Challenges in United Nations Peacekeeping Operations

Given the variety of actions concentrating on peacekeeping with significant successful operations, the United Nations (UN) continues to encounter concerns and challenges that have hampered its peacekeeping operations’ efficiency, effectiveness, and performance. This article aimed to investigate the primary challenges that adversely influence peacekeeping operations and challenge them based on the security theory proposed by Barry Buzan. According to the study’s findings, UN peacekeeping missions have been successful in addressing conflict situations and promoting peace in many regions of the world. Nevertheless, faults and challenges, notably in terms of the operations’ political, economic, and societal factors, have restricted the peacekeeping operations’ ability to achieve their objectives successfully. Therefore, a better policy that includes all involved actors, especially local government and the population, should be established in order to rebuild a conflict-torn country.

The Impact of COVID-19 on Peacekeeping Operations in the Democratic Republic of Congo

The study aimed to investigate the impact of COVID-19 on peacekeeping operations in the Democratic Republic of Congo (DRC). The study relied on qualitative methodology while data was gathered through key informant interviews and documentary search. The COVID-19 pandemic has worsened the humanitarian situation in the DRC. This has seen rising unemployment, political instability, and domestic violence being witnessed. The pandemic has fuelled geopolitical friction. Peacekeeping missions are necessitated by the need to facilitate and monitor the political process, protect civilians, assist in the disarmament, demobilization, and reintegration of former combatants and support the organization of elections, protect, and promote human security. If peacekeeping operations are disrupted, there will be chaos, abuse, and forced displacement of people among the region and internationally. It can be concluded that the pandemic has negatively affected peacekeeping operations in the DRC.

Determinants of the Participation of the People’s Republic of China in the United Nations Mission in South Sudan

The purpose of the paper is to analyze and assess the determinants of the participation of the People’s Republic of China in the United Nations Mission in South Sudan. The first part of the paper presents the background of the Chinese army’s involvement in the Sudanese states, and the second part shows the specificity of its involvement in UNMISS. The next two parts deal, respectively, with political, military and strategic, and economic determinants of China’s involvement in this mission. The research problem is contained in the question what were the most important determinants of China’s involvement in the UN Mission in South Sudan? The hypothesis of the paper assumes that the main deterimnant of the involvement was the protection of China’s economic interests in South Sudan and East Africa. In addition, by being active in UN peacekeeping missions, China wants to strengthen this organization and create the image of the state responsible for maintaining international peace and security. The Chinese army is also interested in gaining experience in expeditionary mission to increase the ability of military operations in distant theaters. The method of text source analysis was used in the paper.

DEVELOPMENT OF CRITERIA FOR EVALUATING THE QUALITY OF TRAINING FOR OFFICIALS OF THE INTERNAL AFFAIRS AGENCIES OF THE RUSSIAN FEDERATION AS CANDIDATES FOR PARTICIPATION IN PEACEKEEPING MISSIONS

The objective of this exercise is to resolve the existing contradiction between the need for an objective assessment of the quality of training of IAO candidates for peacekeeping missions, based on specific training objectives, and the existing system for obtaining specific results of educational activities by means of a quantitative method for evaluating knowledge, skills and skills (pedagogical testing). This article deals with the current problem of assessing the quality of the educational process at the All-Russian Institute for Advanced Training of Staff of the Ministry of Internal Affairs of the Russian Federation when preparing candidates for participation in United Nations peacekeeping missions. The scientific novelty of the work consists in presenting private criteria for the formation of professional competence of the international UN police (motivational, communicative-activity, cognitive and personal-result) and indicators to each of these criteria. As a result, a system of objective and comprehensive evaluation of the educational process has been developed.

Războiul de pe Nistru versus conflictele înghețate din spațiul post-sovietic / The war on the Dniester versus the frozen conflicts in the post-Soviet space

The article discusses the issue of frozen conflicts in the post-Soviet space. According to the author, conflicts are a product of the disintegration of the USSR, the declaration of the independence of the former union republics and the adoption of the direction of foreign policies for European integration. In most cases, the conflicts are artificial, because the ex-Soviet space is considered the sphere of interest of the Russian Federation, and the secessionist regions are interested in maintaining subordination to Moscow. Failure to resolve conflicts leads to the consolidation of the status quo in the territories. Resolving the Transnistrian conflict, but also other conflicts in the ex-Soviet space requires the internationalization of the process by actively attracting G-7 states, UN structures, the EU and the internationalization of peacekeeping missions. An important requirement for the Republic of Moldova is the change of the political class, which will want to solve the problem of territorial integrity.

Indonesian Female Police Officer’s Deployment as International Police Officers in United Nations – African Union Mission in Darfur (UNAMID) (2016-2018)

The main purpose is to analyze the role of Indonesian female police deployed as Individual Police Officers in the United Nations peacekeeping operation in Darfur from 2016 to 2018. This research was designed as a qualitative case study that triangulated data from previously published researches, institutional documents, and semi-structured qualitative interviews. Previous scholarly publications were used to observe gender deficit – which is the lack of female personnel in UN peacekeeping missions. Institutional documents, particularly ex-Indonesian female police reports, were analyzed to contribute to data enrichment in this research. Lastly, the authors conducted semi-structured qualitative interviews with some ex-female police who have completed their deployment in UNAMID (2016-2018). Concerning the gender equality and counterinsurgency concepts, this research figured out that Indonesian female police could demonstrate their strategic role to provide skill-building activities, trust-building with refugees, and human rights advocacy. The numbers of Indonesian female police in this mission remained higher than other Southeast Asian contributing countries, but the Indonesian female police were also functional in line with the UN gendering peace and security agenda.

Issues regarding the role of the united nations as a main institution in resolving international disputes

UN peacekeeping missions and special political missions are an essential tool for efforts to promote stability. Currently, the emphasis is on coherence and synergies, making effective and efficient use of the set of crisis response options. An unprecedented number of key UN assessments/reports call in unison for more efforts to prevent crises and seek political solutions. Preventive diplomacy and mediation efforts are intensified. The UN plays a key role in combating terrorism, including preventing violent extremism. The UN Global Counter-Terrorism Strategy includes a comprehensive set of measures that must be fully implemented, highlighting the increased involvement of the UN in maintaining a climate of stability and global order, so fragile and unstable in the context of new challenges and threats.

In search of effective scenarios for peacekeeping operations for UN and NATO

Peacekeeping operations are considered to be one of the main tools for operating the conflicts, used by international community to renew and keep international peace and security. The practice of peacekeeping activities faced fundamental changes, influenced its aims and principles. That is why, the effectiveness of modern peacekeeping operations and operations for peace maintenance, as an answer to global challenges, need assessment and further explanations. The article aims to characterize peacekeeping activities, principles and assess methods of effectiveness; determine the main problems of peacekeeping mechanism functioning; identify optimal ways of the future peacekeeping operations of UN and NATO. This study proposes a complex systematization of present approaches, with the assessment of effectiveness both for peacekeeping operations and operations for maintenance of peace. The key moment is to develop optimal scenarios of peacekeeping missions. Practical importance of the research in based on its frameworks and conclusions that can be used as methodical recommendations in the work of international organizations that are regulating peacekeeping activities.
