AbstractThe choice of exchange rate regime is a continuing challenge to Latin American policymakers, who currently face pressure to dollarize their economies. The constraints imposed by the “dollar bloc,” the informal but powerful currency bloc that ties Latin America to the dominant currency, are central to that choice. Current weak economic performance has called the bloc's norms and principles into question and has made the exchange rate an open issue. Ecuador's full official dollarization is one possible strategy for countries with political stability but poor economic performance to gain access to needed dollar resources. Most of Latin America, however, will continue with variants of managed floating exchange rates, and the periodic foreign exchange crises will provide access to official dollar resources and facilitate renegotiation of the terms of outstanding debt.

Recent development in the practice of macroeconomic policy has increased the importance of monetary and fiscal policy. Monetary policy within BRICS countries has shifted towards the setting of interest rates as the key monetary instrument, along with the adoption of inflation targets as key monetary policy objectives. It is well accepted that there is no one set of macroeconomic policies that guarantees sustained growth and development in the economy. However, the BRICS countries have been following a similar trend with regard to the exchange rate policy. This is shown by the fact that the BRICS countries have moved away from using a pegged exchange rate regime towards a managed floating exchange rate regime which is in contrast with the recommendations of the Washington Consensus. On the fiscal side, the BRICS countries agreed to spend only what is necessary in order to avoid the ballooning local government debt. Summarily, the BRICS countries have performed well economically and socially although there are still some room for improvement. However, there are still other BRICS members who have government debt that are well above half of their Gross Domestic Product. Alignment of policy regimes would strengthen the macroeconomic base of the BRICS. It is recommended that all BRICS members need prioritise inclusive governance that would checkmate social ills such as poverty, inequality and unemployment, while promoting social inclusion.

The Bank of Russia intends to introduce inflation targeting policy and exchange rate free floating regime in three years. Exogenous shocks absorption which stabilizes the real sector of economy is usually considered to be one of the advantages of free floating exchange rate policy. However, our research based on the analysis of 25 world largest economies exchange rates and industrial production during the crisis of 2008-2009 does not confirm this hypothesis. The article also analyzes additional risks associated with free floating exchange rate regime in Russia and presents some arguments in favor of managed floating exchange rate regime.

Based on cross-country panel regressions, the paper analyzes the impact of external currency exposures on monetary policy, exchange rate regime and capital controls. It is determined that positive net external position (which, e.g., is the case for Russia) is associated with a higher degree of monetary policy autonomy, i.e. the national key interest rate is less responsive to Fed/ECB policy and exchange rate fluctuations. Therefore, the risks of cross-country synchronization of financial cycles are reduced, while central banks are able to place a larger emphasis on their price stability mandates. Significant positive impact of net external currency exposure on exchange rate flexibility and financial account liberalization is only found in the context of static models. This is probably due to the two-way links between incentives for external assets/liabilities accumulation and these macroeconomic policy tools.
