Founded after the triumph of the Islamic Revolution, the Corps of the Islamic Revolutionary Guard of Iran has evolved far beyond its original foundations as an ideological guardian of the nascent revolutionary regime. Today, it functions as a socio-political-economic conglomerate, whose influence extends to all areas of Iranian life. Its members have articulated a vision of the Islamic Republic that they feel committed to defending, becoming guarantors of the ideological purity of the regime whose supreme leader rests on its support, while increasingly depending on it to survive.

Arguably, the most distinguishing facet of Iran's post-revolutionary regime has been the plethora of institutions and competing power centers. The myriad religious and revolutionary bodies are constitutionally empowered to subdue and duplicate the functions of the central government and the republican institutions. This structural enigma is exacerbated by the existence of political factions dispersed throughout the Iranian polity. Although they maintain their allegiance to the tenets of the Islamic Revolution and the ideological legacy of Ayatollah Ruhallah Khomeini, factions provide divergent renditions on policies in different realms. For this reason, political outcomes in the Islamic Republic of Iran depend largely on the faction that controls the relevant organization or ministry.

Significance His government is in an impasse with the conservative parliament over the draft budget for the new fiscal year beginning on March 21. Rouhani needs the US sanctions to be lifted fast and a COVID-19 vaccination campaign to allow for an exit from the pandemic in order to meet his economic promises. Impacts The supreme leader will become even more closely involved in shaping economic policy, with the autarkic ‘resistance’ narrative dominant. Khamenei may seek a new ‘jihadi manager’ president, linked to the Islamic Revolution Guard Corps (IRGC), who follows his economic vision. Progress with vaccinations, which began on February 8, will likely be slow, as supplies have become highly politicised.

Iran’s experience of Islamic criminal law is closely connected with Ayatollah Khomeini and the Islamic Revolution of 1979. A new constitution and a set of criminal and civil laws were introduced in the early 1980s and eventually culminated in introduction of the Islamic Penal Code 2013. This chapter provides an overview of that code and its provisions on Islamic punishments, the controversies it has generated, and how the legislative bodies and the government took measures to address them.
