The paper presents the analysis of the data received from the survey of heads of industrial enterprises and also experts-researchers in 2003-2004. The data describe the economic state of enterprises and their position in competitive, administrative, intermediary, financial etc. environment. The assumption of essential heterogeneity of the set of industrial enterprises, including enterprises of the same sector or the same territorial formation is confirmed. It is shown that Russian industrial enterprises as a rule do not feel influence of the stock market situation while the condition of the currency market influences the majority of enterprises. The sensitivity of enterprises depends on their economic situation: the better is the state, the stronger is the influence. Weak influence of the investment and administrative environment on the state of enterprises and negative influence of the activity of intermediary organizations are registered. More than 2/3 of the respondents consider important strengthening of the responsibility of large proprietors for inefficient activity of their enterprises. Lack of the strategic approach in the activity of authorities of all levels is ascertained and the necessity of development and realization of industrial policy at all administrative levels, including the municipal one, is shown.

In today’s world of global wicked problems, constraints and imperatives imposed by an external and uncertain environment render strategic action a quite complex endeavour. Since the 1990s, within community initiatives and philanthropic projects, the construct of Theory of Change has been used to address such complexity. Theory of Change can be defined as the systematic and cumulative study of the links between the activities, outcomes, and context of an intervention. The area of focus for this paper is to explore whether Theory of Change can support more strategic approaches in design. In particular, the paper examines how Theory of Change was applied to DESIGNSCAPES - a project oriented, among other things, toward offering a supporting service for all those city actors interested in using design to develop urban innovation initiatives that tackle complex issues of broad concern.

The Article briefly discusses the need for generation of the Science of Ahangyol, and this science’s scientific basis, object and subject, category system, scientific research methods and application options. Ahangyol is a universal science and may be useful in any sphere. It may assist in problem solving in peacemaking process and in many areas such as ecology, economics, politics, culture, management and etc. This science stipulates that any activity and any decision made in the life may only and solely be successful when they comply with harmony principles more, which are the principles of existence and activity of the world. A right strategic approach of the Eastern Philosophy and the Middle Age Islamic Philosophy and scientific thought has an important potential. This strategic approach creates opportunities to also consider irrational factors in addition to rational ones comprehensively in scientific researches. The modern scientific thought contributes to implementation of these opportunities. Ahangyol is a science of determination of ways to achieve harmony in any sphere and of creation of special methods to make progress in these ways through assistance of the modern science. Methods of the System Theory, Mathematics, IT, Astronomy, Physics, Biology, Sociology, Statistics and etc. are more extensively applied. Information is given on some of these methods. Moreover, the Science of Ahangyol, which is a new philosophical worldview and a new paradigm contributes to clarification of metaphysic views considerably and discovery of the scientific potential of religious books.
