In developing countries, as is the case of Brazil, solutions proposed for sewage and sludge treatment and disposal must meet not only public environmental demands and obey proper legal regulations, but also take into account the availability of funds for new investments and operation of existing systems. Brazilian federal regulations allow ocean disposal of sewage and solids, according to certain water quality criteria and specific standards. On the other hand, federal regulations require that submarine outfalls must be studied by means of an Environmental Impact Assessment, and that a Report on the Environmental Impact be produced. Such studies must demonstrate that the site will be protected and that ocean disposal will not impair the environment and the beneficial uses, such as fisihing, recreation, navigation, or propagation of marine life. The State of Rio de Janeiro has monitored its Ipanema Submarine Outfall since 1974, one year prior to going into operation. Present flow is 6m3/sec (140 mgd) of bar-screened domestic sewage. The submarine outfall is a 2.4m diameter concrete pipe, 4.3 km (2.7mi) long, and discharges at a depth of 27m (89ft). The paper presents and discusses existing regulations and data on the seawater monitoring program which is still in practice, having produced more than 90,000 analyses. Discussion covers the period 1974 - 1988, and shows that no adverse ecological impact has been noted on the marine ecosystem.

An experimental study of the transport of sediment in a part-full pipe was carried out in a concrete pipe. The experiments were confined to bedload transport. The purpose of this study was to analyze the flow conditions that characterize the stream traction in pipe channels and their relationship to flow resistance and sediment transport rate. Three procedures used in this kind of experimental study were tested and found valid: 1) the vertical velocity distribution near the sediment bed can be described by the velocity-defect law, 2) the side wall elimination procedure can be used to compute the hydraulic radius of the sediment bed, and 3) the critical shear stress of the sediment particles can be obtained by using Shields' diagram. A relationship to estimate bedload transport, based on dimensional analysis, was proposed. This was expressed in terms of both flow and particle parameters as well as geometric factors. Further experimental work is recommended before this relationship can be fully incorporated in a simulation model for the analysis of storm sewers.

Concrete pipes represent the backbone of the municipal storm and wastewater collection systems of Ontario, Canada. Industry and academia partnered on a research effort that aimed at developing new precast-concrete pipe products that provide added value to the final user in comparison with existing products. This paper describes a full-scale experimental evaluation of the design, manufacturing, and performance aspects of a "cellular" concrete pipe, a precast concrete pipe in which multiple continuous conduits were incorporated within its wall. Two fully-instrumented prototype segments of the proposed cellular concrete pipe were manufactured using standard dry-cast manufacturing procedures. The pipe segments were subjected to a D-load test to evaluate their structural performance. The observed structural performance was found to be comparable to solid-wall specimens, particularly when a four-conduit configuration was used. Of the six materials used as conduits, PVC and aluminum were found to perform the best. The presence of the conduits appears to delay the on-set of major cracks, thus increasing the D-load value.
