Abstract This paper outlines a non-exhaustive inventory of presumptive argument schemes that can be used by legislators to rationally argue for and against the legitimacy of legislative ends. The inventory has both a descriptive and normative dimension. The inventory is descriptive because it is partly based on the empirical observation of arguments actually used by legislators in a sample of lawmaking debates. However, the inventory is also normative because – as I shall argue in this paper – the schemes identified in the sample are presumptive arguments schemes. They are therefore schemes with a claim to rationality, provided that certain conditions are met. The schemes included in the inventory are: the scheme of instrumental argumentation, the scheme from unintended consequences, the scheme from values, the schemes from model and antimodel, and the schemes from social demand.

INTRODUCTION: Although the impact of microorganisms on their hosts has been investigated for decades, recent technological advances have permitted high-throughput studies of the collective microbial genomes colonizing a host or habitat, also known as the microbiome. This literature review presents an overview of microbiome research, with an emphasis on topics that have the potential for future applications to aviation safety. In humans, research is beginning to suggest relationships of the microbiome with physical disorders, including type 1 and type 2 diabetes mellitus, cardiovascular disease, and respiratory disease. The microbiome also has been associated with psychological health, including depression, anxiety, and the social complications that arise in autism spectrum disorders. Pharmaceuticals can alter microbiome diversity, and may lead to unintended consequences both short and long-term. As research strengthens understanding of the connections between the microbiota and human health, several potential applications for aerospace medicine and aviation safety emerge. For example, information derived from tests of the microbiota has potential future relevance for medical certification of pilots, accident investigation, and evaluation of fitness for duty in aerospace operations. Moreover, air travel may impact the microbiome of passengers and crew, including potential impacts on the spread of disease nationally and internationally. Construction, maintenance, and cleaning regimens that consider the potential for microbial colonization in airports and cabin environments may promote the health of travelers. Altogether, the mounting knowledge of microbiome effects on health presents several opportunities for future research into how and whether microbiome-based insights could be used to improve aviation safety.Davis JT, Uyhelji HA. This article explores the relations between a foreign aid donor and local actors in the context of the dissemination of development discourses and practices in an authoritarian context. It addresses the question “To what extent may the local dynamics alter the original goals of a donor and lead to unintended consequences?” Based on archival research, interviews, and secondary literature, this case study examines the Yunnan Uplands Management Project (YUM) in 1990–95, the Ford Foundation's first grant program on rural poverty alleviation in China. While the Foundation did not attain its main goal of making YUM a national model for poverty alleviation, the local actors were able to use YUM to develop individual capacities and to build roles for themselves as development actors in the form of associations and nongovernmental organizations, resulting in further support from the Foundation. The study contributes to our understanding of donor-local actor dynamics by highlighting the gaps between the original goals of a donor and the perspectives and motivations of local actors. The study suggests that local dynamics may influence the goals of donors and the ways they seek to disseminate development discourses and practices to local actors, despite the common conception of donors as hegemonic or culturally imperialistic.

Abstract In business world, people always want to expedite the production of goods, so as to increase profits and accelerate capital turnover, which in turn will promote economic growth. The increase of social demand for consumer goods causes many companies prepare funds, taken from fund provider called factoring. Financial or fund provider is a business institution that deals with financing in the form of purchasing and taking over and handling short term receivables. This paper discusses the concept of factoring in the perspective of the economic Islamic law using hiwalah theory approach. Relative binding affinity prediction is a critical component in computer aided drug design. Significant amount of effort has been dedicated to developing rapid and reliable in silico methods. However, robust assessment of their performance is still a complicated issue, as it requires a performance measure applicable in the prospective setting and more importantly a true null model that defines the expected performance of random in an objective manner. Although many performance metrics, such as correlation coefficient (r2), mean unsigned error (MUE), and room mean square error (RMSE), are frequently used in the literature, a true and non-trivial null model has yet been identified. To address this problem, here we introduce an interval estimate as an additional measure, namely prediction interval (PI), which can be estimated from the error distribution of the predictions. The benefits of using the interval estimate are 1) it provides the uncertainty range in the predicted activities, which is important in prospective applications; 2) a true null model with well-defined PI can be established. We provide one such example termed Gaussian Random Affinity Model (GRAM), which is based on the empirical observation that the affinity change in a typical lead optimization effort has the tendency to distribute normally N (0, s). Having an analytically defined PI that only depends on the variation in the activities, GRAM should in principle allow us to compare the performance of relative binding affinity prediction methods in a standard way, ultimately critical to measuring the progress made in algorithm development.<br>
