Within the United States, Queer People of Color (QPoC) experience high levels of societal discrimination and oppression as a result of having both a stigmatized racial identity and a stigmatized sexual orientation/gender identity. Despite this, QPoC have been the focus of very few studies, and little is known about how to effectively support this marginalized group. Research shows that QPoC utilize Information Communication Technologies (ICTs) to cope with societal stigma, however few studies have addressed exactly what ICTs QPoC are using and how they are using them. This qualitative study explores common themes in the experiences of stigma for QPoC, what ICTs QPoC are using to cope with this stigma, and how they are using these ICTs. The authors conducted 12 semi-structured interviews followed by a thematic analysis. The main ICTs that participants discussed using include: Instagram, Twitter, Discord, Tinder, Grindr, GroupMe, Tumblr, Reddit, Netflix, YouTube, Video Games, and Texting. These tools were primarily used for distracting and escaping from stigma, communicating and connecting with others, seeking QPoC media, exploring one’s identity, seeking a community, and finding emotional support. Participants reported that these ICTs are effective coping mechanisms, however stigma permeates these online spaces as well, making it difficult for QPoC to feel safe from the stigma they face offline. To address this, the authors put forth several suggestions.

During crisis events, emergency responders must verify the particulars of an event before sending out warning messages. The gap between an event's occurrence and official notification is often used by those impacted by that event to verify what is happening before taking action. The addition of information communication technologies has had an impact on what we term the verification pause. This pause is the amount of time it takes to verify what has happened before messages are received and before reaction can begin. More than milling about post notification, this understudied period of time is rarely visible for researchers. The present case study contains an analysis of a verification pause between an earthquake event and the actions taken by students in a classroom in a large university in the United States. The students in the classroom felt the earthquake and immediately began to search for verification that what they felt was indeed an earthquake. The authors conclude with a discussion of the utility of case studies and call for more focused analysis of the similarities between cases.

Information communication technologies have undoubtedly affected the discipline of career counselling. Nevertheless, online career counselling remains a rather limited practice in Greece; therefore, the chapter attempts to contribute to the wider dialogue that has been addressed so far, by focusing on the design, implementation, and assessment of an online career counselling program for higher education students and graduates. The purpose of the study is to present the main parameters related to participants' learning experience, such as motivation, barriers to participation, as well as adopted strategies for overcoming these barriers during the online program. The researchers conducted 15 semi-structured interviews to collect data for summative assessment. The analysis of the data indicates that prior acknowledgement of learners' motivation, educator/career counsellor's role, the learning environment, the methods utilized, and the teaching material can maximize the effectiveness of equivalent programs, due to the fulfillment of their needs, goals, and expectations.

The article is devoted to the problem of educational communications development as a sphere of implementation of modern information-communication technologies in the higher education system. The purpose of the article is to present the structure and functions of educational communications aimed at the development of personal potential and self-realization of students. Methodology. The study is based on the methodology of personal and communicative-informational approaches in education, psychological-pedagogical provisions on the structure of communication, the leading role of learning activity, didactic principles of building an educational-informational environment. In theoretical terms, the study is based on the idea of the indirect implementation of ICT in education through the development of educational communications. The developing structure of educational communications, including didactic, informational-gnostic, interactive, psychological, attractive-motivational, value-semantic components, is presented. The possibilities of developing personal potential in educational communications are considered. The author’s developmental model of ICT functions is presented, which includes clusters of actual and latent functions aimed at the formation of information-educational space for the development of students’ personal potential. In conclusion, a inference was made about the prospects of the indirect introduction of modern ICT as tools for the development and functioning of various educational communications. At the same time, it is essential that these communications perform psychological and pedagogical tasks and functions.

Abstract Along with mastery of the grammar and vocabulary of a given language, contemporary students are also expected to acquire intercultural communicative competence (ICC), i.e., the ability to use the language efficiently with regard to the sociocultural background of the communicative situation. This requirement should also be reflected in FL course-books, which are considered to be fundamental didactic tools in FL education, even in an era of information communication technologies. Therefore, the aim of the present paper is to report the results of the research focused on the investigation of intercultural component in the New Opportunities Pre-Intermediate and Intermediate course-book packages. To validate the findings of the content analysis, as the main research method, the method of triangulation was used, i.e., the results of the course-book package analyses were compared with those of observation and interview analyses. The findings of the research revealed that in the investigated course-book packages only some aspects of the intercultural component could be considered relevant because they were suitably treated.

In an environment of globalisation and rapidly expanding deployment of interactive digital communication, this paper takes a complex systems approach to the mapping of large scale global indicators onto electronic flows of information and intent. It argues that democracy is being transformed by online technologies, and that governments which embrace and encourage citizen inputs and monitoring of public information can establish vital groundwork for more effective forms of global governance. Growing awareness of issues that transcend jurisdictions makes such transformations both necessary and increasingly acceptable. The prism for this bird’s eye view is the Australian Government’s evolution in its uses of information communication technologies (ICTs) for citizen engagement.
