Medium-term employment trends highlight increasing labour market disadvantage for people with no/low qualifications. Consequently, established local populations with no/low qualifications have been reported as being hostile to ‘new arrivals’ filling local jobs, on the basis that they are perceived as taking employment opportunities away from them. Drawing on a local study of migrant and student employment on opportunities for people with no/low formal qualifications in the UK city of Coventry, this paper shows how labour market restructuring in the context of neoliberalism has resulted in an increasingly compartmentalised labour market, in which some types of employment have become undesirable and often not feasible for some local workers, but attractive (or at least acceptable) for other groups, including migrant workers and students. The outcome is reduced labour market opportunities for local people with no/low qualifications, because the more flexible migrant workers and students allow employers to restructure their workforces and develop jobs that fit with the ‘frames of reference’ of these groups but match the requirements of some established local people less well.

The structural position of black and minority ethnic workers (BME) and migrant workers in the UK labour market is relatively well known. Many workers in these groups find themselves in low-paid, low-skilled jobs primarily because of their ethnicity and regardless of their skills. This racialization of the labour market has been well documented - particularly since the ‘large-scale’ BME immigration in the post-war period. What is less well known is what it is like to work in these increasingly segmented sections of the economy where white workers have abandoned jobs in favour of (slightly) more lucrative work. Adopting a case-study approach, this article follows a trade union’s attempt to organize a sandwich factory of 500 workers, where most of the workforce was made up of BME migrant workers.

Despite the extensive literature on the labour market outcomes of migration, little attention has been given to labour market inequalities within ethnic economies containing internal ethnicity. This article, using a field-study, multi-segmented labour market approach and the enclave hypothesis, contributes to the literature by demonstrating the key roles of different migration patterns and ethnic disparities in shaping labour market segmentation. It focuses on how and why Kurdish migrants are located in the lower segments of the labour market in their shared ethnic (migrant) economy in London. It argues that the Kurds’ underprivileged position associated with an ethnic penalty for them in the UK results from their relatively recent migration history, (un)documented asylum status and the ongoing persecution against them in Turkey. The article concludes that different migration histories, particular motivations for migration and ethnic disparities stratify migrants into distinct segments of the labour market in the country of destination.

This article exposes how disparity in the immigration rules of different visas combines with poor enforcement of labour standards to produce a segmented labour market in the Australian horticulture industry. We argue that the precarious work norms of the horticulture industry result in a ‘demand’ on the part of employers for harvest workers to perform precarious jobs. Such demand has been met by the workers supplied through different segments of temporary migrant labour who may be a particularly attractive form of precarious labour because of the conditionalities they experience as a result of their visa class. Our analysis demonstrates that not only do growers make preferences between local and temporary migrant workers, but they also make preferences between different types of temporary migrant workers. In identifying segmentation between temporary migrant workers on different visa categories, the article makes a significant contribution to the labour market segmentation literature, which hitherto has focused on segmentation between migrant workers and non-migrant workers.

In recent years, we have seen a growing body of literature with a strong focus on labour market inequalities. In the Anglo-Saxon literature, concepts such as the working poor and bad jobs have been applied to jobs in, for example, the US to describe jobs with low pay and inferior working conditions (Kalleberg 2011; Klein & Rones 1989). In the UK and other parts of Europe, the concept of the precariat is often used to capture the employment situations characterized by fragmented and insecure employment and low income (Standing 2011). Also in Germany, the discussion on labour market inequalities has been revitalised. The emergence of mini jobs and various forms of bogus self-employment (Scheinselbständige), etc. have gained momentum in the political and academic debates as part of a larger trend of labour market dualization in line with some of the early works on labour market segmentation (Brady & Biegert 2017) (...)
