The University of Tennessee Libraries launched its digital imprint, Newfound Press, in 2005 to develop a framework for making peer reviewed scholarly and specialized works available worldwide. Building on local digitization investments, Newfound Press has published two monographs, hosts a born–digital journal, and is experimenting with publishing conference proceedings as digital multimedia. Through Newfound Press, the University of Tennessee is promoting open access publishing while resolving issues such as finding sustainable funding, creating a process for peer review “on the fly,” and establishing credibility as a viable scholarly publications venue. If every research library were to provide similar services, access to scholarship could become more transparent than ever before.

Reviews were conducted by expert referees to the professional and scientific standards expected of a proceedings journal published by IOP Publishing. • Type of peer review: Single-blind • Conference submission management system: Self-developed web system for submission and review of articles • Number of submissions received: 118 • Number of submissions sent for review: 79 • Number of submissions accepted: 75 • Acceptance Rate (Number of Submissions Accepted / Number of Submissions Received X 100): 64 • Average number of reviews per paper: 1-2 • Total number of reviewers involved: 12 • Any additional info on review process: Acceptance of articles for publication in the conference proceedings took place in two stages. At the first stage, the submitting author registered the article with annotation and information about other authors. The organizing and program committee reviewed the registered articles by their annotations for compliance with the conference theme, the presence of scientific novelty, and relevance. After a successful check, the authors of the claimed article were sent information to access the author’s section. In it, the authors at the second stage had to upload the article and accompanying documents prepared according to the JPCS template. Each article was reviewed by one of the editors for design. Parallel to this, articles were sent to reviewers for evaluation (submissions sent for review). The marks were given according to the following criteria: scientific relevance, scientific novelty, the possibility of putting research into practice, the fundamentality of research, and the language level. In addition to the marks, each reviewer had to give his opinion on the possibility of publishing an article in the conference proceedings. After the article was accepted, the editors made edits to fully match the article to the JPCS template.
