The rise of new powers throughout the 2000s and the 2010s augurs the end of the unipolar system that has persisted since the end of the Cold War. In no region is this transition more compelling than in East Asia. Economic revitalization of this region and a steady redistribution of power related to it is a dynamic process characterized by intense changes in foreign policy strategies, practices, and orientations of China, Korea, and Japan. The proposed special issue seeks to critically assess the emerging developments of Chinas, Japans, and Koreas core international perceptions and policies. More specifically, the special issue addresses two complex and interrelated questions. Firstly, how do China, Korea, and Japan adapt to the changing international landscape? Secondly, how do China, Korea, and Japan respond to the challenges inherent to the pursuit of the enhanced international status? The contributions to this special issue aim at scrutinizing Chinas cybersovereignty and industrial policy; exploring the strengths and limitations of Koreas public diplomacy; and examining Japans contributions to regionalism. The special issue also discusses Russias relations with East Asia and its role in regional politics.

Without a permit, a masterplan, or corporate or public funding, artists have evaded conventional norms to accomplish a feat: the urban and socio-economic revitalization of abandoned or depressed cities worldwide. In Rio’s favelas and America’s impoverished suburbs, artists are the political force that promotes local economies, defines collective identities, gives people a sense of belonging, while covering the land with beauty. To act at the city’s scale, artists teach their craft to the locals and use art to empower the community, and unveil needed urban policies, bringing economic development, expertise and collaborative action. As a result, public art becomes instrumental for infusing new life in marginalized neighbourhoods, and the city becomes the ideal canvas for free expression without bureaucracy. This article is a bird’s eye view of two public art interventions that have highlighted the political and pedagogical implications of a citizen-design approach to urban renewal. Ultimately, it is a call for artists to activate as impactful makers of urban transformations.

This study analyses the implementation of good governance principles for the economic revitalization program under Riau Province’s Badan Restorasi Gambut (Peatland Restoration Agency) supervision. One of the aims of this program is to support the haze-free ASEAN 2020 roadmap. Riau province is an area prone to forest fire disasters. Its peatland area,  which is twice as large as Malaysia’s peatland, have a very high potential for damage due to forest fires. To mitigate the damages, BRG initiated the 3R program: Rewetting, Revegetation, and Revitalization. What makes this topic interesting is BRG emphasizes the aspects of economic empowerment of local communities to prevent further forest and peatland damages. To assess the implementation of BRG’s program, our research team conducted several interviews with representatives from Indonesia’s Ministry of Environment and Forestry, NGOs, academics, farmers, and villages’ facilitators who assisted local communities that received the BRG’s assistance packages. Our study shows that BRG’s economic revitalization program had succeeded in creating small scale economic activities such as honey industry, pineapple farming, and catfish farming. However, the ineffective coordination and communication between BRG and the local communities had prevented them from constructing an effective method to prevent future forest fires.

This study aims to develop a multi-dimensional night-time economy vitality index (NTEVI) to measure the vitality of night-time economic (NTE) activities in Zhejiang Province, China, covering its 11 cities and 90 counties. Comprising 44 supply and demand indicators of the NTE, the index was composed of an overall index and six major sub-indices that measured the vitality of six typical NTE subsectors, including catering, shopping, recreation, accommodation, touring, and fitness. The NTEVI was calculated using a unique multi-source dataset based on hourly online transaction data from a leading Chinese online-to-offline service platform, monthly night-time electricity consumption data, and official statistics from 2019 to 2020. Robustness and sensitivity analyses were conducted to ensure high credibility of the index results. The findings of this study suggested that the NTEVI was highly and significantly correlated with night light indices, economic indicators, and tourism demand measures. By identifying regional and temporal differences across several service sectors over time at the county, city, and provincial levels, the NTEVI serves as a powerful numerical and visual tool: it offers key information to guide policy formulation, resource allocation, and policy evaluation. In the context of COVID-19, the index analyses also reflect the NTE recovery process in Zhejiang Province. Our findings indicate that it is important for the Chinese government, regional authorities, and enterprises to encourage the NTE as a main driver of economic revitalization.

The Adoption of programming education has become a global trend. In Japan, the Japan Revitalization Strategy 2016, announced by the Headquarters for Japan's Economic Revitalization in 2016, set forth the aim of making programming education compulsory in primary and secondary education. The purpose of this is to cultivate basic logical thinking skills through programming education, as part of efforts to develop and secure human resources for sparking economic growth. On the other hand, it will likely be necessary to review previously existing programming education in ICT human resources development courses at various types of schools. In the programming education for beginners that we are implementing at a college of technology, there is a considerable percentage of students who feel they are not up to programming. Thus, this study proposes "bidirectional transcription learning" for beginner programmers as an educational method to help strengthen programming education. It focuses on the process of converting a natural language to a programming language in the final stage of unplugged to code writing. Based on experience, transcription learning is regarded as effective for mastering programming, but we have conducted a trial to further improve efficiency and deepen understanding, and here we provide an overview and report on our results.

For some time, business improvement districts (BIDs) have entered into the discourse and practice of academics and urban planners. This model for town centre revitalization was created in North America, whose success has led to its transfer to a growing number of countries. This evolution highlights the importance of BIDs as an urban planning practice, as well as an object of study for academics interested in new models for intervening in central urban areas. BIDs are public–private partnerships, framed within an entrepreneurial logic of urban management that aims to increase the cities’ competitiveness. In this article, we aim to unfold the main research subjects of the literature focused on BIDs. We develop a systematic review for said endeavor, resorting to the established PRISMA protocol. After the screening and analysis of selected articles, four main research subjects were documented: (i) urban governance; (ii) urban policies: mobility and transfer; (iii) activities/axis of intervention; and (iv) types of BIDs/places of intervention. The selected literature enhances the contradictory nature of BIDs, ranging from the economic revitalization of city centres to the occasional exclusionary stance, in which it is developed. Our analysis also points to the important role of different actors in all stages of the policy transfer and implementation.

Fort Stanwix National Monument, located in Rome, NY, is a historic park with a complex use history dating back to the early Colonial period and through the urban expansion and recent economic revitalization of the City of Rome. The goal of this study was to conduct a GPR investigation over an area approximately 1 acre in size to identify buried historic features (particularly buildings) so park management can preserve these resources and develop appropriate educational programming and management plans. The GPR recorded reflection events consistent with our expectations of historic structures. Differences in size, shape, orientation, and depth suggest that these responses likely date to different time periods in the site’s history. The GPR recorded other reflection anomalies that are difficult to interpret without any additional information, which suggests that pairing high-density geophysical data with limited excavations is critical to elaborate a complex site’s intricate history.

The article discusses the natural and historic heritage of medieval towns in the Opole Silesia region in the context of their ability to take advantage of their potential for sustainable development, especially in tourism. The chosen environmental, urban, architectural, and landscape factors were compared through this aspect and subjected to a multidimensional comparative analysis. The research studies applied mostly archival materials, contemporary topographic maps, statistical data, and both landscape as well as urban field studies. As a result, the studies indicated that the natural conditions of the locations, the preservation level of the urban system along with its development trends, and the areas of the old fortifications with their accompanying greenery constitute these towns’ very value and identity. As they combine elements of nature and culture, they may serve as the basis for development of tourism, which is likely to contribute to the social and economic revitalization of the region itself. What may play a major role in the quest for sustainable development are the urban greenery systems to be designed based on former fortification areas, city greenery, and natural environmental resources, which have been integral elements of these towns over many past centuries.
