AbstractDoes the rise of new social movements (NSMs) represent a challenge for the traditional political parties in Quebec? Though this question can be answered from many perspectives, this study focuses on the programmatic aspect of this challenge that encompasses both a number of new societal issues and adherence to new values promoted by the NSMs. More precisely, it addresses the following questions: have the issues of environment and the respect of women's rights been already integrated into the political platforms of the two mainstream political parties in Quebec, the Liberal Party of Quebec and the Parti Québécois? Can the activists of those political parties be distinguished from the members of environmental and women's rights movements with regard to their values? On the one hand, both the Liberal party and the Parti Québécois have for a long time incorporated into their platforms issues linked to the defence of the environment and to the promotion of gender equality. On the other hand, the authors observe that the adherence to postmaterialist values is stronger in the NSMs than in the parties. One main conclusion is that one cannot compare adherence to the new values in the parties and the NSMs as two homogeneous blocs. Instead, the authors see four distinct organizations. They encourage further research to examine other dimensions of the problem such as the organizational aspect of the political challenge posed by the rise of NSMs.

Political theory has for a long time paid scant attention to the topic of political parties and partisanship. In recent times, however, there has emerged a body of theoretical research that seeks to draw attention to the place of parties and partisanship in a well-functioning polity. This article offers an overview of this research, discussing approaches that focus on partisanship as an associative practice, on the one hand, and approaches that focus on the party as an institution, on the other. The article argues that, while the two approaches no doubt usefully complement each other, concentrating on partisanship at the expense of party risks paying insufficient attention to the institutional structures that ultimately connect partisans to the state and allow them to exercise power. This is problematic insofar as it is especially the party as institution whose virtues are currently called into question. Given this, the article proposes to shift the emphasis in theoretical research from partisanship-centred theories to party-centred theories.

Drawing on social-movement and sociolegal theorizing, we investigate legal-framing innovations in the briefs of reproductive-rights cause lawyers in prominent US Supreme Court abortion cases. Our results show that pro-choice activist attorneys engage in innovative women’s-rights framing when the political-legal context is more resistant to abortion rights for women, that is, when the political-legal opportunity structure is generally closed to reproductive-rights activism. We consider reproductive-rights framing in three types of pivotal abortion cases over the last half-century: challenges to limitations on public funding of abortion, challenges to regulations that include multiple restrictions on abortion access, and challenges to bans on second-trimester abortions. Our analysis proceeds both qualitatively and quantitatively, with close reading of the briefs to distill the main women’s-rights frames, a count analysis using text mining to examine use of the frames in the briefs, and assessment of the political-judicial context to discern its influence on cause-lawyer legal framing. We conclude by theorizing the importance of the broader political-legal context in understanding cause-lawyer legal-framing innovations.

The exclusion of women is at the heart of the modern political order, despite the gradual recognition of formal equality between men and women in the exercise of political rights. The evolution of the political culture has nevertheless allowed the gradual access of women to power. Yet in the case of Madagascar, gender consideration is not limited to the integration of women in power, but several challenges lie ahead for the country in terms of women's rights. Women parliamentarians through their roles can advocate for women's rights. But the question is how these women parliamentarians advocate for women’s development rights do?Women's development requires respect for their rights, and women parliamentarians, when designing and passing laws, have the opportunity to fight for women's rights, which generally boil down to the right to health, safety and work. The aim is therefore to highlight the capacity of women parliamentarians to establish a rule of law that allows women to develop. Women's participation in the proposals and discussions of laws can play an equal part in promoting women's rights and women's development.

The Second Reign (1840–1889), the monarchic times under the rule of D. Pedro II, had two political parties. The Conservative Party was the cornerstone of the regime, defending political and social institutions, including slavery. The Liberal Party, the weaker player, adopted a reformist agenda, placing slavery in debate in 1864. Although the Liberal Party had the majority in the House, the Conservative Party achieved the government, in 1868, and dropped the slavery discussion apart from the parliamentary agenda. The Liberals protested in the public space against the coup d’état, and one of its factions joined political outsiders, which gave birth to a Republic Party in 1870. In 1871, the Conservative Party also split, when its moderate faction passed a Free Womb bill. In the 1880s, the Liberal and Conservative Parties attacked each other and fought their inner battles, mostly around the abolition of slavery. Meanwhile, the Republican Party grew, gathering the new generation of modernizing social groups without voices in the political institutions. This politically marginalized young men joined the public debate in the 1870s organizing a reformist movement. They fought the core of Empire tradition (a set of legitimizing ideas and political institutions) by appropriating two main foreign intellectual schemes. One was the French “scientific politics,” which helped them to built a diagnosis of Brazil as a “backward country in the March of Civilization,” a sentence repeated in many books and articles. The other was the Portuguese thesis of colonial decadence that helped the reformist movement to announce a coming crisis of the Brazilian colonial legacy—slavery, monarchy, latifundia. Reformism contested the status quo institutions, values, and practices, while conceiving a civilized future for the nation as based on secularization, free labor, and inclusive political institutions. However, it avoided theories of revolution. It was a modernizing, albeit not a democrat, movement. Reformism was an umbrella movement, under which two other movements, the Abolitionist and the Republican ones, lived mostly together. The unity split just after the shared issue of the abolition of slavery became law in 1888, following two decades of public mobilization. Then, most of the reformists joined the Republican Party. In 1888 and 1889, street mobilization was intense and the political system failed to respond. Monarchy neither solved the political representation claims, nor attended to the claims for modernization. Unsatisfied with abolition format, most of the abolitionists (the law excluded rights for former slaves) and pro-slavery politicians (there was no compensation) joined the Republican Party. Even politicians loyal to the monarchy divided around the dynastic succession. Hence, the civil–military coup that put an end to the Empire on November 15, 1889, did not come as a surprise. The Republican Party and most of the reformist movement members joined the army, and many of the Empire politician leaders endorsed the Republic without resistance. A new political–intellectual alignment then emerged. While the republicans preserved the frame “Empire = decadence/Republic = progress,” monarchists inverted it, presenting the Empire as an era of civilization and the Republic as the rule of barbarians. Monarchists lost the political battle; nevertheless, they won the symbolic war, their narrative dominated the historiography for decades, and it is still the most common view shared among Brazilians.

