With the rapid development of China's economy and the increasing levels of science, our country's high-rise building height and number of layers is also increasing. Especially in the 21st century, our country develop toward the height of high-rise buildings ever higher, more layers, better equipped, more complete, more advanced technology more economically rational. High-rise building has become a symbol of a modern metropolis. However, due to the high-rise buildings have many people, so relevant norms on its construction and drainage system design and fire safety, reliability and economic practicality of a higher requirement, this requires a high-rise building water supply and drainage system on the technical design more reasonable, economic budget cost savings at the same time to achieve its design function.

In recent years, the quality of people’s lifestyle has significantly increased when the speed of social and economic development is accelerating. Among them, the management of city water supply and drainage construction quality can provide the necessary guarantee for the improvement of people's quality of life, so the scientific of construction quality management will also become the focus of urban modernization. However, there are many problems in the management of water supply and drainage construction quality in cities after considering the real situation. If the problems are not solved as soon as possible, it will affect people’s daily life and works badly and also restrict the development of urbanization. Therefore, the implementation and practical of city water supply and drainage construction quality management is very important. Based on this, the main research content of this article is about the city water supply and drainage construction quality management and to elaborate the existed common problems and raises up some technical points and hopes that this article content can help in management of drainage construction quality.

Abstract. Drought and water shortage effects are normally exacerbated due to collateral impacts on water quality, since low streamflow affects water quality in rivers and water uses depend on it. One of the most common problems during drought conditions is maintaining a good water quality while securing the water supply to demands. This research analyses the case of the Turia River Water Resource System located in Eastern Spain. Its main water demand comes as urban demand from Valencia City, which intake is located in the final stretch of the river, where streamflow may become very low during droughts. As a result, during drought conditions concentrations of pathogens and other contaminants increase, compromising the water supply to Valencia City. In order to define possible solutions for the above-mentioned problem, we have developed an integrated model for simulating water management and water quality in the Turia River Basin to propose solutions for water quality problems under water scarcity. For this purpose, the Decision Support System Shell AQUATOOL has been used. The results demonstrate the importance of applying environmental flows as a measure of reducing pollutant's concentration depending on the evolution of a drought event and the state of the water resources system.
