Sociologist Michael M. Cernea, after a successful professional career in Romania, his native country, continued his work at the World Bank, in Washington, starting in 1974. He founded the department of sociology and influenced the perspective on social security within the Bank. Cernea was awarded the Bronisław Malinowski and Solon T. Kimball prizes for his scientific achievements, and he was elected member of the Romanian Academy. He is considered one of the most important thinkers in the fields of sociology of development and applied anthropology.

Ubezpieczenia społeczne w wielu krajach są istotną częścią systemu zabezpieczenia społecznego. Specyficzne cechy ubezpieczeń społecznych, m.in. ekwiwalentność i roszczeniowość świadczeń czy odrębność źródeł finansowania, powodują, że należy dbać o to, aby interesariusze mieli stały dostęp do wiarygodnych informacji na ich temat, zarówno w zakresie stanu bieżącego, jak i w odpowiednio długim horyzoncie czasu. Powinno to sprzyjać zaufaniu do ubezpieczeń społecznych. Celem artykułu jest dokonanie przeglądu obszarów i kryteriów stosowanych do oceny systemów ubezpieczeń społecznych na podstawie adaptacji rekomendacji Komisji Europejskiej oraz Banku Światowego w odniesieniu do systemów emerytalnych oraz wskazanie obszarów, których ocena powinna zyskać na znaczeniu w świetle starzenia się populacji. Jak wynika z przeprowadzonej analizy, ocena adekwatności i stabilności finansowej jest rozwinięta i stanowi pewien standard. Natomiast obszar związany z modernizacją ubezpieczeń społecznych, tj. dostosowywaniem ich do zmieniającej się sytuacji demograficznej i ekonomicznej, jest nadal wyzwaniem. Zbyt małą rolę przypisuje się ocenie równości ze względu na płeć, skali redystrybucji, transparentności i wiarygodności informacji o ubezpieczeniach społecznych.

His career, from junior researcher in the Romanian Academy of Sciences in the early 1960s to joining the World Bank in Washington D.C. in 1974 as its first-ever in house staff sociologist, and then advancing there successfully to the high level position of the World Bank’s Senior Advisor for Social Policies and Sociology is testament to this observation.

This article initially dwells on the concept of social security's historical development. It starts with the characteristics and the spirit behind the inclusion of such right in the Universal Declaration of Human Rights. It then discusses the now ancient paradigm set by the I.L.O and the neo-liberal approach by the World Bank, pointing both theories merits as well as unmasking their flaws. It concludes by offering a new concept of international social security via the collaboration between nations, grounded mainly on the solidarity principle.

Pension policy reform in post-communist countries received attention from most international organizations since the early 1990s. Accordingly, Albania has implemented comprehensive liberalization and privatization of the state sector since transitioning to a market economy. This study will look at the impact that the European Union (EU), the World Bank, and the International Monetary Fund had in guiding the Albanian state-run social security system toward principles of decentralization, liberalization and privatization. Specifically, social security reforms between 2009 to 2019 will be examined, along with a focus on the side-effect of the conditions imposed by the three organizations. A mixed-method including literature review and secondary data analysis will empirically evidence growing inequality, with senior citizens poverty rate sharply rising due to reforms in social security. Our conclusions will argue that closer ties with the EU will keep social security in its current form, as the EU does not push for a specific pension system, while the World Bank policy influence will lose ground, thus freeing Albania from periodic social security reforms.
