The biannual update on national legislation and case law is an important tool in promoting the exchange of information on national measures for the implementation of international humanitarian law (IHL). In addition to a compilation of domestic laws and case law, the biannual update includes other relevant information related to regional events organized by the International Committee of the Red Cross (ICRC), to the development of national committees for the implementation of IHL or similar bodies and to accession and ratification of IHL and other related international instruments.

The biannual report on national legislation and case law is an important tool in promoting the exchange of information on national measures for implementation of international humanitarian law (IHL). The ICRC was asked to undertake this task of information exchange through a resolution adopted at the 26th International Conference of the Red Cross and Red Crescent in 1996.

The Order of the Minister of National Defence on the Establishment of a Board of Curriculum on [the integration of] the International Law of Armed Conflict into the Educational and Training Institutions of the National Armed Forces, as well as National Army Units was adopted in July 2005. The Order nominates the members of the Board and defines a number of duties and actions to be undertaken for the training and education of national armed forces in the law of armed conflict. These activities include in particular the preparation of teaching materials, the appointment of instructors, and the proposed establishment of a legal department within the education and training institutions of the Ministry of Defence.

In its recent issues the International Review of the Red Cross announced the publication of a work entitled Le Comité international de la Croix-Rouge et la protection des victimes de la guerre by François Bugnion, Deputy Director of the ICRC Department of Principles, Law and Relations with the International Red Cross and Red Crescent Movement.The book has already become the reference work par excellence on the International Committee of the Red Cross in that it analyses, in a combined historical and legal approach, the process whereby the international community came to entrust the Committee with tasks and areas of competence relating to the protection of war victims. It also highlights the interaction between the development of ICRC practice and that of international humanitarian law.

In December 2019, the 33rd International Conference of the Red Cross and Red Crescent (International Conference) adopted Resolution 1 (33IC/19/R1), entitled “Bringing IHL Home: A Road Map for Better National Implementation of International Humanitarian Law” (Bringing IHL Home Resolution).
