Using data on greenfield investment in German districts from 2003 to 2010, we examine how regional development policies affect the decision of multinational corporations to locate facilities in Germany. We are interested in whether regional development policies accumulate to increase the attractiveness of a region and whether some policies are necessary to attract foreign investors. Applying count data models and geographic weighted regression, the results indicate that, on average, regional development policies increase the attractiveness of German districts for multinational firms. We find that place-based policies have the strongest effect on investments in the East German lagging regions. However, policies predominantly attract standardised types of investments that require considerable capital investments but not specialised location advantages.

This study aims to determine the effectiveness on regional employment of regional development policies in Turkey. The study has included 12 regions according to NUTS-1 based on data for 2007-2012 periods. The effectiveness of regional development policies in these regions has been estimated by using Data Envelopment Analysis (DEA) method. Inputs in the DEA analysis include total public investment and breakdown of investment incentive certificates according to fixed investments (general investments). Outputs are regional employment data on agriculture, industry and service sector. According to results, efficiency measurement has displayed inequality among regions and years. However, the West Regions has generally been found to have higher efficiency. The results of Turkey have showed that the employment gap causing inefficiencies has been largely derived from employment in agriculture sector.

Regional development policies based on local potential triggers a shift in the economic structure of territories. Exogenous and endogenous factors determine potential of regional development and it is necessary to use different indicators and methods to its evaluation. For the paper purpose, it is required to define metropolitan and peripheral functions as well as urban areas in the form of geographic models, depicting their spatial distribution in the European Union (EU). Nowadays, regions are increasingly becoming the drivers of the economy. All regions possess development opportunities – however, use these options enough, and hence the competitiveness of regions must be efficient enough. The paper focuses on dividing the EU NUTS 2 regions based on geographic models of the European economy into efficient and inefficient ones and identifying an optimal benchmark for inefficient regions as a strategy for enhancing their economic structure to measure regional efforts and progress.
