Group Politics in Global Development Policy: From the Millennium Development Goals to the Post-2015 Development Agenda

This article examines the group politics in global development policy from the Millennium Development Goals (mdgs) to the Sustainable Development Goals (sdgs). The discussion tracks the actors and forces that shaped both sets of goals, and highlights the centrality of multilateral processes in framing the background for the interplay of group politics. With the expansion in the number and diversity of actors, and the United Nations system facilitating the engagement of multiple actors, ultimately the negotiation of the sdgs reflected a new diplomacy derived from mediation of multiple interests within a multilateral context.

Sustainable development has become a mantra in politics, academia and development policy and practice. Indeed, many policy and practice strategies, such as the sustainable development goals, have been devised in order to achieve sustainable development. Although the contents and items in these agendas are human needs, the use of ‘human needs’ language is less emphasised/explicitly spelt out. In fact, the language of human needs is almost absent. In this article, I argue that the adoption of the human needs language will strengthen sustainable development practice, efforts and agenda. This is because, unlike other aspirations, human needs by nature are universal. Secondly, human needs are limited in number compared to wants, desires, goals and capabilities. This nature of human needs makes the human needs language effective in promoting the sustainable development agenda and efforts, thus, adequately meeting the needs of the current and future generations.

Since the 1990s, the United Nations has issued three agendas for global development cooperation. China’s attitude toward these agendas has also undergone three phases: from cautious passivity at first, to active yet restrained involvement, and to fully embracing them. On January 1, 2016, the Sustainable Development Goals (SDGs) replaced the Millennium Development Goals (MDGs) as the primary goals for global development cooperation in the next 15 years. But there are substantial differences between the SDGs and MDGs, which will inevitably exert significant impacts on China’s domestic development and its involvement in international cooperation. In its response, China should carefully examine its strengths and constraints before making a comprehensive national strategy for sustainable development, so as to advance domestic structural reforms and facilitate its commitment to the implementation of the SDGs. Meanwhile, China should actively push forward international collaboration in line with its opening-up policy, including South-South and South-North cooperation, as well as new mechanisms for trilateral cooperation. All these efforts will contribute to the establishment of new global partnerships for common development and the fulfillment of the SDGs.

Introduction:The Commonwealth Local Government Conference 2015 – Local Government 2030: Achieving the Vision is taking place at a crucial time of flux and change. The period of implementation for the Millennium Development Goals (MDGs) is drawing to a close, and the global community has been and indeed, still is, actively debating what should replace them. Local government is working hard to ensure that the post-2015 global development agenda reflects the important role of local government in defining, implementing and monitoring the new targets. It is a unique opportunity for local government to make its voice heard, to promote the importance of localisation in the debate, and to position local government as a key partner in the implementation of the proposed Sustainable Development Goals (SDGs).

AbstractRecent decades have seen improvements in our understanding of the gendered dynamics of migration and how they affect women migrant workers. Whilst characterised by precarity, women's labour migration is recognised as contributing to positive developmental outcomes. The full dimensions of these contributions are not yet well understood, but the need to improve the situation of women migrant workers is. Through analysis of the Sustainable Development Goals (SDGs) and the Global Compact for Safe, Orderly and Regular Migration (GCM), this paper examines the global development agenda to assess the extent to which it recognises the gendered dimensions of migration and seeks to realise the rights of women migrant workers as development actors. Drawing on content analysis of the SDGs and a review of the GCM, the paper finds that, while their content provides potential for states to strengthen their evidence base and establish progressive policy agendas and practice interventions to realise women migrant workers’ rights, the measures for implementation and monitoring of these frameworks reduce the likelihood of this potential being realised.

The Sustainable Development Goals (SDGs) were adopted during the United Nations meeting in 2015 to succeed Millennium Development Goals. Among the health targets, SDG 3.2 is to end preventable deaths of newborns and children under 5 years of age by 2030. These 2 targets aim to reduce neonatal mortality to at least as low as 12 per 1000 live births and under-5 mortality to at least as low as 25 per 1000 live births. Ethiopia is demonstrating a great reduction in child mortality since 2000. In the 2019 child mortality estimation which is nearly 5 years after SDGs adoption, Ethiopia’s progress toward reducing the newborns and under-5 mortality lie at 27 and 50.7 per 1000 live births, respectively. The generous financial and technical support from the global partners have helped to achieve such a significant reduction. Nevertheless, the SDG targets for newborns and under-5 mortality reduction are neither attained yet nor met the national plan to achieve by the end of 2019/2020. The partnership dynamics during COVID-19 crisis and the pandemic itself may also be taken as an opportunity to draw lessons and spur efforts to achieve SDG targets. This urges the need to reaffirm a comprehensive partnership and realignment with other interconnected development goals. Therefore, collective efforts with strong partnerships are required to improve the determinants of child health and achieving SDG target reduction until 2030.
