Place and role of development communication in directed social change: a review of the field

There is a lot of talk about the ‘newness’ of mobile and wireless Information and Communication Technologies (ICTs) these days. What is so ‘new’ about them? And in what way will they solve the still unresolved problems of poverty, inequality and information divides in the world? This chapter takes a bird’s eye perspective and presents a number of observations regarding the role of ICTs within the field of Communication for Development and Social Change (CDSC). All those involved in the analysis and application of Communication for Development and Social Change would probably agree that in essence communication for social change is the sharing of knowledge aimed at reaching a consensus for action that takes into account the interests, needs and capacities of all concerned. It is thus a social process, which has as its ultimate objective sustainable development at distinct levels of society. Communication media and Information and Communication Technologies (ICTs) are important tools in achieving social change but their use is not an aim in itself—interpersonal communication and traditional group media must also play a fundamental role. This basic consensus on development communication has been interpreted and applied in different ways throughout the past century. Both at theory and research levels, as well as at the levels of policy and planning-making and implementation, divergent perspectives are on offer. In this chapter, the author presents a brief overview of the field of Communication for Development and Social Change (CDSC) and elaborates on the role and impact of Information and Communication Technologies (ICTs) for Development and Social Change.

The decades that immediately followed World War II witnessed the political independence of most of the so-called Third World from colonization and the birth of the United Nations, marking the formal beginning of development and directed social change to facilitate it. The role of communication in development (devcom) has evolved according to the overarching goals of the development programs and theories during each historical period since then. The process of modernization, in which devcom was initially nurtured, was influenced by quantitative and empirical social sciences theory, philosophy, and methodology; in particular, it had a strong economics orientation. It has been one of the most powerful paradigms in development study and practice to originate after World War II, with enormous economic, social, and cultural consequences. Concepts and theories that articulated the development of Western Europe and North America were used by sociologists, economists, political scientists, anthropologists, and others to generate development models for countries in Asia, Africa, Latin America, and the Caribbean. Mass media were accorded a central position in the modernization paradigm. The use of media for transmission of information and for persuasion, derived from World War II–related psychological warfare research in the United States, were transferred to areas such as extension education, instruction, agricultural, and health extension in development. By the 1970s, the concept of development and change expanded to include many more types of social change guided by different theories, disciplinary influences, geographical considerations, and methodologies. Change now included a widely participatory process of social change in a society and included social and cultural aspects besides the economic. While the participatory mode of communication for development programs and activities was a welcome addition to the devcom toolbox, the definitions of participation reflected a wide variety of approaches. In many contexts, the level of participation required by the people was low and perfunctory. Toward the end of the 1980s, the concept and practice of empowerment expanded upon the earlier objective of participation in development communication models and practice. Broadly, empowerment is a process by which individuals, organizations, and communities gain control and mastery over their social and economic conditions. The concept and practice of empowerment posed a challenge to the identity and practice of development communication. It changed the way communication was conceptualized earlier and used in development and change work. At present, social justice within the processes of development and social change has gained traction and urgency. In the last 40 years, there has been a steep increase in income inequality and individual opportunity globally. Millions of people are still exposed to life-threatening diseases, malnutrition, hunger, and other debilitating conditions, and have very limited access to basic resources, such as education and healthcare. What are the progressive alternatives to the neoliberal model of directed change? What should be the place and role of devcom in alternative approaches? These concerns are addressed by anchoring ideas within a critical theory of social change for social justice.

This chapter argues that accounts of ‘the reading public’ are always fundamentally historical, usually involving stories of ‘growth’ or ‘decline’. It examines Q. D. Leavis’s Fiction and the Reading Public, which builds a relentlessly pessimistic critique of the debased standards of the present out of a highly selective account of literature and its publics since the Elizabethan period. It goes on to exhibit the complicated analysis of the role of previous publics in F. R. Leavis’s revisionist literary history, including his ambivalent admiration for the great Victorian periodicals. And it shows how Richard Hoggart’s The Uses of Literacy carries an almost buried interpretation of social change from the nineteenth century onwards, constantly contrasting the vibrant and healthy forms of entertainment built up in old working-class communities with the slick, commercialized reading matter introduced by post-1945 prosperity.

Biographical scholarship provides a means by which to understand the past. Disability biography writes disabled people into historical narratives and cultural discourses, acknowledging power, action, and consequence. Disability biography also analyzes the role of ableism in shaping relationships, systems of power, and societal ideals. When written with skilled storytelling, rigorous study, nuance, and insight, disability biography enriches analyses of people living in the past. Disability biography makes clear the multiple ways by which individuals and communities labor, make kinship, persevere, and both resist and create social change. When using a disability analysis, biographies of disabled people (particularly people famous for their disability, such as Franklin Delano Roosevelt and Helen Keller) reveal the relationality and historically embedded nature of disability. In an ableist world, such acts can be revolutionary.

This paper offers a critical analysis of the role of nongovernmental organizations (NGOs) that deal with planning policy in general and in Israel in particular. The inherent dilemmas of the different NGOs' tactics and strategies in reshaping the public sphere are examined, based on a critical reading of Habermas's conceptualization of the public sphere. The main objective of this paper is to investigate to what extent, and under which conditions, the NGOization of space—that is, the growing number of nongovernmental actors that deal with the production of space both politically and tangibly—has been able to achieve strategic goals which may lead towards social change.

The flow of both productive and speculative investment into housing relates to the state of capital accumulation in other economic sectors, as hypothesised in the ‘circuits of capital’ argument, but it also relates to the incentive to ‘switch’ investment into and out of housing, and therefore to expectations of ground rent and the (changing) social conditions that enable ground rent extraction. This is the first of three papers in which the relationships involved in these processes are explored. A series of theoretical problems arising from the argument are dealt with, principally relating to its seeming economic determinism and to an inappropriately narrow treatment of crisis and social change. In the subsequent papers, in this journal, these various ideas will be used to reflect on housing market and related social change in Melbourne from the 1930s to the 1980s.
