Structure and properties of Pb-based superconductor with F doped as well as its synthesis are examined in this paper. Besides, substitution of F for apex oxygen O(A) atoms in CuO 5 square pyramid is confirmed by experimental results. It is pointed out that reducing the distance between carrier plane and charge reservoir will favour the hole doping and enhancement of T c .
