The sustainable implementation of highway projects requires a sensitivity analysis of the terrain and all of its components that have a direct influence on road design, construction and operation. The result of this inquiry involving GIS techniques and methods regarding environmental and economic factors helps in choosing the optimal road route, in order to meet the real-world connectivity requirements. The sensitivity analysis can be applied to road and rail infrastructure projects, aiming to develop a decision-making tool that can be employed by their potential beneficiaries, according to their purposes and interests. This paper aims to create an objective decision-making tool for transport infrastructure development in correlation with the current needs of society regarding the development of transport infrastructure in an economic sustainable manner with low environmental impact. Furthermore, the study tries to identify the best highway corridor in an area with environmental constraints (especially geomorphological), that is in balance with both environment and financial resources.

Abstract This paper is devoted to topical issues in the development of transport infrastructure as a key component of the transport system of Latvia. The level of development of transport infrastructure is measured by specific economic indicators, which in their turn depend on the volume and efficiency of acquisition of sources of funding. The paper sheds light on the economic indicators of the development of the transport infrastructure in Latvia and issues of funding of this sector. The data contained in this paper reveals the size and directions of public investment in the transport infrastructure development. The paper focuses on the necessity to create the effective investment mechanism for financing the transport infrastructure of Latvia as a useful instrument in making investment decisions. Based on the theory of decision making the authors developed Investment Decision-Making Concept, which can be used when selecting investment projects in the field of transport infrastructure and their evaluation. This paper is based on the litera ture review of previously published papers of these authors. The authors refine their conceptual approach for developing an investment decision making mechanism, proposed in earlier papers, and offer recommendations aimed at policy-makers, professionals, academics and those with a broad interest in the field.

Research objective: studies of economic and transport infrastructure development in the Arctic and Northern Territories of Russia. Research methodology: analysis of transport infrastructure in the Republic of Sakha (Yakutia) and the types of railways used in Russia. Results: economic development of any region is proportional to the development of the road transport infrastructure and logistics. When a conventional railway is operated in the Arctic conditions, it is not always possible to maintain a cargo turnover that would ensure its efficient use, and transshipment from one mode of transport to another is very problematic. A new type of railway is proposed, i.e. a light railway. Conclusions: the proposed new type of transport offers all the main advantages of narrow gauge railroads (high speed of construction, efficiency, etc.) and helps to eliminate their main disadvantage, i.e. the need for transloading when moving from a narrow gauge to the conventional one with the width of 1520 mm, along with a significant reduction in capital costs.

The choice of alternative techniques in urban stormwater drainage (infiltration and detention systems), in the course of a project, is most often made with a poor understanding of site constraints, and the possibilities afforded by these techniques. This gives rise to extra costs and also subsequent malfunctioning. To arrive at feasible choices, we have formalised the decision-making process, taking account of the multiple criteria and the large number of partners involved. At present, we are developing a decision-making tool for alternative techniques in urban stormwater management at the preliminary study stage. The first phase makes it possible to eliminate solutions which are unworkable (elimination phase). It is aimed at the designer. Work on the next phase (the decision-making phase), which is more complex, is in progress. It will make it possible, in collaboration with all the partners involved, to choose a stormwater drainage strategy which will best suit the objectives and the wishes of the partners. It uses multi-criteria methods.
