decision making model. This study shows that project location and other regional differences are significant factors of general residents’ attitudes of offshore wind projects. On the other hand, fishers, the most important stakeholders, preferred added values related to their fishing industry. Additionally, regional location and fishing method is found to have an impact on their preference.

Purpose Over-tourism signifies the dilemma of managing tourism growth in cities. With growing media sensationalism and an oversimplification of the phenomenon of over-tourism, its academic theorization has become extremely important. Using Macau, a Special Administrative Region of China as a case in point, the purpose of this paper is to theoretically explore the nexus between over-tourism and sustainable consumption in cities, highlighting governments’ inevitable role in this successful convergence. Design/methodology/approach The study is based on a selective systematic literature review (SLR) of existing studies in the form of both news material and academic journals. It investigates the growing concern of over-tourism and the contribution of sustainable consumption grounded in strong political support. It also adopts a case study approach with specific reference to Macau. Findings The general overview of the literature provides evidence of an age-old concept that has re-emerged to make local residents’ voice more pronounced. Generally, the studies concentrate on understanding residents’ attitudes, the perceived impact of over-tourism, community resilience and sustainable strategies to tackle the problem. Most popular studies are recent (i.e. 2018 and beyond) and empirically set in developed cities of Europe. Research limitations/implications The SLR used in the current study requires further empirical testing to validate some of the proposed concepts in the literature. Practical implications The study highlights the role of government in ensuring that sustainable consumption is sustainably implemented in the context of over-tourism. Originality/value Given the re-emergence of over-tourism, yet with few theoretical discussions on the concept, this study serves as a knowledge-base for future studies both empirically and theoretically.

China has great potential in offshore wind energy and makes an ambitious target for offshore wind power development. Operation and Maintenance (O&M) of offshore wind turbines become more and more important for China wind industry. This study introduces the current offshore wind power projects in China. Donghai Bridge Offshore Demonstration Wind Farm (Donghai Bridge Project) is the first commercial offshore wind power project in China, which was connected to grid in June 2010. O&M of Donghai Bridge Project represent the state-of-the-art of China offshore O&M. During the past two and half years, O&M of Donghai Bridge Project has gone through three phases and stepped into a steady stage. Its believed that analysis of O&M of Donghai Bridge Project is very helpful for Chinas offshore wind power in the future.
