In January 1995, the East Texas Archeological Society (ETAS), the U.S. Army Corps of Engineers (COE), the U.S. Forest Service (USFS), and the Texas Historical Commission (THC) agreed to cooperate in a partnership project to inventory and monitor archaeological sites along the Lake Sam Rayburn shoreline. A Letter of Intent (LOI-095-02) was formulated and signed, stating that: the participants are mutually interested in fostering integrated problem solving among heritage resource managers regarding historic preservation issues, with special emphasis on training and information sharing. The Forest Service [and the COE] will gain additional information on the condition and location of archeological sites within its ownership along the shores of Sam Rayburn Reservoir. The participants will gain experience in recording and monitoring of site conditions, gain knowledge concerning the effects of shoreline erosion and looting of sites along the shores of Sam Rayburn Reservoir. Finally, the USFS and the COE will profit from the volunteer labor provided by members of ETAS. This paper reports on inventory and monitoring project activities that took place on September 30, 1995, and October 7, 1995 along the northern end of Lake Sam Rayburn. Elaine P. Sherman was the Project Archeologist, and the work was conducted under ARPA permit no. DACW63-95-0656.

<em>Abstract</em>.—The White River Fisheries Partnership (WRFP) was formed as an interstate and interagency partnership along the Missouri–Arkansas border beginning in 2001. Reservoir resource managers, interested in continuing efforts to enhance sport fish populations in the White River reservoirs, came together through the partnership as a natural extension of their earlier efforts to coordinate fisheries management in shared waters along the border. The partnership originally included representatives of the U.S. Army Corps of Engineers, Bass Pro Shops and Tracker Marine, Inc. and members of their professional angling staffs, the Missouri Department of Conservation, the Arkansas Game and Fish Commission, the Southwestern Power Administration, the Missouri Department of Natural Resources, the Arkansas Department of Parks and Tourism, the Missouri Division of Tourism, the U.S. Geological Survey, and the Arkansas Department of Environmental Quality. Other local and regional stakeholders have participated in the partnership as it has developed. The primary purpose of the WRFP has been to establish common and achievable objectives designed to enhance recreational fishing using opportunities developed through a federal, state, and private partnership. A common set of objectives and expectations has been developed and is presented in this paper. Communication between biological, technical, and administrative elements in each partnering organization has improved over the years. As public interests and expectations in regard to reservoirs and their tailwaters change over time, the partnering agencies will revisit strategies and adjust their efforts to address these changes. Multifaceted collaboration efforts such as the WRFP require time and long-term commitments from the partners if they are to continue to be successful and reach their established objectives.

The Coastal Engineering Research Center at Fort Belvoir, Virginia, is responsible for research that supports the U.S. Army Corps of Engineers' Civil Works program. This research involves coastal navigation, channel design and maintenance, storm flooding, shore erosion control, and coastal ecology. The ecology research is focused on two major areas: (1) use of coastal vegetation for engineering purposes and (2) effects of coastal engineering activities on the biological environment. The objectives and accomplishments of the ecology research are discussed and specific examples of field guidance are presented.

On behalf of VRRSP Consultants, LLC and Central Texas Regional Water Supply Corporation (CTRWSC), SWCA Environmental Consultants (SWCA) conducted cultural resources investigations of the Vista Ridge Regional Water Supply (Vista Ridge) Project in Burleson, Lee, Bastrop, Caldwell, Guadalupe, Comal, and Bexar Counties. The work will involve installation of a 139.45-mile-long, 60-inch-diameter water pipeline from northcentral San Antonio, Bexar County, Texas, to Deanville, Burleson County, Texas. The report details the findings of investigations from June 2015 to December 2015, on the alignment dated December 8, 2015 (December 8th). The Vista Ridge Project is subject to review under Section 106 of the National Historic Preservation Act (54 USC 306108) and its implementing regulations (36 CFR 800), in anticipation of a Nationwide Permit 12 from the U.S. Army Corps of Engineers in accordance with Section 404 of the Clean Water Act. In addition, the work is subject to compliance with the Antiquities Code of Texas under Permit Number 7295, as the Vista Ridge Project will be ultimately owned by a political subdivision of the State of Texas. The cultural resources investigations included a background review and intensive field survey. The background review identified previous investigations, recorded archaeological sites, National Register of Historic Places (NRHP) properties, cemeteries, standing structures, and other known cultural resources within a 0.50-mile radius of the project area. The field investigations conducted from June 2015 through December 2015 assessed all accessible portions of the proposed December 8th alignment as of December 25, 2015. Approximately 101.8 miles of the 139.45-mile alignment has been surveyed. Approximately 24.42 miles were not surveyed based on the results of the background review and extensive disturbances as confirmed by vehicular survey. The remaining 13.23 miles that require survey were either unavailable due to landowner restrictions or part of a newly adopted reroute. SWCA also surveyed additional mileage, which includes rerouted areas that are no longer part of the December 8th alignment. The inventory identified 59 cultural resources, including 52 archaeological sites and seven isolated finds. In addition to newly recorded resources, two previously recorded archaeological sites were revisited, and two cemeteries were documented. Of the 52 newly recorded archaeological sites, seven are recommended for further work or avoidance. Of the two revisited archeological sites, one is recommended for further work or avoidance within the project area. Avoidance is recommended for both documented cemeteries. The resources with undetermined eligibility require additional testing or other avenues of research before SWCA can make a firm recommendation about their eligibility for nomination to the NRHP and designation as State Antiquities Landmarks (SALs). As part of a management strategy, the resources with undetermined eligibility may also be avoided by reroute or boring beneath. The remaining 45 cultural resources are recommended not eligible for inclusion to the NRHP or for designation as SALs and no further cultural resources investigations or avoidance strategies are recommended.
