Objective. The study is aimed at increasing the publishing activity and better presentation of scientific results of Admiral Makarov National University of Shipbuilding by expanding scientific publications in open access logs. Chronological frameworks of the studied scientific articles – 2017–2021. Methods. In order to obtain relevant empirical data, the authors of the research analyzed publications of the Admiral Makarov National University of Shipbuilding scientists in open access logs using products and services of scientometric database Scopus. The algorithm of "step-by-step" actions in the Scopus database was considered in relation to: the determination of the most relevant topics; formation of the circles for the most cited publications; determining the representation level of publications made by the University scientists in the Scopus database on the topic of the study. Results. During the study, the authors showed that complete and objective evaluation in the effectiveness of scientific activity of the institution is possible only with the analysis of open resources of scientific information; the percentage of publications in the open access of Admiral Makarov National University of Shipbuilding authors-scientists is growing: in five years, the number of scientific articles of open access has increased twice; the most popular publication model is GoldAPC; there are the most cited publications in foreign editions that relate to the first and second quartile. Conclusions. The authors firstly conducted a bibliometric study of scientists’ publications in open access journals as a tool for raising the publishing activity of the university on the basis of products and services of the Scopus scientometric database. The research materials can be used to further increase of publishing activity both for individual scientists and institutions as a whole.

В статье рассматривается переписка Николая Ивановича Кареева с французским историком Анри Сэ, материалы которой отложились в Научно-исследовательском отделе рукописей Российской государственной библиотеки. Они представляют собой письма, полученные Н.И. Кареевым от А. Сэ в 1930–1931 гг., в которых обсуждалась подготовка одной из его последних работ – статьи для французского научного издания «Revue d’histoire moderne». The article deals with the epistolary materials of Russian historian Nikolay Kareev which were found in the Manuscript Department of the Russian State Library. Materials consist of the letters that N. Kareev received from French historian Henri Sée in 1930-1931. Historians discussed the preparation of N. Kareev’s last article which was specially written for the “Revue d’histoire moderne” in 1930. The letters complement the part of N. Kareev’s scientific biography concerning his scientific contacts with French historians and his publishing activity in 1930-1931. The documents were found in the Manuscript Department of the Russian State Library and prepared for publication by V.V. Sliskova.

The author analyzes the publishing activity of the Czech typographer of the XVI century Daniel Adam Veleslavin, identifies the repertoire of publications, in particular the publication of religious and moralistic works, considers their role and place in the publishing products of the printing house and their significance for the Czech reader. Reference to sources, in particular to the bibliography of Czech publications, suggests that the printing house of Veleslavina produced moral and religious literature that did not have a narrow religious function, but it was always aimed at life practice.

В статье рассматривается судьба чиновника министерства финансов А.И. Мирецкого. На страницах организованного им в Киеве в 1911 г. журнала А.И. Мирецкий отражал настроения многочисленной группы малообеспеченных чиновников, недовольных условиями своего существования. Его деятельность способствовала знакомству чиновников с условиями труда и быта в других государственных учреждениях и частях Российской империи, осознанию ими собственных интересов и формированию стратегии по улучшению своего положения. The article is devoted to the fate of an official of the Ministry of Finance, A.I. Miretsky, who established a magazine in Kiev in 1911. On the pages of his publication, Miretsky reflected the moods of a large group of low-income officials who were dissatisfied with the conditions of their existence. The publishing activity of Miretsky contributed to familiarizing officials with working and living conditions in other state institutions and parts of the Russian Empire, forming a strategy to improve their situation.

It was discovered that John Harvey Kellogg, with the help and financial support of the White family, began studying to become a doctor at the age of fourteen and headed the Battle Creek Sanatorium at a young age, which under his leadership soon became a world-famous health resort. The publishing activity of Kellogg, who was able to raise the popularity of the magazine “Good Health”, repeatedly published his ideas and recommendations in the field of healthy living. Kellogg has repeatedly heard warnings from Ellen White about trying to separate the Sanatorium from the Seventh-day Adventist Church, namely to make the institution non-denominational without promoting Adventist religious ideas. An inventor, a surgeon, a promoter of a healthy lifestyle, a lecturer who has given about five thousand public speeches – these are just some of the things he has managed to do in his life.

Humanity is facing one of the greatest challenges ever presented to it: fighting an unknown and relentless enemy like SARS-Cov-2. Doctors especially had to face unusual tasks, fight against fear, transmit tranquility and continue helping those who need us most: our patients.

In the age of IoT, collection of activity data has become ubiquitous. Publishing activity data can be quite useful for various purposes such as estimating the level of assistance required by older adults and facilitating early diagnosis and treatment of certain diseases. However, publishing activity data comes with privacy risks: Each dimension, i.e., the activity of a person at any given point in time can be used to identify a person as well as to reveal sensitive information about the person such as not being at home at that time. Unfortunately, conventional anonymization methods have shortcomings when it comes to anonymizing activity data. Activity datasets considered for publication are often flat with many dimensions but typically not many rows, which makes the existing anonymization techniques either inapplicable due to very few rows, or else either inefficient or ineffective in preserving utility. This article proposes novel multi-level clustering-based approaches using a non-metric weighted distance measure that enforce ℓ-diversity model. Experimental results show that the proposed methods preserve data utility and are orders more efficient than the existing methods.

The paper explores the research work of one of the youngest winners of the 2010 Nobel Prize in Physics, Konstantin Sergeevich Novoselov (born 23.08.1974). Since 2004 when the single-atom graphene was extracted and the research findings were published for the first time, the graphene breakthrough has been made. The paper focuses on the main milestones of Novoselov’s biography and analyzes his publishing activity between 2004 and 2018. The data confirming the highest number of citation of Novoselov’s publications in the world’s leading scientific journals are presented. Novoselov’s main scientific awards are listed.

Authors explore results of realization of governmental politics of the Russian Federation in the stimulation development and integration of innovations area in the period of 2010-2019 as in general and in the health sphere especially. It is established that systematic increasing of budget on the scientific researches and designing even if infrastructure has already developed don’t allow to reach comparable level of innovative and publishing activity in comparison to the countries where the main part of the budget on the scientific researches and designing is business money. The reason is the low level of relevance in scientific researches and designing and also businesses are not interested in developing their results and introduction into their own production. Authors add a recommendation of modernization of the system by creating grants through strengthening public-private partnership at the stage of formulating tasks for grants.
