In Sound Alignments, a transnational group of scholars explores the myriad forms of popular music that circulated across Asia during the Cold War. Challenging the conventional alignments and periodizations of Western cultural histories of the Cold War, they trace the routes of popular music, examining how it took on new meanings and significance as it traveled across Asia, from India to Indonesia, Hong Kong to South Korea, China to Japan. From studies of how popular musical styles from the Americas and Europe were adapted to meet local exigencies to how socialist-bloc and nonaligned Cold War organizations facilitated the circulation of popular music throughout the region, the contributors outline how music forged and challenged alliances, revolutions, and countercultures. They also show how the Cold War's legacy shapes contemporary culture, particularly in the ways 1990s and 2000s J-pop and K-pop are rooted in American attempts to foster economic exchange in East Asia in the 1960s.Throughout, Sound Alignments demonstrates that the experiences of the Cold War in Asia were as diverse and dynamic as the music heard and performed in it. The rise of new powers throughout the 2000s and the 2010s augurs the end of the unipolar system that has persisted since the end of the Cold War. In no region is this transition more compelling than in East Asia. Economic revitalization of this region and a steady redistribution of power related to it is a dynamic process characterized by intense changes in foreign policy strategies, practices, and orientations of China, Korea, and Japan. The proposed special issue seeks to critically assess the emerging developments of Chinas, Japans, and Koreas core international perceptions and policies. More specifically, the special issue addresses two complex and interrelated questions. Firstly, how do China, Korea, and Japan adapt to the changing international landscape? Secondly, how do China, Korea, and Japan respond to the challenges inherent to the pursuit of the enhanced international status? The contributions to this special issue aim at scrutinizing Chinas cybersovereignty and industrial policy; exploring the strengths and limitations of Koreas public diplomacy; and examining Japans contributions to regionalism. The special issue also discusses Russias relations with East Asia and its role in regional politics.

This chapter investigates the role of mass immunization in Chinese medical diplomacy programs during the 1960s and 1970s. While most scholarship has stressed the influence of barefoot doctor and other paraprofessional training programs in the emergence of the People's Republic of China (PRC) as a global model for rural health services, mass immunization programs in China had measurable results—in terms of lowered incidence of disease—that helped legitimize these training efforts and the nation's program of rural health care more broadly. Ultimately, the global popularization of Chinese public health was a consequence of regional competition within East Asia. During the Cold War era, the PRC used medical aid to foreign countries to compete for power and influence with the Republic of China on Taiwan, where institutions and personnel that the Nationalist Party brought to the island after 1948 built upon practices established during the period of Japanese colonial rule (1895–1945). The involvement of Taiwan in medical diplomacy reflected the expansionist agendas of its Western allies in the Cold War as well as competition with the PRC for recognition as the legitimate government of mainland China.

Chapter 2 traces the development of Hong Kong’s official film culture during the 1950s and 1960s within the contexts of the documentary film movement, the imperial legacy of the British Colonial Film Unit, and the colonial rhetoric of film literacy. In particular, it uses such Hong Kong Film Unit-produced short features as Report to the Gods (Dir. Brian Salt, 1967), starring local opera talent Leung Sing-por, as archival sources to argue that the colonial regime’s relationship with Hong Kong’s population was not a static vertical imposition of the “culture of depoliticization,” but one that was shifting and characterized by manipulation, misunderstanding, and negotiation amid bipolarized Cold War tension. I argue here that British Hong Kong’s involvement in filmmaking activities expose the top-down imposition of a colonial regime as well as the transformative nature of colonial rule during the Cold War period of the 1950s through 1960s. Official film culture should not be seen merely as tools of colonial governance or a means of indoctrinating subject audiences, but rather was part of an overall “strategy for survival” as well as an integral component in the process of screening the local Hong Kong “colonial” citizenry during the Cold War.
