The United States’ (US) ability to maintain a technological edge in the current operational environment is challenged by the increased ability of near-peer nations to produce military technology. In response to this problem, the US Army Engineer Research and Development Center (ERDC) seeks to model the three key elements of military system acquisition—context, product, and process—to develop a more comprehensive understanding regarding how and why nations acquire technical solutions. Through the application of the System Dynamics Modeling Process (SDMP), this research examines the interactions between the strategic context of Germany, the military products it acquires to address its operational needs, and the processes it employs to acquire military technology. The results of this research indicate that numerous dynamic variables of context impact the acquisitions process for Germany, particularly political support and subsequent monetary allocations to research and development.

Political advertising to recruit the support of voters is an inherent part of politics. Today, ads are distributed via television and online, including social media. This type of advertisement attempts to recruit support by presenting convincing arguments and evoking various emotions about the candidate, opponents, and policy proposals. We discuss recent arguments and evidence that a specific social emotion, namely the concept kama muta, plays a role in political advertisements. In vernacular language, kama muta is typically labeled as being moved or touched. We compare kama muta and anger theoretically and discuss how they can influence voters’ willingness to support a candidate. We then, for the first time, compare kama muta and anger empirically in the same study. Specifically, we showed American participants short political ads during the 2018 United States midterm election campaigns. All participants saw both kama muta- and anger-evoking ads from both Democratic or Republican candidates. In total, everybody watched eight ads. We assessed participants’ degree of being moved and angered by the videos and their motivation for three types of political support: ideational, financial, and personal. The emotional impact of an ad depended on its perceived source: Participants felt especially angry after watching the anger-evoking ads and especially moved by moving ads if they identified with the political party that had produced the video. Both emotions mediated were associated with increased intentions to provide support. Importantly, if one of the two emotions was evoked, its effect on political support was enhanced if participants identified with the party that had produced the ad. We discuss limitations of the method and implications of the results for future research and practice.

The end of dictatorships, civil wars, and exclusive party systems by the close of the 20th century was a genuine cause for optimism about democracy in Latin America. Once the euphoria surrounding transitions subsided, the cold realities of transitioning to open market economies thrust the region into a crisis of representation. That is, Latin America’s parties, elected officials, and voters struggled mightily to achieve the democratic ideals of representation, accountability, effective citizenship rights, and rule of law (inter alia, Frances Hagopian’s “After Regime Change: Authoritarian Legacies, Political Representation and the Democratic Future of South America”; Jorge Domínguez’s “Latin America’s Crisis of Representation”; Kenneth M. Roberts’s “Party-Society Linkages and Democratic Representation in Latin America”; Scott Mainwaring’s “The Crisis of Representation in the Andes”). In many Latin American countries, a general malaise set in that bubbled over (again) with protests in 2019. COVID-19’s global pandemic placed a temporary lid on this simmering situation but likely exacerbated the region’s crisis of representation. Viewed as a barometer for democratic viability, political trust has become a lynchpin among institutional, behavioral, and cultural theories of democratization. Though “political trust” could refer to myriad institutions, we conceptually circumscribe it to governments, legislatures, political parties, local government, the judiciary, the police, the military, and the civil service / bureaucracy. We acknowledge that a research tradition built on David Easton’s conception of political system support (A Systems Analysis of Political Life, 1965; “A Re-assessment of the Concept of Political Support,” 1975) views presidential approval and satisfaction with democracy as conceptually kindred to political trust. We nevertheless distinguish these concepts because satisfaction with democracy remains in conceptual and empirical limbo after decades of debate. Moreover, early-21st-century work from the Executive Approval Project and others diverges theoretically from political trust by considering characteristics (e.g., gender, ideology) and actions (e.g., scandals, executive decrees) of a single person, the president, as opposed to institutions more broadly. We also acknowledge the tradition of Gabriel A. Almond and Sidney Verba’s The Civic Culture (1963), which analyzes interpersonal trust alongside political trust. Research on interpersonal trust in the region has, unfortunately, lagged behind research on political trust and, if anything, has hewn more closely to the multidisciplinary work on prosociality than the culturalist tradition. In sum, interpersonal trust, presidential approval, and support for and satisfaction with democracy arise in the works cited in this article. But we view them as conceptually distinct from political trust and judge the scholarly advances related to the latter as worthy of separate treatment. Scholars have invested vast resources into measuring political trust, theorizing its drivers, and modeling its implications. This article explores advances on those three fronts. Along the way it highlights major breakthroughs and unresolved questions.

