With the widespread adoption of powered micromobility devices like e-scooters for transportation in recent times, there have been many associated and potentially unknown risks. While these devices have been beneficial for commuters, managing these technological risks has been a key challenge for governments. This article presents an in-depth case study of Singapore, where these devices were adopted but were eventually banned from footpaths and public paths. We focus on identifying the technological risks and the governing strategies adopted and find that the Singaporean government followed a combination of governing strategies to address the risks of safety, liability, and switching to another transportation mode. The strategy of banning the devices was undertaken after active regulation and prudent monitoring. Based on the Singapore case, we offer policy recommendations for robust infrastructure and policy capacity, government stewardship and inclusive participatory policymaking for safe deployment, and simultaneous adoption of governing strategies to adopt these devices. The regulatory lessons from the case of Singapore can be insightful for policy discussions in other countries that have already adopted or are considering the introduction of powered micromobility devices.

China's quest to have world-class universities has entered a new phase since 2015, with the 'Double World-Class Project' replacing the '985 Project' and the '211 Project' launched in the 1990s. The transition from World-Class 1.0 to World-Class 2.0 provides a good window onto changes in China's policymaking. The prevailing literature has identifi ed broad trends such as institutionalization, decentralization and expanded participation. While this paper fi nds evidence in support of the prevailing literature, it also challenges the thesis of institutionalization, decentralization and expanded participation. The celebrated evolution from 'hierarchical governance' to 'network governance' or from 'consultation' to 'deliberation' in China's policymaking, however desirable, is premature—especially for multibillion, high-stakes policy initiatives such as the 'Double World-Class Project'.

In this chapter, the authors focus on how SciStarter has developed a new digital infrastructure to support sustained engagement in citizen science, and research into the behaviors and motivations of participants. The new digital infrastructure of SciStarter includes integrated registration and contribution tracking tools to make it easier to participate in multiple projects, enhanced GIS information to promote locally relevant projects, an online personal dashboard to keep track of contributions, and the use of these tools (integrated registration, GIS, dashboard) by project owners and researchers to better understand and respond to the needs and interests of citizen-science participants. In this chapter, the authors explore how these new tools build pathways to participatory policymaking, expand access to informal STEM experiences, and lower barriers to citizen science. The chapter concludes with a design for a citizen-science future with increased access to tools, trackable participation, and integrated competencies.
