Employment, Income, and SSI Effects of Postsecondary Education for People With Intellectual Disability

Abstract The low employment rates of individuals with intellectual disability (ID) are a major concern. This study examined the effect of postsecondary education on employment atrnd earnings for individuals with ID and the effect of state variation on those outcomes. Rehabilitation Services Administration 911 (RSA-911) files for 2008–2013 were analyzed (n = 11,280 individuals with ID). Multilevel modeling techniques were used to understand state variation, such as various economic and programmatic features that influence outcomes. Postsecondary education was associated with increased employment, increased weekly earnings, decreased reliance on Supplemental Security Income (SSI) benefits. Policy implications are discussed.

State vocational rehabilitation (VR) agencies are well positioned to assist youth aged 16 to 24 years with disabilities who are transitioning from school to work. Using Rehabilitation Services Administration (RSA)-911 records matched to Social Security Administration (SSA) administrative records, this article adds to the knowledge about state VR agency provision of services to youth with disabilities and differences in outcomes based on SSA benefit receipt status. Although agencies’ statistics varied widely, almost one in six SSA beneficiaries who sought VR services had at least 1 month of benefit suspension due to work within 48 months of their VR applications, and about one in 10 VR applicants without SSA benefits at the time of their VR application received SSA benefits within 48 months. SSA beneficiaries received services from VR agencies at the same level as non-SSA beneficiaries, but the levels at which they were employed when they closed from services were lower. The results have two main policy implications. First, the level of resources to which agencies have access may be important in influencing the outcomes we measured. Second, agency differences in the proportion of SSA beneficiaries who eventually had benefit suspension due to work point to the potential for additional gains by agencies in this area.

BACKGROUND: WIOA encourages providers such as Vocational Rehabilitation (VR) to seek higher wages and more than part-time hours for those with disabilities. Previous studies have evaluated the relationship between (VR) and job outcomes for individuals with intellectual disability (ID). OBJECTIVE: The present study evaluated the effect of VR services on wage and hours worked. METHOD: We obtained a national dataset from the Rehabilitation Services Administration to analyze individuals with ID on variables specially related to training and VR services. RESULTS: Results indicated more training resulted in more hours worked, while using more VR services resulted in less hours worked and pay. Differences in hours worked and wage were found within training and VR services. CONCLUSION: Individuals with ID should consider utilizing job counseling with VR agencies and focus on occupational training, as these services may contribute to increased wages and hours worked.

Current research indicates that violence against youth contributes to adverse psychological outcomes but has yet to focus on violence against youth while living in foster care and the associated psychosomatic changes over time. Multilevel modeling regression was used to analyze self-reported depression for a sample of 354 youth living in foster care from one Midwestern state. The present study found that changes in depression levels over time among the foster care youth who experienced polyvictimization, compared to the youth who experienced child maltreatment alone, were conditional upon gender and varied significantly by race. Policy implications are discussed.

Employment has many advantages for people. Besides earning an income, work provides opportunities for social interaction, a means of structuring and occupying time, enjoyable activity and involvement, and a sense of personal achievement. Work is considered therapeutic and essential for both the physiological survival and psychological well-being of people in contemporary societies and hence it's importance in people with intellectual disability. The rights of people with disabilities have been given new attention with the entry into force of the United Nations Convention on the Rights of Persons with Disabilities (CRPD) in May 2008. The various policies, issues and trends in vocational rehabilitation of people with intellectual disabilities in existence in different countries need to be examined along with different models in existence to develop appropriate executable models whereby such rehabilitation services could be made available early in life to such individuals and after training they could be provided with supported employment or integrated employment as the case may be.

Historically, learning disabled (LD) individuals have been excluded from vocational rehabilitation services because of eligibility criteria that did not recognize learning disabilities as a mental or physical disability. Several significant events including the recognition of learning disabilities by the Diagnostic Statistical Manual III of the American Psychiatric Association, the World Health Organization's International Classification of Diseases, and the California Department of Rehabilitation created an atmosphere of acceptance in the rehabilitation community. After initial efforts to maintain the traditional posture towards learning disabilities in the rewriting of the Rehabilitation Comprehensive Services and Developmental Disabilities Amendments of 1978 (PL 95–602), the Rehabilitation Services Administration yielded to a new conceptualization which will now allow the severely learning disabled (SLD) access to rehabilitation services.

Abstract This article reports the results of an empirical analysis of self-employment among recent college and university graduates using the National Graduates Survey databases. It finds that self-employment rates two years after graduation, calculated by year of graduation (1982, 1986, 1990 and 1995) and level of education, ranged from 6.5 percent to 7.8 percent for men, and from 3.2 percent to 5.2 percent for women. Five years after graduation, the rates had increased, ranging from 9.9 percent to 11.1 percent for men, and from 5.3 percent to 6.7 percent for women. The evidence regarding employment rates, job satisfaction, the job-education skill match and earnings (the latter including the estimation of both cross-sectional and fixed effects models) suggests that self-employment is generally associated with enhanced labour market outcomes—that is, the result of “pull” factors. Policy implications are discussed.

Multilevel modeling techniques facilitated examination of relationships between fidelity indicators and outcomes associated with a summer literacy intervention. Three-level growth models were specified to capture the extent to which students experienced instruction and to demonstrate the ways in which dosage–response relationships manifest in program evaluation contexts. The observation that outcome-related deviations from program protocol occurred both at the provider and at the recipient levels suggests that evaluators will often need to conceptualize, measure, and model “treatment fidelity” as a multilevel, multidimensional construct.