<p><b>This thesis examines the nascent, early twentieth-century New Zealand histories created by James Cowan (1870-1943), Edith Statham (1853-1951), and Horatio Gordon Robley (1840-1930). It asks how their histories of the colonial past were shaped by their own experiences and by the contexts of the period c.1863-1940. In the early twentieth-century Cowan was a journalist, best known for his publication The New Zealand Wars (1922-23). Statham was an active volunteer in the Victoria League and then a government employee, dedicated to the work of refurbishing old soldier graves. Robley was a veteran of the New Zealand Wars residing in London, known for his ethnographic collecting, publications and artwork. This thesis considers how their work converged in efforts to preserve and narrate New Zealand’s colonial history.</b></p> <p>The discussion charts the lives and careers of these three history-makers through their publications, correspondence, manuscripts, reports and newspaper reports. It begins by situating each of the history-makers within the colonial era, considering their proximity to the events they would come to memorialise. The discussion then traces the three history-makers as they stepped into the new century, their work sitting within the tensions of belonging in New Zealand at this time. What they conveyed was both a sense of a belonging to a particular geographical and cultural locale, along with a strong allegiance to empire in wake of the Anglo-South African War and the death of Queen Victoria. The discussion then considers the era when all three focused in on the conflicts of the colonial period, beginning with Statham’s soldier grave work from 1910 and ending with Cowan’s publication of The New Zealand Wars in 1923. Funding this converging work was the New Zealand government. Preserving and narrating the history had gained public and political support, partly due to the sense of urgency that the generation who had fought in the wars was fast disappearing. The degree to which this historical work was considered valuable was underscored by both government funding and public interest at the same time as the country was facing a costly and confronting world war. The discussion then traverses their attempts to continue their historical work after 1923 and in the lead up to the 1940 centenary celebrations, a period when new forms of cultural belonging and modern scholarship moved away from those that had emboldened the work of Cowan, Statham and Robley decades earlier.</p> <p>The nascent histories of Cowan, Statham and Robley represent a powerful and perplexing moment in the formation of New Zealand. They each narrated histories and public memories of and for ‘New Zealand’ in a particular context, one marked by both an intense attention to the local and a powerful imperial loyalty. Statham, having pursued a sense of progressive female citizenship in Dunedin, took up the commemoration of men who had died for empire as an extension of her public work. In doing so, Statham embodied the dichotomy of belonging in New Zealand. Cowan’s candidacy for writing an official New Zealand War history was due to his proximity to those informants who were still alive at the end of the Great War. Cowan hoped to cultivate a habit of remembering actors and events of New Zealand’s colonial past, but by rendering past conflict as resolved in the present, he only enabled the lapse into forgetting thereafter. Despite his London locale, Robley was intimately tied to New Zealand activities and aspirations over a span of 30 years. Robley was both an actor in the colonial past and a creator of its historical renderings, demonstrating that these nascent New Zealand histories were not just produced in New Zealand.</p>

Public transit agencies face a transformed landscape of rider demand and political support as the COVID-19 pandemic continues. We explore people’s motivations for returning to or avoiding public transit a year into the pandemic. We draw on a March 2021 follow up survey of over 1,900 people who rode transit regularly prior to the COVID-19 pandemic in Toronto and Vancouver, Canada, and who took part in a prior survey on the topic in May, 2020. We model how transit demand has changed due to the pandemic, and investigate how this relates to changes in automobile ownership and its desirability. We find that pre-COVID frequent transit users between the ages of 18-29, a part of the so-called “Gen Z,” and recent immigrants are more attracted to driving due to the pandemic, with the latter group more likely to have actually purchased a vehicle. Getting COVID-19 or living with someone who did is also a strong and positive predictor of buying a car and anticipating less transit use after the pandemic. Our results suggest that COVID-19 heightened the attractiveness of auto ownership among transit riders likely to eventually purchase cars anyways (immigrants, twentysomethings), at least in the North American context. We also conclude that getting COVID-19 or living with someone who did is a significant and positive predictor of having bought a car. Future research should consider how the experiencing of having COVID-19 has transformed some travelers’ views, values, and behaviour.

