Abstract In 2010, the Central Institute for Labour Protection - National Research Institute celebrated the 60th anniversary of its activity. Primary objectives of the Institute have been and continue to be the protection of employees against any hazards at work stations. Among the numerous hazards, vibroacoustic ones are becoming prevailing. Therefore, one can now dare to say that the 60 years of activity of the Central Institute for Labour Protection have also meant 60 years of preventing noise and vibration in the working environment. For those 60 years of activity, Central Institute for Labour Protection has been associated with outstanding acousticians and vibration specialists. The first chairperson of the Scientific Council of the Central Institute for Labour Protection was Professor Ignacy Malecki, one of the most outstanding Polish scientists. Chairpersons of the Council have also included Professor Adam Lipowczan and Professor Zbigniew Engel and the members of the Council have included Professor Stefan Ziemba and Professor Jerzy Sadowski.

Technical Committee 46 «Information and Documentation» of the International Standard Organization (ISO/TC 46) is published. Even a short description of ISO/TC 46 activities visually demonstrates what incredible and truly revolutionary changes happened during the last 60 years in the library, documentation and information work. The modern ISO/TC 46 structure is given, the work trends of its four subcommittees and numerous working groups, the interaction with other ISO technical committees and international organizations is characterized. Importance of standardization problems in the field of library and information science and of librarianship, in particularly, is confirmed by the authors’ practical work lasting for many year. The proposed information permits to better imagine the preparation process of the international standards and necessity of Russian specialists’ participation.

December 14, 1960 marks the 60th anniversary of the adoption on the initiative of the USSR of the Declaration on the granting of independence to colonial countries and peoples by the XV Session of the UN General Assembly (GA). The author analyzes the significance of this act for the subsequent process of liberation of peoples from colonial rule from the perspective of the historical developments of the next six decades. The author comes up with a new interpretation of the diplomatic tactics chosen by the Soviet Union at the UN as well as in the confronting imperialist countries elsewhere on the timing of granting independence, ensuring the territorial integrity of the emerging young states, the presence of foreign bases and zones of extraterritorial jurisdiction on their land. The article provides a comparative analysis of the texts of the declaration proposed for consideration by the GA by the Soviet Union and the adopted version of the Declaration of the UN GA Resolution 1415 (XV). The author analyzes the situation in the world after the dismemberment of the USSR, from the perspective of the degree of completion of the decolonization process. He comes to the conclusion that in place of traditional colonialism, a project of a new global coloniality is being introduced, which preserves the fundamental and essential characteristics of actual colonial rule: external dependence and economic exploitation.
