Advanced Broadband Enabled Learning

This chapter describes how action research was used to develop and facilitate a new collaborative distance learning initiative using the Supernet (CA*Net) in Canada. While many high technology-based projects are devised by a few individuals, often implementation of such initiatives is hampered either by a top-down implementation strategy, or because individuals do not appreciate the potential of the initiative. To avoid these obstacles, the Advanced Broadbased Enabled Learning (ABEL) project employed the principles of participatory action research to the design, decisions andimplementation. Starting with a few people, and ending up with many collaborators, ABEL typifies the successful application of action research to develop a viable and sustainable project. Development of ABEL, its relationship to action research, as well as problems and limitations are described. The success of ABEL experience may serve as a model for other initiatives integrating high technology with education.

AbstractThis paper shares findings from a recent study that engaged a group of Kenyan teachers in a review and development of interpretive materials through a participatory action research framework. It focuses on critical contextual reviews of interpretive materials in non-formal organisations and development of similar materials in schools with teachers. Social interactions between teachers and non-formal educators enabled the sharing of ideas, skills and techniques on materials development processes. This provided a basis for developing interpretive materials to support environmental learning within school grounds. A teacher-centred approach to materials development as argued in this paper seeks to respect the needs of schools within their social and historical contexts. It further challenges the conventional top-down approaches in which non-formal educators are creators of materials and teachers are viewed as “technicians” who implement the materials in schools. The paper offers some tentative guidelines on the development of interpretive materials in schools.

<strong>English</strong><br />It is believed that action research has been numerously implemented for a long time in Indonesia. Nevertheless, it can be generally stated that its implementation was relatively lack in accommodating farmer’s aspiration. As a result, a method of participatory action research needs to be recommended. This article aims to review the essence and urgency of participatory action research focused on rural community-based agricultural empowerment. At least, there are three pillars of participatory action research towards community empowerment, namely participation, facilitation, and intervention. However, the implementation of participatory action research is time-consuming and depends on community’s initiative in determining needs priority. Interactive participation and creativity through participation as well as democracy-based facilitation and intervention should be carried out. Hence, it is implied that the development of community’s aspiration (button-up approach) still requires top-down approach, which is free from paternalistic attribute.     <br /><br /><br /><strong>Indonesian</strong><br />Kaji tindak merupakan jenis penelitian yang cukup banyak dan telah lama dilakukan di Indonesia, namun secara umum dapat dikatakan bahwa pelaksanaannya masih kurang mengakomodasi aspirasi petani. Oleh karena itu, penggunaan metode kaji tindak yang partisipatif perlu direkomendasikan. Tulisan ini bertujuan untuk mereview esensi dan urgensi kaji tindak partisipatif dengan titik tumpu pemberdayaan masyarakat khususnya di wilayah perdesaan berbasis sumberdaya pertanian. Paling tidak ada tiga pilar dalam kaji tindak pemberdayaan masyarakat, yaitu partisipasi, fasilitasi, dan intervensi. Akan tetapi, implementasi kaji tindak dalam pemberdayaan masyarakat memerlukan waktu, tergantung inisiatif masyarakat dalam menentukan keperluan prioritas mereka. Partisipasi secara interaktif dan kreatif serta fasilitasi dan intervensi yang berpedoman pada prinsip demokrasi perlu dijalankan. Implikasinya, pengembangan aspirasi masyarakat tetap membutuhkan upaya yang bersifat pendekatan dari atas namun terbebas dari sikap paternalistik.

Abstract Family caregivers (FCG) play a key role in the day-to-day care of stroke survivors. Most FCG support programmes are complex public health interventions. Often, they are designed top-down without key stakeholder participation. Hence, when implementing these programmes in real world settings, they may experience “teething problems”. Optimization in practice and actively engaging its stakeholders to accurately fit the programme to the needs in practice may enhance the programmés chance of success. The Participatory Action Research (PAR) strategy was chosen for the optimization of a German primary prevention programme for stroke FCGs. Immediately after the development of the preliminary support concept (5 Conceptual Building Blocks - CBB), conducted top-down by the academic research team, iterative PAR-cycles (observe - reflect - plan - act) were applied. Together with the stakeholders (service providers and FCG), three steps were taken: (1) verifying and fitting the preliminary CBBs, (2) detecting, developing, verifying and fitting new blocks, and (3) prioritizing all blocks. For data collection a multi-methodological design was chosen. Through PAR, a matured FCG support concept was obtained, containing eight CBBs. The five preliminary CBBs: ‘Content’, ‘Human resources’, ‘Personalized approach’, ‘Timing’, and ‘Setting’, were optimized and prioritized as core blocks, providing the base for individual caregiver support. Three new CBBs: ‘Network building’, ‘Communication’, and ‘Social safety-net’ were assigned as facilitating blocks, interlinking and securing the programme within the existing support system. PAR was found to be essential for both systematically detecting conceptual weaknesses of the preliminary concept and adjusting its components to the needs of the key stakeholders, before full-scale implementation. Involvement of stakeholders, with high levels of participation, will enhance the acceptance of the matured concept and its feasibility in practice.
