Purpose This paper aims to review the institutional evolution of China's rural social security system in the past 35 years, focusing on major policy transformations of the rural social security system in a large country, and extract the Chinese experience on developing rural social security.Design/methodology/approach This paper systematically reviews the evolution of rural social security system via organizing policy documents, key events and research literature on the construction of rural social security since the Reform and Opening-up.Findings First, institutional transformation is a profound change in China's rural social security system; second, policy transformation has taken place in the main areas of China's rural social security system, including rural endowment insurance, medical insurance and social assistance; third, the policy evolution of China's rural social security system has a unique experience in a large country.Originality/value China is the country with the largest rural population in the world. The process and experience of transforming the social security system in the vast rural areas of China have important value and reference significance for other developing countries.

The state constitution of the 1945 Constitution mentioned that everyone has the right to live a prosperous life born and inward, residing, and getting a healthy and healthy living environment and entitled to health services. Under the Constitution and the Act, the Government makes efforts to ensure poor people's access to health service. However, in its implementation, various problems cause pros and cons, especially related to financing mechanisms and systems. Although, the birth of the BPJS Law is certainly inseparable from the patent law, namely Law number 40 of 2004 concerning the National Social Security System. For efforts to fulfill the rights of the community in the field of health that cannot be fully accommodated by the state, the government should evaluate the BPJS Law and Law No. 40 of 2004 on the National Social security system. The two laws currently implemented should be based on the 1945 Constitution and not harm the people

Social assistance guarantees basic social rights and provides means-tested, residual benefits to persons in need. It is the last safety net of the welfare state. The actual significance of social assistance varies by welfare regime: the more inclusive and generous a social security system, the less important usually is social assistance. In the Nordic countries, for example, with highly developed social security, few persons actually depend on social assistance. By contrast, in most countries with a liberal welfare regime, social assistance is an essential part of the welfare state. Yet in most cases, social assistance is not a viable alternative to inclusive social security. In Southern or Eastern European countries with rudimentary welfare states, social assistance is also patchy, exclusive, and rudimentary. In continental European countries, the situation varies by population group: most systems are more generous to the elderly than to families with children, and in particular to the unemployed. Moreover, in almost all countries social assistance benefits do not actually lift people out of poverty. Social assistance thus provides a basic minimum income for some groups, but does not effectively prevent poverty. In general, social assistance is more effective in countries in which it clearly operates as a last safety net within an otherwise well-developed overall social security system.

This article discusses the stages and characteristics of social security in China within the framework of the historical approach. Although the institutional practice of the social security system appeared in ancient China in the early 20th century, some elements of social security have already existed in ancient China in the Western Zhou period. The social security system was formed in a long historical period from Western Zhou Dynasty to the early Qing Dynasty. This system was dif-ferent from the western countries and had a complex ideological basis. It was based on the traditional elements like country, folk, culture, religion, family, clan, and others. With the alternation of dynasties, social security still has the characte-ristics of locality, national responsibility, cultural characteristics, the role of the family, and other fundamental characteristics. This system of protection is based on social assistance and continues its importance so far. The historical approach has identified key stages and the traditional institutional practices of social securi-ty, which the Chinese system of social support for the poor relies upon.

After the reform and opening up, my country’s economic level and total national strength have achieved unprecedented growth. The building of a well-off society in an all-round way is moving towards a harmonious society. The development of social security is also an important part of the development and improvement of a socialist harmonious society. This article is aimed at designing a rural social security system based on deep learning algorithms, using sample collection and statistical analysis methods, collecting samples, simplifying the algorithm, and establishing a new rural social security system. The data collected by the system shows that the proportion of farmers who choose very satisfied, satisfied, average, dissatisfied, and very dissatisfied with the satisfaction of the new rural insurance is 8.94%, 45.53%, 34.96%, 8.13%, and 2.44%. It can be seen that the proportion of farmers who choose to be satisfied is the largest, and more than 10.0% of farmers choose to be dissatisfied or very dissatisfied. Investigate the factors that farmers worry about participating in the new rural insurance, and the questionnaire options can also be set to multiple choices. The survey results show that 29.27% of the farmers think that the individual payment for participating in the new rural insurance is higher; 26.02% of the farmers believe that they do not understand the new rural insurance system; 9.76% of the farmers believe that it is unnecessary to pay for the new rural insurance; 22.76% of farmers choose to rely on themselves or their children in the future; 27.64% of farmers think that the system is unstable. It has basically realized the design of a brand new rural social security system starting from the deep learning of semantic computing.
