The NHS International Fellowship Scheme for consultants offers overseas consultants, in specialties including psychiatry, an opportunity to work in the UK (Goldberg, 2003). This was launched by the Department of Health in 2002 and so far over 100 consultant psychiatrists have been recruited. However, there are several aspects of the project that are unclear. How long will this recruitment continue? Are there any arrangements in place to encourage overseas consultants to return to their home country at the end of their fellowship? Are they eligible to train senior house officers (SHOs) and specialist registrars (SpRs)? Will the recruitment under the scheme have an impact on job opportunities for SpRs currently training in the UK? Why is membership of the Royal College of Psychiatrists being granted to the newly recruited consultants without an examination? These and many more concerns have arisen in the wake of this scheme. In this article, we evaluate the scheme, discuss its implications and suggest possible ways forward.

Lo positivo de mi experiencia me ha animado a escribir este artículo para acercar a los lectores a la situación de los servicios sociales y del trabajo social en Turquía y para animarles a participar en este tipo de programas de intercambio, ya que son un excelente medio para compartir experiencias e intercambiar ideas y opiniones sobre la realidad social y cultural de los diversos países, así como sobre la política social, los servicios sociales y la profesión de trabajo social.

The Ministering Children’s League was founded in Britain in 1885 with the aim of cultivating among children of the rich a desire to feel empathy with the poor and suffering. Examining the work of the league’s branch in Hong Kong in the early 20th century, this chapter argues that the decision by Flora Shaw, the activist wife of the Governor, Sir Frederick Lugard, to include Chinese girls as members broke down the race-bound relations between ‘benevolents’ and ‘beneficiaries’ and, in providing opportunities for Chinese and European children to work together and mingle socially, led to unintended consequences, and complicated the idea that ‘Empire’ was a straightforward story of social division and ethnic segregation. Under the aegis of empire-sponsored philanthropy, children in Hong Kong assumed the spirit of public service while learning to see themselves as part of a multicultural, international fellowship of childhood.

Early in January 1939, George Barger, apparently in full health, left home to pay a short visit to friends in Switzerland, and to give a few lectures in the University of Basel. On 6 January came the news of his sudden death from heart failure, at Aeschi, on the Lake of Thun. His early death, not long after his sixtieth birthday, entails a heavy loss to science and to academic life in this country, and a deep personal loss to his many friends here; but there are many men of science in other countries also, who will mourn the loss of a valued friend and colleague, whose wide experience and friendly contacts, with men of so many nationalities and languages, have meant much for the promotion and maintenance of international fellowship in science. Barger was born in Manchester in 1878; I have known him, indeed, to be proudly insistent on his status as a British subject by birth. His parentage, however, was bi-national, his father Gerrit Barger being a Dutch engineer who had settled for a time in Manchester and married an English wife.
