Perkembangan industri 4.0 yang tak dapat dibendung menjadikan metode pembelajaran berbasis digital menjadi tuntutan baru dalam dunia pendidikan. Melalui media pembelajaran digital yang bervariatif dan menarik diharapkan dapat meningkatkan minat dan pemahaman mahasiswa terhadap mata kuliah Pelayanan Publik. Metode v-learning sebagai salah satu solusi bagi pengajar atau dosen dalam melakukan perkuliahan secara virtual atau dengan kata lain perkuliahan tidak harus dilakukan secara konvensional di ruang kelas.Dalam penelitian pengembangan v-learning Matakuliah Pelayanan Publik menggunakan metode penelitian ADDIE. Metode penelitian tersebut dengan mengedepankan 5 (lima) tahapan, yang meliputi: Analyze (analisis), Design (desain), Develop (pengembangan), Implement (pelaksanaan), dan Evaluate (evaluasi). Dengan menggunakan metode tersebut, maka langkah-langkah penelitian yang akan diambil oleh peneliti adalah (1) Merancang Rencana Pembelajaran Semester (RPS) yang berisi rancangan kegiatan dan perkuliahan v-learning yang akan diberikan kepada mahasiswa; (2) Peneliti membuat v-learning untuk perkuliahan; dan (3) Data yang diperoleh kemudian dianalisis dan akhirnya disusunlah laporan penelitian ini serta tersusunnya laporan penelitian. Data yang telah dihasilkan selanjutnya dianalisis secara deskriptif menggunakan tabel, grafik, dan pemaparan data yang dikolaborasikan dengan konsep maupun penelitian terdahulu.

A virtual learning environment is conceived as an interaction space that ease the realization of mediated activities by technology, in this case the internet; besides using multimedia materials, learning objects, social networks, among others; which have changed imminently the traditional education. In this article an instrument is proposed in a checklist format, to evaluate any platform that has interaction spaces such as a Virtual Learning Environment, in this case responding to four spaces or general indicators: information Space, Mediation / Interaction Space, Instructional Design Space and Exhibition Space. Criteria are used according to the interactions and activities carried out by the consultant and virtual student. These, in turn, come up from the analysis and interaction of the advisers achieved in the discussion forums and portfolio activities through collaborative work. It was situated as a qualitative research, with a descriptive nature since it is not limited to data collection only, but also it refers and analyzes the interaction of the advisers achieved in the discussion forums and portfolio activities through the collaborative work of the workshop course "Virtual Learning Environments" developed in a virtual learning environment.

This article reviews literature on the use of virtual learning environments by highlighting their potential and the challenges of introducing the same in Tanzania. It introduces the concept of virtual learning environments by demonstrating their applications to support teaching and learning. The article discusses the use of virtual learning environments in teaching information literacy courses by highlighting the success of using such tools in facilitating the teaching of information literacy courses to library users. In this review, special emphasis is placed on attempts by Tanzanian institutions of higher learning to introduce web-based teaching of information literacy and the challenges faced. The review reveals the need for Tanzanian institutions of higher learning to develop virtual learning environments to facilitate the teaching of information literacy courses to students and faculty so as to reach many of those who may not manage to attend the face-to-face information literacy sessions that are offered by librarians on a regular basis.
