Segregated versus integrated biodiversity conservation: Value-based ecosystem service assessment under varying forest management strategies in a Swiss case study

A shared understanding of the benefits and tradeoffs to people from alternative land management strategies is critical to successful decision-making for managing public lands and fostering shared stewardship. This study describes an approach for identifying and monitoring the types of resource benefits and tradeoffs considered in National Forest planning in the United States under the 2012 Planning Rule and demonstrates the use of tools for conceptualizing the production of ecosystem services and benefits from alternative land management strategies. Efforts to apply these tools through workshops and engagement exercises provide opportunities to explore and highlight measures, indicators, and data sources for characterizing benefits and tradeoffs in collaborative environments involving interdisciplinary planning teams. Conceptual modeling tools are applied to a case study examining the social and economic benefits of recreation on the Ashley National Forest. The case study illustrates how these types of tools facilitate dialog for planning teams to discuss alternatives and key ecosystem service outcomes, create easy to interpret visuals that map details in plans, and provide a basis for selecting ecosystem service (socio-economic) metrics. These metrics can be used to enhance environmental impact analysis, and help satisfy the goals of the National Environmental Policy Act (NEPA), the 2012 Planning Rule, and shared stewardship initiatives. The systematic consideration of ecosystem services outcomes and metrics supported by this approach enhanced dialog between members of the Forest planning team, allowed for a more transparent process in identification of key linkages and outcomes, and identified impacts and outcomes that may not have been apparent to the sociologist who is lacking the resource specific expertise of these participants. As a result, the use of the Ecosystem Service Conceptual Model (ESCM) process may result in reduced time for internal reviews and greater comprehension of anticipated outcomes and impacts of proposed management in the plan revision Environmental Impact Statement amongst the planning team.

AbstractOne of the greatest threats to biodiversity is the invasion of ecological communities by alien plants. Management strategies for alien plants, however, rarely focus on specific biodiversity-conservation outcomes, and recovery actions rarely address the threat on a landscape scale. There are many reasons for these failures, including (1) limited knowledge of the native species at risk, (2) a disconnect between policy and management, (3) a disconnect between the fields of weed science and biodiversity conservation, (4) a dearth of data from management actions (for both threat abatement and recovery), and (5) the broadly held assumption that control of alien plants will by itself lead to a positive biodiversity response is often incorrect. Thus, alien plant management strategies with a conservation aim need to include planning processes and assessment measures to ensure that the aim is achieved. Here, I outline an example of the planning steps needed to ensure that the management of widespread alien plant species achieves the greatest possible conservation outcome, using the alien plant program for bitou bush (Chrysanthemoides monilifena) as a case study. In addition, I present an overview of the challenges faced and solutions developed during the transition from planning to management, along with some initial data to demonstrate the success and value of this investment in both planning and implementation during the past decade. Interim results from a series of sites have highlighted the success of the program and led to the program being acknowledged as an important ecological restoration project in Australasia. This success is highly dependent on extensive stakeholder involvement (across land tenures), dedicated coordination, and leadership. The planning process is now being adopted for other alien plants in Australia and can be modified to abate the threat from other alien organisms or other threats to biodiversity because the principles of each step are fundamentally similar.

Forest management is becoming increasingly complex due to increasing demands in ecosystem service provisioning and future climate change impacts. For a sustainable forest management, scientifically well-founded decision support is therefore urgently required. Within the project SessFor, a decision support system for strategic planning at the forest enterprise level is being developed, based on the climate sensitive forest model SwissStandSim and initialized from forest inventory data. The system is currently applied to the forest enterprise Wagenrain (440 ha), located in the Swiss Plateau region. Indicators for biodiversity and ecosystem service provisioning (timber production, recreation value and carbon sequestration) are calculated for different management strategies and evaluated using a multi-criteria decision analysis. Preliminary results demonstrate the suitability of the system to evaluate ecosystem service provisioning under different management strategies and to identify the best management strategy, based on criteria defined by the forest manager. Furthermore, results show how the system can be used to assess developments for time-scales of 50–100 years under different climate change scenarios. In the ongoing project, the system will be applied to other case study regions, including mountain forests, which are of key importance in Switzerland and other alpine areas.

UDK: 630*9:502.1(234.422 Vranica) Nature conservation and sustainable management of forest resources become more important in Bosnia and Herzegovina, driven by the accession process toward the European Union as well as other international processes directed toward responsible management of forest resources. The forest certification has been widely adopted in the forestry sector and it implies meeting the sustainable forest management standard, whereas identification and proper management of high conservation value forests are one of the basic requirements. The NATURA 2000 ecological network is to become an important driver of reforms in the field of nature protection and forestry sector, due to the designation of new sites in forest area, which are under the responsibility of forestry institutions. This paper illustrates the scientific understanding of identification and management processes related to high conservation value forests that were proposed within potential NATURA 2000 habitats. The paper is based on analysis of main guiding principles for site designation and the role of the cross-sectoral approach applied identification and management of sites with high conservation value attributes. The case study research design was selected focusing on the Vranica Mountain due to recent activities implemented in this site. The in-depth face-to-face interviewing was used to collect qualitative data containing the key stakeholders' attitudes regarding the harmonization of NATURA 2000 habitats with the high conservation value forests – (HCVF), as well as the involvement of stakeholders in the processes of cross-sectoral cooperation. Results of this paper can be useful for the key forest and nature protection policy-makers, as well as to those responsible for managing of protected areas, or other stakeholders directly or indirectly involved in the process of identification and management of HCVFs and NATURA 2000 sites. Harmonisation of guiding principles and cross-sectoral cooperation during the identification and management of HCVFs and NATURA 2000 forest habitats enables the proper implementation of conservation and management measures based on sustainable forest management activities.

The study deals with the sustainability of management in radiata pine (Pinus radiata D. Don.) plantations of an area of Sardinia (Italy). Focusing on management strategies that foster a continuous forest cover and processes of natural regeneration, the aim was to evaluate the benefits arising from different types of plantation management, balancing social, cultural, environmental and economic aspects. Systematic and selective thinning, as well as regeneration cutting, were carried out in test areas of 45-year-old plantations, and outcomes were compared by considering current forest dynamism, natural regeneration and technical and economic aspects. From an economic perspective, silvicultural management strategies were always positive, with differences depending on the type of intervention. The regeneration cutting, with the expected natural regeneration of radiata pine in the following years, ensures the best economic outcomes, allows for a continuous forest cover and favors the replacement of even-aged plantations, boosting biodiversity in forest stands (structure, species). Climate change, increasing pests and wildfires represent the biggest threats to the sustainability of plantations in Mediterranean areas, and sensitivity is higher in even-aged, homogeneous, monospecific tree stands. In the context of the study, turning forest plantations into more resilient and stable ecosystems can be effectively achieved by means of continuous-cover forest management strategies.
