Rethinking Social Change and Development Communication in Africa

There is a lot of talk about the ‘newness’ of mobile and wireless Information and Communication Technologies (ICTs) these days. What is so ‘new’ about them? And in what way will they solve the still unresolved problems of poverty, inequality and information divides in the world? This chapter takes a bird’s eye perspective and presents a number of observations regarding the role of ICTs within the field of Communication for Development and Social Change (CDSC). All those involved in the analysis and application of Communication for Development and Social Change would probably agree that in essence communication for social change is the sharing of knowledge aimed at reaching a consensus for action that takes into account the interests, needs and capacities of all concerned. It is thus a social process, which has as its ultimate objective sustainable development at distinct levels of society. Communication media and Information and Communication Technologies (ICTs) are important tools in achieving social change but their use is not an aim in itself—interpersonal communication and traditional group media must also play a fundamental role. This basic consensus on development communication has been interpreted and applied in different ways throughout the past century. Both at theory and research levels, as well as at the levels of policy and planning-making and implementation, divergent perspectives are on offer. In this chapter, the author presents a brief overview of the field of Communication for Development and Social Change (CDSC) and elaborates on the role and impact of Information and Communication Technologies (ICTs) for Development and Social Change.

The decades that immediately followed World War II witnessed the political independence of most of the so-called Third World from colonization and the birth of the United Nations, marking the formal beginning of development and directed social change to facilitate it. The role of communication in development (devcom) has evolved according to the overarching goals of the development programs and theories during each historical period since then. The process of modernization, in which devcom was initially nurtured, was influenced by quantitative and empirical social sciences theory, philosophy, and methodology; in particular, it had a strong economics orientation. It has been one of the most powerful paradigms in development study and practice to originate after World War II, with enormous economic, social, and cultural consequences. Concepts and theories that articulated the development of Western Europe and North America were used by sociologists, economists, political scientists, anthropologists, and others to generate development models for countries in Asia, Africa, Latin America, and the Caribbean. Mass media were accorded a central position in the modernization paradigm. The use of media for transmission of information and for persuasion, derived from World War II–related psychological warfare research in the United States, were transferred to areas such as extension education, instruction, agricultural, and health extension in development. By the 1970s, the concept of development and change expanded to include many more types of social change guided by different theories, disciplinary influences, geographical considerations, and methodologies. Change now included a widely participatory process of social change in a society and included social and cultural aspects besides the economic. While the participatory mode of communication for development programs and activities was a welcome addition to the devcom toolbox, the definitions of participation reflected a wide variety of approaches. In many contexts, the level of participation required by the people was low and perfunctory. Toward the end of the 1980s, the concept and practice of empowerment expanded upon the earlier objective of participation in development communication models and practice. Broadly, empowerment is a process by which individuals, organizations, and communities gain control and mastery over their social and economic conditions. The concept and practice of empowerment posed a challenge to the identity and practice of development communication. It changed the way communication was conceptualized earlier and used in development and change work. At present, social justice within the processes of development and social change has gained traction and urgency. In the last 40 years, there has been a steep increase in income inequality and individual opportunity globally. Millions of people are still exposed to life-threatening diseases, malnutrition, hunger, and other debilitating conditions, and have very limited access to basic resources, such as education and healthcare. What are the progressive alternatives to the neoliberal model of directed change? What should be the place and role of devcom in alternative approaches? These concerns are addressed by anchoring ideas within a critical theory of social change for social justice.

The combined effects of digital communication technologies, political upheavals around the world, waves of powerful activism and protests have injected a new urgency into communication research. How communication theory is able to respond to this challenge is a matter of discussion, including the question of the adequacy of older theories to the new circumstances. This paper, aims to add to this discussion by returning to Habermas’s pragmatics, one of the 20th century communication classics, to reflect on how communication and other forms of action interact in campaigns for social change in the context of the growing reach of strategic communication and the growing role of social media in activism. This article starts by posing theoretical disjuncture as a problem shared by a number of communication subfields, such as public communication, public relations, communication for social change, and my particular example, development communication. The more recent scholarship, however, has moved away from this state of knowledge. Instead, scholars highlight the need to embrace non-linear models of communication for social change, and appear to embrace hybridity to deal with the theoretical confusion in the field. The analysis presented in this article aims to demonstrate that Habermas’s communication pragmatics works well to explicate complex campaigning practices in a consistent and yet theoretically expansive way. Re-reading Habermas makes it possible also to respond to the call articulated by social movement scholars to move beyond the limits of strategy and to recognize the importance of larger cultural conversations and scripts. Conceptualizing public campaigning as chains of speech acts, defined here as both linguistic and nonlinguistic acts, offers an analytical tool that works across different levels, spaces, and actors involved in social change efforts and that privileges communication as the explanatory mechanism for the contemporary social change praxis. Finally, returning to Habermas’s work underscores the importance of a valid position, rather than a desirable identity, from which to engage with others in the social world. This invites a clear and consistent focus on action and its basis (moral position) rather than on attributions ascribed to organizations and campaigners (identity). The key question thus shifts from ‘Do you like me/trust me sufficiently follow me?’ to a more substantial, ‘Is this a good thing to do?’.
