This research is an effective digital certificate publishing activity by utilizing blockchain technology. By implementing decentralized systems and cryptography owned by the blockchain, it will potentially enlarge the educational progress space in Indonesia. The weakness of the current running system, lies in the difficulty of identifying the validity of a certificate issued by an educational institution. Therefore, the advantages that blockchain has, able to assist an educational institution, in establishing a widely accessible certification system infrastructure, to support the transparency and accountability of an educational institution, in identifying the validity of the certificate. Blockcert as one of MIT's tools, while acting as a barometer, is used to perform a series of activities in publishing activities and the implementation of official documents that are designed based on a technology commonly referred to as Blockchain. The research conducted will demonstrate that a decentralized consensus will be able to provide good distribution of information that can include all certificate deployment activities.

An attempt to algorithmize the process of creating and evaluating the quality of educational institutions' educational and scientific activities using an analogy with software products testing in the IT field is made in this paper. In the scope of this paper for describing the algorithm of creating the educational and scientific activities model for educational institutions, abstract-logical, analogue, and induction-deduction methods are used. The content of each of the given algorithm blocks, particularly from the point of view of its influence on the social and economic development of the state is considered. The multi-stage mechanism for checking the model performance according to the algorithm «testing – quality control – internal quality assurance – external quality assurance» is proposed. Indicators such as the economic model; implementation risk assessment; market research of services and competitors; creation of the network of sub-accounts of educational and scientific services providers; formation of the estimation for each element of the system operation; calculation of the estimated financing for the implementation of activities; search for donors and/or own funds to finance the main components of the system; the place of the educational institution in national and/or international rankings, rankings by specialty, et.; employer feedback; the average salary of the graduate of educational program; graduate carrier growth rate are proposed as socio-economic indicators of educational and scientific activity model (system) for educational institution. The presented algorithm of creating and testing an effective educational and scientific activity model for educational institution makes it possible to determine the conditions of multi-stage verification of the quality assurance mechanisms effectiveness, particularly at the stages of testing, quality control, internal and external quality assurance according to the relevant stakeholders' feedback (testers). At each stage of the algorithm, socio-economic impact factors, which are the tools for further adjustment (if necessary) and optimization of the model are identified.

Security issues have become a major issue on the Internet. One of the security methods that are widely used today is to implement a digital certificate. Digital certificates have evolved over time, one of which is the X.509 digital certificate. Digital certificates have been widely used as authentication applications, web network authentication and other authentication systems that require digital certificates. This research is carried out by implementing an X.509 digital certificate technology as a mobile web service with its client. Secure Hash Algorithm (SHA), Diffie-Hellman, and Advanced Encryption Standard (AES) are used to secure the data exchange transaction between the web service and mobile phone. SHA algorithm will be used for user authentication, Diffie-Hellman algorithm will be used for public key exchange and AES algorithms will be used for symmetric cryptography data. The results of the application of digital certificates, the SHA algorithm, Diffie-Hellman, and AES in mobile phone applications, provide security application running on web service. Index Terms—Digital Certificate, X.509, SHA, Diffie Hellman, AES

The effects of nationwide lockdown were disproportionate on informal workers. Based on a primary household survey conducted among Muslim casual labour working in Aligarh lock industries, we add to studies on the socio-economic impact of the lockdown. We find 44% reduction in employment rate and fall in daily wage for 60% of workers, in the post-lockdown period. A net job loss of 20% was found. The incidence of violation with the minimum wages is severe in the lock industries, and this has increased tremendously as high as 90% for some workers, in the post-lockdown. Muslim women were affected more than men, in terms of unemployment and wages. With little to no savings, the income loss during the lockdown has led to a rise in indebtedness with one-third of households incurring debt Rs. 5,000–10,000. More than 90% of them were found unable to pay rent and electricity bills. Protecting livelihoods and dignity of workers is a constitutional duty of the state. This has become even more demanding now. JEL Codes: E21, E24, E26
