Learning from “Fresh Expressions of Church” and the “Loving-First Cycle” through a Case Study from Cape Town

Abstract This article outlines and engages the “loving-first cycle” as a contextual model for starting new faith communities and as potentially one of the lessons from “fresh expressions” for the wider church. Initially we describe two alternative approaches to church multiplication and explain the “loving-first cycle” as a contrasting methodology arising from the experience of fresh expressions of church in the UK. Next, we ground the cycle in a case study from Cape Town, South Africa. Then we argue that the cycle has the potential to be an intentional methodology for mission.

South Africa remains one of the most unequal societies in the world and any discussion around poverty and the church’s response cannot exclude this reality. This article attempts to analyse the response of wealthy, ‘majority white’ suburban congregations in the southern suburbs of Cape Town to issues of poverty and inequality. This is attempted through the lense of restorative justice, which is broadly explored and defined through a threefold perspective of reconciliation, reparations and restitution. The first part explores a description of the basic features of poverty and inequality in South Africa today, followed by a discussion on restorative justice. This is followed by the case study, which gives the views of clergy and lay leaders with regard to their congregations’ perspectives and responses to poverty and inequality within the context of restorative justice. Findings from the case study begin to plot a tentative ‘way forward’ as to how our reality can more constructively be engaged from the perspective of congregational involvement in reconstruction of our society.

AbstractObjectiveAn increasing focus on legislation, policy and guidance on the nutritional content of school food has in part been in response to the limited impact of more behavioural or educational approaches. However, there is a risk that a sole focus on policy-level action may lead to neglect of the important contribution that more behavioural approaches can make as components of effective, coordinated, multilevel action to improve the dietary intake of schoolchildren. The current paper aims to highlight the potential importance of viewing alternative approaches as complementary or synergistic, rather than competing.DesignThe socio-ecological and RE-AIM frameworks are used to provide a theoretical rationale and demonstrate the importance of explicitly identifying the interdependence of policies, interventions and contextual structures and processes. School food case study evidence is used to exemplify how understanding and exploiting these interdependencies can maximise impact on dietary outcomes.SettingCase studies of trials in schools in the UK (South West England and Wales) and Australia (Victoria).SubjectsSchoolchildren.ResultsThe case studies provide examples to support the hypothesis that the reach, effectiveness, adoption, implementation and maintenance of school food policies and interventions can be maximised by understanding and exploiting the interdependence between levels in the socio-ecological framework.ConclusionsRather than being seen as competing alternatives, diverse approaches to improving the diets of schoolchildren should be considered in terms of their potential to be complementary and synergistic, acting at multiple levels to improve acceptability, fidelity, effectiveness and sustainability.

This article questions the extent to which municipal bylaws aimed at cultural heritage resource management (CHRM) reflect the objectives of the Constitution of the Republic of South Africa, 1996 (the Constitution), national legislation and the discourse on cultural governance more broadly. In terms of Schedule 4A of the Constitution, the function of "cultural matters" is not an original power of local government.  It is a function assigned to the national and provincial spheres. Municipalities are assumed, however, to have a responsibility to execute aspects of this function that may be incidental to other typical local government functions. This view finds support in the interpretation of various rights in the Constitution (e.g. sections 15, 30, 31 and 24) as well as the heritage, environmental and local government framework legislation and policy documents of South Africa. The premise of this article is that cultural heritage resource management by way of instruments such as bylaws promotes the overarching objectives of local government, such as sustainable development, while also promoting the rights to culture, language and religion, amongst others. To expand on its theoretical basis, this article provides a critical assessment of the bylaws of the City of Cape Town Metropolitan Municipality

This paper analyzes water services in relation to trust in government, with insights for broader state–society relations. The work is based on a multi-year and multi-sited case study of underserved areas of Cape Town, South Africa and Accra, Ghana. The analysis reveals that water quality and satisfaction are statistically linked to trust in government in South Africa, but not in Ghana. As well, while indicators of water access and quality appear to be very good in South Africa, there is nonetheless deep contestation and ongoing dis-enfranchisement. For Ghana, water access and quality are important for people’s daily lives, but are less strongly connected to senses of governmental responsibility—although for both countries there is a strong sense that government should be “doing more.” Features of history and context are emphasized in the Discussion and Conclusion sections to understand key differences between the sites and other results.
