This article reports on research into the role and value of a particular type of business consultant: a UK government-sponsored Personal Business Adviser (PBA). While it is an occupation that is now defunct in the UK, the author argues that its abolition may have been premature. The roles of the PBA are identified and are found to be in line with emerging views of the consultant–client relationship that are more moderate than popular extremes. This finding has implications for consultancy practice: various elements of the PBA job have wider applicability and usefulness for small business support.

IntroductionThank you for inviting me to share my thoughts on what the government is doing to reduce the burden on small business. I also look forward to hearing the other speakers talk about how to make the regulatory system more responsive and relevant to business needs.It is more than a year since the fall of Lehman Brothers and the beginning of the Australian Government’s response to the global financial crisis.Today, the Australian economy is showing encouraging signs of recovery. The Government’s policy responses have been largely responsible for placing Australia in a better position than most countries around the world.The Mid-Year Economic and Fiscal Outlook (MYEFO) (released earlier this month) showed that the economy is performing much better than was forecast in the last Budget — MYEFO shows that Australia is the only advanced economy to have recorded positive growth through the year to June 2009. MYEFO also upgraded the growth forecasts for the following two years with consequental falls in the expected peak unemployment rate.Although this is good news, the GFC has clearly affected, and is continuing to impact on, small business.A number of Australian Chamber of Commerce and Industry surveys have reported large falls in small business confidence and conditions throughout 2008 and early 2009. However, the August ACCI Small Business Survey reports that, while conditions for small business are expected to remain challenging, conditions are stabilising.This good news is supported by the most recent Commonwealth Bank – ACCI Business Expectations Survey, which shows that small, medium and large businesses are expecting business conditions to improve significantly during this quarter.It is true that small businesses succeed or fail on the creativity, ingenuity, innovation and imagination of their owners and staff. It is also true that small businesses are notoriously time poor. When considering ways to improve the regulatory framework for small businesses it is important to weigh up the desire to minimise time spent by businesses on compliance, with maintaining the integrity of the market as a whole.People in my position rely on people like you with the specific knowledge and expertise in small business matters to make sure that reforms are developed which benefit both the small business sector and the wider economy.

The ALI Program of the Brazilian Micro and Small Business Support Service (SEBRAE) has monitored over 150,000 small businesses throughout Brazil over the last few years. Within this setting, this article aims to demonstrate the panorama of innovation and management of Brazilian micro and small businesses (MSBs) that were in the initial phase of the ALI program. The data collected, between the years of 2015 and 2016, allowed to assess the average of points in each of the thirteen dimensions of the Innovation Radar (IR) and the eight dimensions of the Excellence Management Model (EMM). The analysis of the 21 dimensions was performed in a sample of 27,422 small businesses from all over Brazil, which was extracted from the Management and Monitoring System of the ALI - SistemAli Program of Sebrae. Regarding IR results, four dimensions stand out as their means are higher than the others: Brand (3.1), Platform (2.9), Offer (2.7), and Client Relationship (2.7). Besides, the results of the Excellence Management Model (EMM) show that Brazilian MSBs still need to improve, since no dimension evaluated has reached the average value of the scale.

Usaha Kecil Menengah (UKM) adalah salah satu penggerak perekonomian suatu daerah, termasuk Kota Sorong. UKM di Kota Sorong belum berkembang secara optimal. Ada beberapa penyebab diantaranya adalah mengenai finansial, lokasi, bahan baku dan lain-lain. Untuk menyelesaikan permasalah tersebut peneliti terdorong untuk melakukan pengembangan Aplikasi yang dapat membantu menentukan prioritas UKM yang sesuai dengan kondisi pelaku usaha. Pada penelitian ini akan digunakan metode Analitycal Hierarchy Process (AHP), untuk pengambilan keputusannya. Metode AHP dipilih karena mampu menyeleksi dan menentukan alternatif terbaik dari sejumlah alternatif yang tersedia. Dalam hal ini alternatif yang dimaksudkan yaitu UKM terbaik yang dapat dipilih oleh pelaku usaha sesuai dengan kriteria yang telah ditentukan. Penelitian dilakukan dengan mencari nilai bobot untuk setiap atribut, kemudian dilakukan proses perankingan yang akan menentukan alternatif yang optimal, yaitu UKM. Aplikasi Sistem Pendukung Keputusan yang dikembangkan berbasis Android, dimana pengguna akan mudah menggunakannya sewaktu-waktu jika terjadi perubahan bobot pada kriteria atau intensitas.  Hasil akhir menunjukkan bahwa metode AHP berhasil diterapkan pada Aplikasi Penentuan Prioritas Pengembangan UKM.
