Purpose: this study aims to examine the community's decision to migrate between regions in the Jabodetabek area using the KRL Commuterline public transportation and analyse regional criteria based on regional development based on Oriented Development Transit, where these criteria become integration with community movements in migrating to an area.Methods: secondary data is used to fnd the number of people in migrating obtained from pt. Kai Indonesia. While to complete and explain each variable to be studied using primary data with several questions through a questionnaire submitted to 398 people who migrate between regions using logistic regression analysis techniques in their measurements. While to analyze the criteria for regional development in each region using an assessment approach from the Institute for Transportation and Development Policy. With qualitative analysis techniques and to assist in this research, a spatial approach is used which is used to display a picture of the distribution of migration.Results: (1) Regional development in each part of the Jabodetabek area is in the silver standard category which indicates that the regional development project has almost met the performance targets that have been conceptualized by the Institute for Transportation and Development Policy. (2) People in making decisions to migrate between regions will be affected by the variables of distance, travel costs, gender, travel time, migration destination and regional development, while age and transit distance cannot provide a large enough influence on people's movements in migrating.Conclusions and Relevance: the results of the study prove that regional development in the Jabodetabek area tends to be a non-metropolitan area where people who move prefer areas that are integrated with public facilities that lead to the destination rather than towards the metropolitan area, this is evidenced by the standard silver criteria obtained in the area in Jabodetabek.

AbstractFinland has been the first country in the world to conduct a comprehensive evaluation of the national implementation the Agenda 2030. The purpose of the evaluation was to support efficient implementation of the agenda by producing information on the nation’s sustainability work for all administrative branches. The evaluation results are used for coherence in the policies and long-term sustainable development activities. The evaluation produced concrete recommendations on future directions for sustainable development policy. It also proposed future evaluation approaches.In this chapter, the authors present the evaluation approach and discuss the key results and their usage. They identify the essential elements of the utility of the evaluation in contributing to national progress of sustainable development policy. The Agenda 2030 evaluation approach was developmentally oriented and conducted in a very participatory manner. The authors reflect on the evaluative lessons learned and future options. They encourage emphasis on learning throughout the evaluation process even more in policy-level evaluations, and special attention to usefulness of the evaluation results already in evaluation design. Designing inclusive evaluation processes is a crucial precondition for evidence-informed learning and decision making in promoting transformative policy in the country context.

Public policy definition has been added to “Development Policy and its Principles Bill” together with an amendment on July 15, 2020 (in force since November 13, 2020). This new regulation underlines that “it is the document which formulates basic conditions, goals and directions of country`s development in social, economic, and spatial planning dimensions in particular field or area that result directly from development strategy.” In this context, it is reasonable to investigate how the term “public policy” is understood and perceived in scientific research and conceptions basically due to a fact that this idea already has well established and solid definitions, far broader that one created by Polish lawmakers.

Cohesion policy is the major investment vehicle and the most reforming EU budgetary chapter. Its landmark reforms mark key integration processes in the European Union. The present policy paper provides reflections of the dynamics of the main development trends in cohesion policy as determined by global phenomena, namely the economic and financial crisis and the current COVID-19 pandemic. They severely hit the entire EU, inevitably also affecting cohesion policy. The article shows that governance and the mission of cohesion policy has been adjusted to their aftermaths. Reforms introduced new measures and reinforced policy’s centralized European profile. Thus, evolution of cohesion policy is an illustration of its transformation from the merely redistributive tool with limited budgetary resources into the full-fledged development policy aimed at safeguarding that EU’s visions and goals will be pursued. The paper concludes that a new architecture poses the major challenge for cohesion policy after 2020 as its responsibilities and ever tightening governance continues while its budgets shrinks.

Problem The NHRD conception claimed to be based on multiple country-cases through a constructive/interpretive process. However, four of cases focusing on HRD policy in China presented incomplete history of China’s HRD policies, which may have misled the NHRD conception. Solution We re-examine China’s history of HRD policy as indigenous phenomena in comparison to the four China-cases. Adopting a similar historical method, we fail to identify the policy pattern reported by the previous cases, thus challenge the NHRD’s constructivist embeddedness. We question the credibility and trustworthiness of the country-based studies as well as the sense-making constructive base of the NHRD ideation. From China’s local phenomenon, we derived a set of HRD assumptions contrary to the existing western-centric assumptions to enrich the global HRD knowledge. Stakeholders Theory-minded HRD scholars intended for rigorous and relevant theory development inquiries; practice-oriented HRD practitioners, especially those from western context and working in a non-western HRD context.
