This chapter shows the importance of the 1990–1 Persian Gulf Crisis to explain the Japanese security policy development. Here, it shows how the security policymaking elite utilised this crisis as a policy window to achieve their objective of expanding the SDF’s mandate to include international peacekeeping missions.
