Neuroscience has become a new ‘truth’ in early childhood education across the globe, including in Indonesia. This article aims to demonstrate how the alignment of neuroscience discourse and the legacy of neoliberalism constructs a new form of childhood in Indonesia. The conceptual framework of brain science, predicated on biological determinism, suggests that the brain will significantly influence not only children’s development in the present but also will have an impact in the future. Neuroscience is also based on the idea of transparency. Beneath this conceptual framework lies the idea that a child’s mind can be made visible through both technological means and standardized development measures. Global neoliberal discourse reinforces this techno-scientific approach through the concept that stimulating children’s development facilitates economic growth in a country. This instrumental use of child development contrasts with the paradigm which emphasizes children’s agency. This article is based on ongoing and previous fieldwork from both authors. Using Foucault’s concept of discourse and disciplinary power, the authors argue that neuroscience has become the truth that hides societal issues such as poverty as well as becomes a form of surveillance that constructs a child as being open to the adult gaze and surveillance. The findings will also illuminate the tension and negotiation between local values and global values in assembling a new form of childhood in Indonesia.

Well-being is generally acknowledged as a complex concept, and leading discourses are rooted in disciplines such as philosophy, psychology and economics. Despite a wealth of theoretical explanations, child well-being is largely under-theorised. Some argue it is unlikely that philosophical discourses of well-being will straightforwardly be extended to children because they were not originally written with them in mind. Therefore, this article first examines dimensions, domains and discourses of well-being and summarises the discussion with a conceptual framework in order to provide clarity about a complex concept. Second, the article discusses current research about the meaning of child well-being and finds that while there are different terms in use, many discourses are similar in nature. Third, the article shows how knowledge and understanding of early childhood relates to various well-being discourses and suggests that a theory of child well-being may not be needed. The article highlights the new development emerging between psychology, economics and sociology and concludes by discussing the value of adopting multi-disciplinary perspectives of well-being. The article is useful for policy-makers, practitioners and researchers in understanding the complex nature of well-being, particularly in the context of early childhood education.

Описаны цели и задачи Концепции МКДО, области, показатели и система уровневой оценки качества дошкольного образования. Представлена модель разностороннего оценивания качества образования в дошкольных образовательных организациях, модель многоуровневого сбора информации МКДО с использованием единой информационной платформы МКДО. Обозначены возможные направления использования результатов мониторинговых процедур на всех уровнях системы дошкольного образования России. The article presents the scientific background for the development of the new quality monitoring system in the Russian Federation, as well as goals, objectives and main provisions of the Conceptual framework for early childhood education quality monitoring in the Russian Federation. The article presents a system of level assessment of the quality of preschool education, which is embedded in the monitoring concept. The article presents a model of comprehensive assessment of the quality of education in preschool institutions, a model of multilevel collection of information from the MKDO using the unified information platform of the monitoring. It describes the aspects and indicators for assessment and evaluation of the quality of early childhood education in early childhood classrooms and in early childhood settings in general. The authors of the concept proposes 9 areas of quality to organize information monitoring: educational guidelines; educational program; teacher qualifications; content of educational activities; educational process organization; educational environment; creation of conditions for preschool education of children with special needs and disabilities; interaction with parents; provision of meals to students and preschool institution employees; child protection and health improvement, management and development of the organization. It formulates possible directions of implementation of the results of monitoring procedures at all levels of early childhood education system in the Russian Federation.
