Abstract Opportunities and experiences for all students, including students with intellectual and developmental disabilities, to build self-determination abilities and skills are critical to enable positive postsecondary outcomes (e.g., competitive and integrated employment, community access participation). However, racially and ethnically marginalized students with disabilities might experience fewer opportunities to build self-determination due to systemic issues (e.g., absence of policies emphasizing equity and racial justice, lack of understanding of students' social and cultural capital). The present study is an initial, exploratory analysis to determine if students with disabilities from racially and ethnically marginalized backgrounds reported different self-determination outcomes as they engaged in the Self-Determined Learning Model of Instruction (SDLMI) in inclusive, general education classrooms. Findings suggested African American/Black students with and without disabilities as well as Hispanic/Latinx students without disabilities scored highest in self-determination at the beginning of the academic year (baseline) and that including disability status crossed with race/ethnicity as a predictor of self-determination baseline improved understanding of the data patterns. Implications for systemic changes to enable equitable education across research and practice are discussed.

In July 2014, the Workforce Innovation and Opportunity Act (WIOA) was signed into law, amending the Rehabilitation Act of 1998 and establishing new workforce initiatives for state vocational rehabilitation (VR) agencies. The passage of WIOA led to the expansion of VR services, including the requirement to provide pre-employment transition services (Pre-ETS) to eligible and potentially eligible students with disabilities to support their transition from school to postsecondary employment and education. Pre-ETS afford students with disabilities an early start at job exploration, maximizing their potential to enter competitive integrated employment. It is imperative for secondary special education teachers to inform students and their families of the availability of Pre-ETS. To do this, school personnel must first be knowledgeable about Pre-ETS themselves. This column provides secondary special education teachers with a general understanding of Pre-ETS and furnishes them with strategies for securing these services on behalf of students with disabilities.

BACKGROUND: Utah’s School-to-Work Initiative is funded by a Partnerships in Integrated Employment Systems Change grant. Our project focuses on building school-level collaborative teams to support transitioning students with the most significant disabilities. Participating students complete work experiences and paid internships leading to permanent competitive integrated employment prior to exit. OBJECTIVE: By integrating two predictors for post-secondary employment, our framework implements customized employment to demonstrate Employment First for students with the most significant disabilities. METHODS: An advisory board evaluated applications and selected Utah secondary schools representing urban, suburban, and rural areas. We provide professional development on transition during biannual community of practice meetings. Subject matter experts provide technical assistance to collaborative teams on implementing the customized employment. RESULTS: Eight school districts have collaborative teams that serve nine secondary schools. We blend funding from VR, Medicaid Waiver, and WIOA to support students with significant disabilities obtain competitive integrated employment. Students’ outcomes have been challenged by the lack of employment providers for customized employment, the turnover of staff in agencies, and the limited resources for English language learners. CONCLUSIONS: We have successfully blended funding and collaboratively support 82 students with significant disabilities and families navigate the adult agency process.

Many youth with disabilities experience persistently low rates of competitive integrated employment (CIE) and participation in higher education. In 2014, the Workforce Innovation and Opportunity Act (WIOA) established a policy focus on CIE as the goal of vocational services for youth and individuals with disabilities. In addition, WIOA created provision for Pre–Employment Transition Services (Pre-ETS) to ensure that state vocational rehabilitation (VR) agencies focused sufficient resources toward transition-age youth. This study examined a sample of WIOA State Implementation Plans in depth using content analysis to identify how state VR agencies prioritized the provision of Pre-ETS services to youth with disabilities. Analysis of state plans resulted in three emergent themes: (a) instructional priorities, (b) instructional contexts, and (c) networks of stakeholders. We discuss the implications of these themes for future research, policy, and practice related to the employment of individuals with disabilities.

Racially and ethnically diverse youth with disabilities receiving Supplemental Security Income (SSI) benefits were randomly assigned to usual services, including available school and vocational rehabilitation (VR) transition services, or enhanced case management and transition services through the Wisconsin Promoting Readiness of Minors in SSI (PROMISE) federal demonstration grant. A hierarchical logistic regression analysis demonstrated increased age, being African American, having a psychiatric disability, and transition services predicted higher youth employment rates. However, enhanced PROMISE transition services were no longer significant in the presence of VR services, suggesting the effect of enhanced services was mediated by increasing engagement in VR. Limitations and implications are discussed regarding the relationship between school and state VR transition services and postsecondary competitive integrated employment outcomes.

Employment has many advantages for people. Besides earning an income, work provides opportunities for social interaction, a means of structuring and occupying time, enjoyable activity and involvement, and a sense of personal achievement. Work is considered therapeutic and essential for both the physiological survival and psychological well-being of people in contemporary societies and hence it's importance in people with intellectual disability. The rights of people with disabilities have been given new attention with the entry into force of the United Nations Convention on the Rights of Persons with Disabilities (CRPD) in May 2008. The various policies, issues and trends in vocational rehabilitation of people with intellectual disabilities in existence in different countries need to be examined along with different models in existence to develop appropriate executable models whereby such rehabilitation services could be made available early in life to such individuals and after training they could be provided with supported employment or integrated employment as the case may be.

BACKGROUND: While the health and economic impact of COVID-19 is becoming better known among the general population, little is known about the impact of the pandemic and recession on employees with intellectual and developmental disability (IDD). PURPOSE: The purpose of this paper is to examine the impact of the COVID-19 pandemic and subsequent recession on individuals with IDD. METHODS: The present paper described the impact of COVID-19 pandemic and recession on the employment status, hours worked, and hourly wage of 156 individuals with IDD who work in competitive integrated employment for February to July 2020. These findings are compared with a similar group receiving services from the same agency in February to July 2019. RESULTS: Findings indicate that these employees were not able to work from home and experienced furlough or lay off instead. Further, the number of hours worked monthly was also significantly affected. Wages were not affected by the pandemic and recession. Employees in some industries, notably health care and distribution and supplies, were less affected than employees in other industries like food service, retail, and entertainment. Finally, and surprisingly, black, indigenous, and other people of color worked more hours monthly than their white peers in both 2019 and 2020. CONCLUSION: Implications of these findings are discussed.
