INTERACTION OF THE STATE AND BUSINESS – A KEY FACTOR OF EFFECTIVE INNOVATIVE DEVELOPMENT OF INDUSTRIAL ENTERPRISES

The article shows the relevance of the national strategy of innovative development, which is actively implemented by regional authorities throughout the country. It provides comprehensive guidelines for the development and implementation of innovation policies in different regions. Institutional incentives and constraints for local authorities to implement this strategy are considered.

PROBLEMS OF FORECASTING INDICATORS OF THE DEVELOPMENT OF THE EDUCATIONAL PROCESS IN THE REGION

The article deals with the theoretical and methodological aspects of the development of methods for assessing the effectiveness of the educational process in the region. Indicators of the development of educational processes are analyzed from the perspective of long-term scientific and technical forecasting. Based on the analysis of the strategic documents, the problems existing in this area of strategic planning and the factors that hinder the innovative development of the education system in the region are identified. The basic principles and approaches to scientific and technological forecasting are defined. The main groups of scientific forecasts and the main directions of education development in Russia are identified. The considered forecasting methods are recommended for use in the work of state authorities and local governments, depending on the complexity of the implementation and the adequacy of the method, the requirements for the information base of the project.

AUTOMATED SYSTEM OF TAX AUTHORITIES AS AN EXAMPLE OF A SYSTEM FOR ORGANIZING CONTROL ACTIVITIES BASED ON INFORMATION TECHNOLOGIES OF GOVERNMENT AUTHORITIES

The modern development of automated information systems has given a huge impetus to the organization of control and management activities of the authorities of the Russian Federation. The most stable today is the IT system of the Federal Tax Service of Russia. There is an opportunity to analyze the work of the automated system of the authorities. This will allow us to further implement the strategy for the development of the digital society in Russia, reduce the risks and costs of systems that allow the authorities to carry out their duties.

ANALYSIS OF THE CURRENT SITUATION WITH RECYCLING OF ELECTRICAL AND ELECTRONIC EQUIPMENT WASTE IN VIETNAM

Today, in world practice, a rapid increase in the rate of generation of household and industrial waste is noticeable, and Vietnam, as a developing country, this problem is especially tangible. With the development of industry and technology, one of the most problematic industries in terms of waste generation is the electrical and electronic equipment industry. The products of this industry are tightly integrated into all other sectors of human life, whether it is production (refrigeration equipment, machine tools, computers, monitors, communications, etc.) or everyday life (household appliances, mobile phones, game consoles, smart appliances, etc.). This article provides an analysis of the current situation with the recycling of waste electrical and electronic equipment in Vietnam, and provides recommendations for solving this problem.

COMPARATIVE ANALYSIS OF INTERNATIONAL STANDARDS IN THE FIELD OF NON-FINANCIAL REPORTING AND THE PRACTICE OF THEIR APPLICATION

This article discusses and analyzes the most popular standards of non-financial reporting, which has a significant impact on the transformation of the business environment. Already, domestic and foreign companies with a high level of responsibility are beginning to publish non-financial statements in addition to financial statements, which is an additional tool for communication with stakeholders and a new source of information about their activities. To date, reports of this type are clearly unregulated, there are no verification standards, however, there is already a positive trend and the active introduction of non-financial indicators in the regular reporting of companies.

DIRECTIONS FOR ENHANCING THE DEVELOPMENT OF CITRUS FRUIT GROWING IN AZERBAIJAN

The increase in citrus production is of particular economic importance both from the point of view of meeting the demand of the population for these products, and from the point of view of its use as an industrial raw material. The article studies and analyzes the current state of citrus cultivation in Azerbaijan, the possibilities of increasing their production; relevant suggestions and recommendations are made.

THE ACTIVITIES OF THE USA AND CHINA IN THE REGIONS OF THE WORLD, AFFECTING THE REALIZATION OF RUSSIA'S INTERESTS. Part 1: country interests and activities

The paper examines the interests of Russia, the United States and China in the regions of the world and identifies the priorities of Russia's activities in Europe, Central Asia and the Caucasus, the Asia-Pacific region, the Arctic, Africa, the Middle East and Latin America, their comparative assessment with the interests of the United States and China. An approach to assessing the impact of possible consequences of the activities of the United States and China on the realization of Russia's interests is proposed. This makes it possible to identify the priorities of the policy of the Russian Federation in various regions of the world. The results of the analysis can be used to substantiate recommendations to the military-political leadership of our country. It is concluded that the discrepancy between the interests of the United States and China is important for the implementation of the current economic and military policy of the Russian Federation.

METHODOLOGY FOR EVALUATING THE EFFECTIVENESS OF PUBLIC SECTOR EMPLOYEES

The article substantiates the expediency and necessity of evaluating the effectiveness of civil servants using the KPI system as a system aimed at motivating employees to achieve the current and strategic goals of the organization. A methodology for evaluating performance is proposed based on the fair distribution of the bonus fund for civil servants provided for by law, taking into account the contribution of each employee to achieving strategic and current business goals.

THE IMPORTANCE OF TAXATION SUPERVISION IN THE OPERATION OF ENTERPRISES

This article of the topic is due to the fact that accounting for the cost and financial management system of the enterprise is currently of particular importance and is carried out in a strict manner. When conducting accounting, the following procedures are used: search for compliance of the company's data on accounting and the regulatory framework; study of documentation; finding and forming errors during the audit. Such meth-ods are solved by the rules: evaluation of arithmetic operations; monitoring of inventory; analysis of cash flow in the enterprise; notification of certain persons about the completed economic and accounting operations; interviewing employees orally; assessment of cash flow according to documents; implementation of economic analysis aimed at studying the movement of funds of the enterprise.

THE ROLE OF LIBERAL IDEOLOGY IN THE TRANSFORMATION OF THE SOCIAL FUNCTIONS OF THE STATE IN THE CONTEXT OF GLOBALIZATION

The article examines the causes and directions of transformation of the social functions of the state. The role of liberal ideology in changing the forms and methods of state social policy in the context of globalization is determined. The interrelation between specific measures of social support of the population and the interests of large transnational capital in modern society is revealed.
