Chapter 1, Seeing Like a Publicist, locates the origins of public relations alongside emerging environmental narratives at the beginning of the twentieth century. The United States Forest Service, a federal bureau established during Theodore Roosevelt’s presidency, represented a vision of nature as resource for development, at odds with the romantic spirit of wilderness preservationists such as John Muir. Chief Forester Gifford Pinchot developed sophisticated mechanisms and messages to promote his commitment to a distinctly American culture of nature, qualifying and transforming the character of environmental information to the news-reading public in the process. Pinchot developed foundational concepts and practices of public relations that would leave deep grooves in the American experience of environmentalism.

This article traces the development and expansion of early computer systems for analyzing views at three state-owned agencies in the United States and Great Britain: the US Forest Service, the Central Electricity Generating Board of England and Wales, and the Greater London Authority. Following the technology over four decades, from 1968 to 2012, the article traces assumptions incorporated into initial programs and propagated through to the present. These programs were designed to address questions about visual environments and proximities by numerical calculations alone, without the need for field observations. Each historical episode provides unique insights into the role of abstraction and calculation in the production of landscapes and the built environment, and shows how computer-generated view data became an important currency in planning control, not primarily for aesthetic but for financial and political reasons.

Abstract Background The ecosystem classification of land (ECL) has been studied for a couple of decades, from the beginning of the perfect organism system “top-down” approach to a reversed “bottom-up” approach by defining a micro-ecological unit. After comparing two cases of the ecosystem classification framework implemented in the different continental ecoregions, the processes were carefully examined and justified. Results Theoretically, Bailey’s upper levels of ECL (Description of the ecoregions of the United States, 2nd ed. Rev and expanded (1st ed. 1980). Misc. Publ. No. 1391 (Rev). Washington DC USDA Forest Service; 1995) were applied to the United States and world continents. For the first time, a complete ECL study was accomplished in Western Utah of the United States, with eight upper levels of ECOMAP (National hierarchical framework of ecological units. China’s Eco-geographic classification was most likely fitted into Bailey’s Ecosystem Classification upper-level regime. With a binary decision tree analysis, it had been validated that the Domains have an empty entity for 500 Plateau Domain between the US and China ecoregion framework. Implementing lower levels of ECL to Qinghai Province of China, based on the biogeoclimatic condition, vegetation distribution, landform, and plant species feature, it had classified the Section HIIC1 into two Subsections (labeled as i, ii), and delineated iia of QiLian Mountain East Alpine Shrub and Alpine Tundra Ecozone into iia-1 and iia-2 Subzones. Coordinately, an Ecological Site was completed at the bottom level. Conclusions (1) It was more experimental processing by implementing a full ECL in the Western Utah of the United States based on the ECOMAP (1993). (2) The empty entity, named as Plateau Domain 500, should be added into the top-level Bailey’s ecoregion framework. Coordinately, it includes the Divisions of HI and HII and the Provinces of humid, sub-humid, semiarid, and arid for China's Eco-Geographic region. (3) Implementing a full ECL in a different continent and integrating the lower level's models was the process that could handle the execution management, interpreting the relationship of ecosystem, dataset conversion, and error correction.

AbstractUnderstanding ownership effects on large wildfires is a precursor to the development of risk governance strategies that better protect people and property and restore fire-adapted ecosystems. We analyzed wildfire events in the Pacific Northwest from 1984 to 2018 to explore how area burned responded to ownership, asking whether particular ownerships burned disproportionately more or less, and whether these patterns varied by forest and grass/shrub vegetation types. While many individual fires showed indifference to property lines, taken as a whole, we found patterns of disproportionate burning for both forest and grass/shrub fires. We found that forest fires avoided ownerships with a concentration of highly valued resources—burning less than expected in managed US Forest Service forested lands, private non-industrial, private industrial, and state lands—suggesting the enforcement of strong fire protection policies. US Forest Service wilderness was the only ownership classification that burned more than expected which may result from the management of natural ignitions for resource objectives, its remoteness or both. Results from this study are relevant to inform perspectives on land management among public and private entities, which may share boundaries but not fire management goals, and support effective cross-boundary collaboration and shared stewardship across all-lands.

Abstract Privately-owned forests provide important environmental, economic, and cultural benefits to the general public. Resulting impacts from landownership changes and conversion of working forests to other land uses threaten these benefits. The USDA Forest Service Forest Legacy Program (FLP) permanently protects threatened private forests that are of environmental, cultural, and economic importance to the greater public while keeping land ownership and forest management at the private or local level. FLP provides grants to state agencies to purchase conservation easements on private forestlands or, less frequently, acquisition by public agencies. We employed IMPLAN’s input-output model of the 2016 economy to estimate how land protected by FLP in four regions of the United States contributes to the economy. FLP land adds tens of millions of dollars of value annually and supports thousands of jobs in the four study areas and, due to the permanent protection of these lands, they will continue to do so in perpetuity. Nonfederal partners contributed 34%–60% of total project costs, highlighting the importance of land conservation to multiple stakeholders and the ability to leverage federal resources. The permanent nature of FLP protection provides long-term security for the economic and cultural benefits these lands provide. Study Implications: The Forest Legacy Program (FLP) is administered by the USDA Forest Service to protect historic forest uses and intact working forest landscapes. This study quantified economic activities on FLP land in four areas to assess how these activities contribute to the economy of the multistate region in which the projects are located. The substantial economic contribution in natural resource industries suggests that permanent protection of forests provides economic and cultural benefits in perpetuity. This information illustrates the contributions of FLP to local economies and can be used to assess the value of the program and the potential for future funding.
