The upgrade paradigm has been a widely accepted solution to informal settlements. However, implementing an effective upgrade program has been challenging for governments of most developing countries. This paper reports a study which examined informal settlement residents’ preferences for infrastructure provided by an upgrade project and factors influencing their decision to live in a makeshift house. It also examined how an informal settlement upgrade project can be implemented in an effective manner. The data originated from interviews with 231 residents of informal settlements in Port Moresby and was analyzed using mixed methods approach which includes descriptive statistics, qualitative content analysis and binary logistic regression model. The results show that all the residents would support the upgrade project and would pay for service charges associated with infrastructure and services provided by the project. Piped borne water and health care facility were the most preferred. In order for the upgrade project to be successful, residents should be fully involved in planning and implementing the project. Results from the logistic model revealed that decision to live in a makeshift house is influenced by factors such as house and land ownership, frequency of crime in the area, household size, occupation, access to toilet and number of years lived in informal settlement. There is a need to develop an effective mechanism for restricting the emergence of new informal settlements. The findings contribute to urban development planning by providing guidelines for upgrading informal settlements in an effective and efficient manner. The findings will be useful for policy makers, planners and urban development managers in the informal settlement upgrade process.

Quantitative and accurate urban land information on regional and global scales is urgently required for studying socioeconomic and eco-environmental problems. The spatial distribution of urban land is a significant part of urban development planning, which is vital for optimizing land use patterns and promoting sustainable urban development. Composite nighttime light (NTL) data from the Defense Meteorological Program Operational Line-Scan System (DMSP-OLS) have been proven to be effective for extracting urban land. However, the saturation and blooming within the DMSP-OLS NTL hinder its capacity to provide accurate urban information. This paper proposes an optimized approach that combines NTL with multiple index data to overcome the limitations of extracting urban land based only on NTL data. We combined three sources of data, the DMSP-OLS, the normalized difference vegetation index (NDVI), and the normalized difference water index (NDWI), to establish a novel approach called the vegetation–water-adjusted NTL urban index (VWANUI), which is used to rapidly extract urban land areas on regional and global scales. The results show that the proposed approach reduces the saturation of DMSP-OLS and essentially eliminates blooming effects. Next, we developed regression models based on the normalized DMSP-OLS, the human settlement index (HSI), the vegetation-adjusted NTL urban index (VANUI), and the VWANUI to analyze and estimate urban land areas. The results show that the VWANUI regression model provides the highest performance of all the models tested. To summarize, the VWANUI reduces saturation and blooming, and improves the accuracy with which urban areas are extracted, thereby providing valuable support and decision-making references for designing sustainable urban development.

PurposeThis paper introduces the state of informal settlements in Latin America and the Caribbean, and it explores potential relationships between informal settlements and national policies on urban development and disaster risk reduction, especially on how risk governance and disaster resilience are conceived and practiced by governments.Design/methodology/approach17 Habitat III National Reports issued during the preparatory process toward the New Urban Agenda in 2016 are analyzed using statistics and qualitative methods. Some quantitative variables, such as access to drinking water and sewerage in the region, are combined with qualitative data from references to the Sendai Framework and national urban policies in the mentioned reports. Countries in the study include Argentina, Barbados, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Dominican Republic, Ecuador, Guatemala, Honduras, Jamaica, Mexico, Paraguay, Peru, and Uruguay.FindingsResults show that the situation of informal settlements in the region is complex and presents two different realities that coexist: one group of countries in which provision of basic urban services poses great challenges for a significant proportion of the urban population, while the other group in which urban informality and precariousness persists despite better statistics. Risk governance and disaster resilience principles are scarcely articulated in existing urban development discourses in the region.Originality/valueThe preparatory process toward the New Urban Agenda allowed to conduct an original updated cross-country analysis and to identify cross-cutting issues on informality, risk reduction, and urban development in the region.

Today, over half of the world’s population lives in urban areas and it is projected that, by 2050, two out of three people will live in a city. This increased rural–urban migration, coupled with housing poverty, has led to the growth and formation of informal settlements, commonly known as slums. In Mexico, 25% of the urban population now live in informal settlements with varying degrees of deprivation. Although some informal neighbourhoods have contributed to the upward mobility of the inhabitants, the majority still lack basic services. Mexico City and the conurbation around it form a mega city of 21million people that has been growing in a manner qualified as ‘highly unproductive, (that) deepens inequality, raises pollution levels’ (available at:   https://www.smartcitiesdive.com/ex/sustainablecitiescollective/making-way-urban-reform-mexico/176466/ ) and contains the largest slum in the world: Neza-Chalco-Izta. Urban reforms are now aiming to improve the conditions in these slums and therefore it is very important to have reliable tools to measure the changes that are underway. In this paper, we use exploratory factor analysis to define an index of shelter deprivation in Mexico City, namely the Slum Severity Index (SSI), based on the UN-HABITAT’s definition of slum. We apply this novel approach to the Census survey of Mexico and measure the shelter deprivation levels of households from 1990 to 2010. The analysis highlights high variability in housing conditions within Mexico City. We find that the SSI decreased significantly between 1990 and 2000 as a result of several policy reforms but increased between 2000 and 2010. We also show correlations of the SSI with other social factors such as education, health and fertility. We present a validation of the SSI using Grey Level Co-occurrence Matrix (GLCM) features extracted from Very-High Resolution (VHR) remote-sensed satellite images. Finally, we show that the SSI can present a cardinally meaningful assessment of the extent of deprivation compared with a similar index defined by Connolly (Connolly P (2009) Observing the evolution of irregular settlements: Mexico city’s colonias populares, 1990 to 2005.