Social media platforms are part of everyday life, allowing the interconnection of people around the world in large discussion groups relating to every topic, including important social or political issues. Therefore, social media have become a valuable source of information-rich data, commonly referred to as Social Big Data, effectively exploitable to study the behavior of people, their opinions, moods, interests and activities. However, these powerful communication platforms can be also used to manipulate conversation, polluting online content and altering the popularity of users, through spamming activities and misinformation spreading. Recent studies have shown the use on social media of automatic entities, defined as social bots, that appear as legitimate users by imitating human behavior aimed at influencing discussions of any kind, including political issues. In this paper we present a new methodology, namely TIMBRE (Time-aware opInion Mining via Bot REmoval), aimed at discovering the polarity of social media users during election campaigns characterized by the rivalry of political factions. This methodology is temporally aware and relies on a keyword-based classification of posts and users. Moreover, it recognizes and filters out data produced by social media bots, which aim to alter public opinion about political candidates, thus avoiding heavily biased information. The proposed methodology has been applied to a case study that analyzes the polarization of a large number of Twitter users during the 2016 US presidential election. The achieved results show the benefits brought by both removing bots and taking into account temporal aspects in the forecasting process, revealing the high accuracy and effectiveness of the proposed approach. Finally, we investigated how the presence of social bots may affect political discussion by studying the 2016 US presidential election. Specifically, we analyzed the main differences between human and artificial political support, estimating also the influence of social bots on legitimate users.

AbstractThis chapter examines the extent to which completed GEF projects are sustainable and the factors affecting sustainability. We considered only those projects that were covered through postcompletion evaluation at least 2 years after implementation completion, and where the evaluation reports provided adequate information related to observed sustainability during the postcompletion period. We assessed 62 projects to meet the selection criteria, then completed a desk review of the postcompletion evaluation reports and other relevant documents for these projects to assess the extent to which the project outcome was sustainable.We found that the projects covered through postcompletion evaluations were generally sustainable, with the sustainability outlook deteriorating for some projects while improving for others. The incidence of the catalytic processes that enhance sustainability—sustaining, mainstreaming, replication, scaling-up, and market change—was higher at postcompletion evaluation, as the passage of time allows long-term project outcomes to manifest. At the project level, we observed these catalytic processes in a wider set of activities at postcompletion evaluation than at implementation completion. Factors such as financial support for follow-up, political support, follow-up by and capacities of the executing agency, stakeholder buy-in, and project design seem to play a crucial role in determining project sustainability.

Participatory budgeting is perhaps the most widespread and popular form of democratic innovation (DI). It is often identified as an appropriate tool to deepen the democracy at the local level. The text shows that this is not always the case, as some elected officials may use it as a innovation “façade” or its design suffers from various forms of imperfections leading to its failure to be implemented. The authors focus on the practice of participatory budgeting and its failures in the Czech Republic. Through the empirical testing of causal mechanism, the article reveals the main causes of that failure, in the case of its implementation in Prague 7 borough. The mechanism presented is based on the theory-testing minimal process-tracing design in which part of the findings of the previous research have been tested. It also attempts to support empirically only the significant steps of the mechanism between cause and outcome. In particular, the three scope conditions are tested: political support, sufficient funding for participatory budgeting and the existence of a source of know-how. Authors conclude that in the selected case, there was a domino effect of failure, with successive failures in all observed conditions, which ultimately led to a complete brake of causal mechanism and failure of participatory budgeting tool.
