The high quality of life of the population in rural areas is the key to the safety of the latter. The article discusses the methodology for developing a set of measures to improve the quality of life and testing this technique in a particular locality. To determine possible measures, the current state programs of the Russian Federation, the departmental subprograms included in them, national and federal projects were analyzed. The analysis allowed us to conclude that the main sources of financing of program activities are budgetary funds. Along with them, grant support can be used, as well as funds from investors.

The article examines the trends in the development of the medical services market in the Republic of Crimea for the period 2015–2020. The analysis of the number of medical organizations by form of ownership, size and types of activity, capacity and technical equipment, provision of medical personnel, the volume of medical services in the context of public and commercial segments was carried out. In the period under study, there was an increase in the medical services market, due to an increase in the number of private medical organizations, the volume of mandatory medical insurance funds under the basic program. The expansion of the base and capacity of the sanatorium-resort complex, the growth of domestic medical tourism, laboratory services and telemedicine were identified as promising areas of market development.

The article examines an international legal framework of the dispute resolution under free trade agree-ments. The existing mechanisms for resolving trade disputes are analyzed and their classification is given. The article demonstrates an evolutionary change of the approach of States to the formulation of provisions on dispute settlement in international trade treaties. Special attention is paid to the systems of dispute resolution under free trade agreements to which the Eurasian Economic Union is a party. The free trade agreements of the Eurasian Economic Union and its member States with the Socialist Republic of Vietnam (2015), the Islamic Republic of Iran (2018), the Republic of Singapore (2019) and the Republic of Serbia (2019) are compared with respect to the dispute resolution mechanisms. The article focuses on such institutional aspects as the method of appointing arbitrators, the scope of interstate disputes and the competition of dispute resolution platforms. The effectiveness of the dispute resolution systems of the World Trade Organization and special-ized mechanisms under the free trade agreements of the Eurasian Economic Union and its member States is evaluated. The negative and positive aspects of the existing mechanisms under the free trade agreements of the Eurasian Economic Union and its member States are highlighted, and the ways of their development are proposed.

In this article, human capital is considered as a set of processes of interaction of local groups of workers in the course of production activities. The study of human capital management issues in relation to the practice of Russian business is of particular interest due to the transition to the digital economy, demographic changes and structural changes in the labor market. The purpose of this article is to determine the features of human capital management, taking into account generational cohorts in the light of new economic trends. The re-search is exploratory and is aimed at studying the practice of human capital management, which includes the processes of formation, retention and development of different generational cohorts. Based on a comparative analysis of major international and domestic scientific research, various factors affecting the process of at-tracting, retaining and developing employees of different generations are identified in the work. The results of this study will allow managers to implement an effective policy of managing the corporation's human capital and in a short time create a favorable environment for the development of employees and the enterprise as a whole with minimal financial costs.

The article considers the cluster approach as a tool for improving regional competitiveness. Clustering is a central element of increasing economic growth and competitiveness of the territory. The asso-ciation of economic entities in related fields has a positive impact on economic performance and innovation. The article characterizes the influence of the socio-economic environment of the region on the cluster by the following factors: technological, socio-cultural, economic, legislative and political factors. Factors determine the conditions under which the task environment affects the cluster. The influence of the cluster on the socio-economic development of the region is considered. Based on the adjacency criterion, the cluster elements were combined into six blocks, each of which reflects a certain channel and influence factor: information and innovation, technical and production, economic and managerial, resource, spatial and logistical, socio-cultural.
