Our environment provides us with vital resources, such as food, energy, and raw materials. However, many human activities harm the environment. For example, plastic wastes pollute our oceans, while the burning of coal pollutes the air. To add, offshore drilling has led to oil spills, such as the 2010 Deepwater Horizon oil spill in the Gulf of Mexico that is still hurting marine life even after ten years1.

The disaster of the Deepwater Horizon platform, while drilling the Macondo 252 well in the Gulf of Mexico in 2010 is for now the last of numerous tragedies, blowouts, and oil spills resulting from petroleum engineering activities. After the accident, several commissions, investigation groups, advisory committees, and company reports were prepared. They investigate causes and consequences of the disaster from different standpoints, but mainly come to the same conclusions. The “nth” approach is presented in this chapter.

Coastal Louisiana received significant funds tied to BP penalties as a result of the Deepwater Horizon incident. As it is widely considered that the State of Louisiana sustained most of the damage due to this incident, there has been a firm push to waste no time in implementing habitat restoration projects. Sustaining the land on the coast of Louisiana is vital to our nation’s economy, as several of the nation’s largest ports are located on the Gulf coast in Louisiana. In addition, the ecosystems making up the Louisiana coast are important to sustain some of the largest and most valuable fisheries in the nation. Funded by BP Phase 3 Early Restoration, the goals of the Natural Resource Damage Assessment (NRDA) Outer Coast Restoration Project are to restore beach, dune, and marsh habitats to help compensate spill-related injuries to habitats and species, specifically brown pelicans, terns, skimmers, and gulls. Four island components in Louisiana were funded under this project; Shell Island Barrier Restoration, Chenier Ronquille Barrier Island Restoration, Caillou Lake Headlands Barrier Island Restoration, and North Breton Island Restoration (https://www. gulfspillrestoration.noaa.gov/louisiana-outer-coast-restoration, NOAA 2018). Shell Island and Chenier Ronquille are critical pieces of barrier shoreline within the Barataria Basin in Plaquemines Parish, Louisiana. These large-scale restoration projects were completed in the years following the Deepwater Horizon incident, creating new habitat and reinforcing Louisiana’s Gulf of Mexico shoreline. The Louisiana Coastal Protection and Restoration Authority (CPRA) finished construction of the Shell Island NRDA Restoration Project in 2017, which restored two barrier islands in Plaquemines Parish utilizing sand hydraulically dredged from the Mississippi River and pumped via pipeline over 20 miles over levees and through towns, marinas, and marshes to the coastline. The National Marine Fisheries Service (NMFS) also completed the Plaquemines Parish barrier island restoration at Chenier Ronquille in 2017 utilizing nearshore Gulf of Mexico sediment, restoring wetland, coastal, and nearshore habitat in the Barataria Basin. A design and construction overview is provided herein.

Unprecedented recruitment of Gulf menhaden (Brevoortia patronus) followed the 2010 Deepwater Horizon blowout (DWH). The foregone consumption of Gulf menhaden, after their many predator species were killed by oiling, increased competition among menhaden for food, resulting in poor physiological conditions and low lipid content during 2011 and 2012. Menhaden sampled for length and weight measurements, beginning in 2011, exhibited the poorest condition around Barataria Bay, west of the Mississippi River, where recruitment of the 2010 year class was highest. Trophodynamic comparisons indicate that ~20% of net primary production flowed through Gulf menhaden prior to the DWH, increasing to ~38% in 2011 and ~27% in 2012, confirming the dominant role of Gulf menhaden in their food web. Hyperabundant Gulf menhaden likely suppressed populations of their zooplankton prey, suggesting a trophic cascade triggered by increased menhaden recruitment. Additionally, low-lipid menhaden likely became “junk food” for predators, further propagating adverse effects. We posit that food web analyses based on inappropriate spatial scales for dominant species, or solely on biomass, provide insufficient indication of the ecosystem consequences of oiling injury. Including such cascading and associated indirect effects in damage assessment models will enhance the ability to anticipate and estimate ecosystem damage from, and provide recovery guidance for, major oil spills.
