Central to the current South African economic debates are the issues of equity, black empowerment and the promotion of small business activities. The promotion of small business activities is felt relevant as they are assumed to be addressing most of the country’s unemployment problem and those mentioned above while contributing largely to the GDP. Assumed problems facing this industry include the unavailability of support systems. This quantitative research explored through telephonic interviews, the perceptions of 60 Johannesburg small business operators of their small business support systems. The findings revealed access to information to be the perceived most important support system and business partnerships and subcontracting the least accessible.

This paper briefly discusses the involvement of information science professionals as community action researchers in a planning grant entitled “The Role of Rural Public Libraries in Small Business Economic Development in the Appalachian Region: A Case Study of Tennessee” awarded by the Institute of Museum and Library Services’ National Leadership Grants for Libraries to the School of Information Sciences at the University of Tennessee. Cet article discute brièvement l'implication des professionnels des sciences de l’information en tant que chercheurs en action communautaire dans une subvention de planification intitulée «Le rôle des bibliothèques publiques rurales dans le développement économique des petites entreprises de la région des Appalaches : une étude de cas du Tennessee », décernée par les subventions au leadership national pour les bibliothèques de l'Institut du Musée et de la Bibliothèque attribuées à l'école des sciences de l'information de l'Université du Tennessee.

Subject. This article examines the functions and management structures of central financial bodies and related parliamentary and governmental structures in Australia, Canada, Great Britain, Japan, Germany, France and Italy. Objectives. The article aims to identify non-standard functions and structures that go beyond the classical responsibility of finance ministries as a central part of the budget process arising from current economic challenges. Methods. For the study, I used a comparative analysis. Results. The article describes the important new functions of financial authorities and treasuries of Western governments aimed at economic growth and economic recovery. Conclusions. The organizational and management structures and functions of the ministries of finance go far beyond the budget process, overlap with and dominate the functions of central banks and ministries of economic development.