This essay traces the Women’s League for Conservative Judaism’s engagement in the issue of reproductive rights during the 1970s and early 1980s. Members of the Women’s League first championed legal abortion in 1970, defending their position through expressly feminist arguments supporting women’s reproductive autonomy. While they never backed down from their endorsement of legal abortion, the political shifts of the late 1970s and early 1980s compelled them to develop a new language through which to discuss the issue. Reframing access to abortion as a matter of religious freedom offered Women’s League members a way to articulate their support for the procedure without publicly endorsing the principle of women’s reproductive autonomy, an idea that had become increasingly controversial over the course of the 1970s. As much of the American public began to view a particularly right-wing, Christian opposition to abortion as a universal religious principle, the leaders of the Women’s League struggled to show that their backing of legal abortion did not conflict with their religious commitments. Framing access to abortion as a religious right enabled them to present their stance on abortion as a component of their spiritual worldview rather than as a capitulation to secular, feminist ideals.

Giving a personal voice to the role of women in the Syrian revolution, Layla Saleh places the account of one Syrian woman, Um Ibrahim, exiled in the second year of the uprising, in the larger context of women’s participation in the revolutionary popular mobilization, after the Assad regime’s “women’s rights” proved unsatisfactory and insufficient. The narrative culminates in Um Ibrahim’s own participation in the protests in Damascus before the full-fledged war took hold. Um Ibrahim recounts how women took on a central role in the Syrian revolution, hiding protesters, cooking, delivering food and weapons, and serving in the political and armed opposition. However, they have been victimized by the war, their activist role has been diminished, and their security and physical well-being have become precarious as the country is bloodily entrenched in civil and proxy warfare.

AbstractThis article examines key themes in the political and intellectual life of E. P. Thompson. It argues for the centrality of romanticism to his work; it focuses on his unfinished study of the early Romantics. Thompson drew parallels between socialist hopes and disappointments of his own day and the reactions of the early romantic poets to the failed promise of the French Revolution. This article charts the trajectory of the early Romantics as they moved from political engagement to retreat, and relates this trajectory to Thompson's own politics. Thompson discerned a pattern whereby intellectuals and artists moved through stages from political engagement to disenchantment and then to “apostasy” or default. Disenchantment could be a productive condition; at issue was how the poet handled the “authenticity of experience,” how disenchantment was dealt with in verse. Both Thompson and the Romantics privileged the concept of “experience” which they set in opposition to abstract theory. The article's final section turns to themes that Thompson had intended to address but left unfinished, including shifting views of patriotism and the defeated cause of women's rights. For Thompson the romantic impulse was ultimately linked to utopian desire, to the capacity to imagine that which is “not yet.”

In recent years, a significant amount of research has been devoted to theorising and explaining parties’ vote-seeking behaviours with regard to emphasising certain policy domains and ignoring others. These strategies are largely determined by the parties’ issue ownership and the context of the competition. In this article, I explore the interaction between these two groups of factors, that is, how a given party type and its role within the party system moderate the political actor’s responsiveness to various unfolding events. The study uses a collection of Facebook posts published by the official profiles of some of the Polish political parties. I demonstrate that the competitors develop distinct strategies of issue emphasis in accordance with the incentives coming from the events that occur on the one hand and their strengths and weaknesses related to certain issue domains on the other.

What can photographic form teach us about feminist historiography? Through close readings of photographs by visual artist and documentary photographer Sheba Chhachhi, who documented the struggle for women’s rights in India from the 1980s onward, this article outlines the political stakes of documentary photography’s formal conventions. First, it analyzes candid snapshots of recent protests for women’s rights in India, focusing on an iconic photograph by Chhachhi of Satyarani Chadha, a community organizer and women’s rights activist, at a rally in New Delhi in 1980. It attends to the way in which such photographs turn personal scenes of mourning into collective memorials to militancy, even as they embalm their subjects in a state of temporal paralysis and strip them of their individual history. It contrasts these snapshots to Chhachhi’s collaborative portrait of Chadha from 1990, a “feminist still” that deploys formal conventions of stillness to stage temporal encounters between potential histories and unrealized futures. Throughout, the article returns to the untimeliness of Chhachhi’s photography, both in the multiple temporalities opened up within the image and in its avant-garde critique of feminist politics through experiments with photographic form.
