The article is devoted to the problem of the corruption component in the Russian economy. Considered and structured modern forms of contradictions in the interaction between business and power structures. The phenomenon of rent-oriented behavior of power state structures and how this phenomenon affects the modern factors of exploitation of a person by a person is considered in detail. The main features of corruption relations and the mechanisms of functioning of the practices of business corruption in modern Russia are systematized. Conclusions are drawn from the analysis of scientific sources on the essence and characteristics of rent-seeking behavior of economic entities in terms of the corruption component.

The Russian economy is in transition period “from plan to market”, which is characterized by immature institutions and expansion of rent-seeking behavior. In this article, the authors consider rent as a possible excess return above the minimum income needed to encourage an agent to implement the actions specified by the principal. In this paper the authors present and analyze the following types of rent: natural, exclusive, political, administrative and transitional. They also consider the consequences of the rent-seeking behavior for Russian economy.

In order to further discussing the problem of the construction engineering safety supervision, this paper analyzed the cost and benefit on the rent-seeking behavior of engineering safety supervision using rent-seeking theory. Two game models of engineering safety supervision rent-seeking was established and some suggestions were given.
