The EU has been content to remain a marginal actor in the maritime sovereignty disputes in the East and South China Seas. It has adopted a diplomatic strategy that stresses the importance of upholding freedom of navigation and confidence building between the states party to the conflict. As argued here, this approach does not take account of the crucial interests Europe has at stake in the conflict. It is made even less tenable by China’s increasingly assertive behaviour towards securing its sovereignty in the region. Europe is at a crossroads: the EU may seek to overcome internal and external challenges to enhance its hard power capabilities, or it may continue to pursue a wholly soft power approach. Either way, how the EU deals with the current dispute will determine, in large part, its future role as a global security actor.


This book provides the first comprehensive analysis of the withdrawal agreement concluded between the United Kingdom and the European Union to create the legal framework for Brexit. Building on a prior volume, it overviews the process of Brexit negotiations that took place between the UK and the EU from 2017 to 2019. It also examines the key provisions of the Brexit deal, including the protection of citizens’ rights, the Irish border, and the financial settlement. Moreover, the book assesses the governance provisions on transition, decision-making and adjudication, and the prospects for future EU–UK trade relations. Finally, it reflects on the longer-term challenges that the implementation of the 2016 Brexit referendum poses for the UK territorial system, for British–Irish relations, as well as for the future of the EU beyond Brexit.

ICT-based solutions are seen to be almost totally environmentally friendly, but game-based solutions for energy saving have not been explored yet. This paper describes a comprehensive analysis and an in-depth interpretation of the life cycle environmental impact of a game-based solution for domestic energy saving, developed and validated within the EU-funded Horizon 2020 project EnerGAware—Energy Game for Awareness of energy efficiency in social housing communities. Life cycle impacts were calculated with SimaPRO 8.5.2.0 using the ReCiPe 2016 v1.02 midpoint and endpoint methods and information contained within the Ecoinvent v3.4 database. Although the pre-competitive solution, directly arising from the research project, was found to have a relatively high environmental impact, its future exploitation, which mostly relies on existing infrastructure, was found to be highly competitive from an environmental perspective. The game will help reduce the life cycle impact of domestic energy consumption on damage to human health (3.68%), ecosystem quality (3.87%), and resource availability (4.81%). Most of the environmental impact of the market solution was found in the manufacturing phase (77.96–80.12%). Transport (8.86–7.57%), use (3.86–5.82%), and maintenance (7.24–7.54%) phases were found to contribute little to environmental impact. This research provides a useful reference for decision-making as it contributes to the environmental benchmarking of competing energy-saving strategies.

In 2003, the EU declared its civilian and military crisis management instruments ready for deployment. Since then, EU member states have demonstrated their capability to act as a global security player. They have deployed civil missions and military operations to Sub-Saharan Africa, the Balkans, the Eastern neighbourhood, the Near and Middle East, and even to Asia. Th ese engagements have encompassed a variety of approaches and tools to crisis management and stabilisation, ranging from the training of security forces and the support for the rule of law, to the provision of a military or civilian presence, to safeguard elections or to monitor border arrangements and ceasefire agreements, to the fight against piracy or other forms of organised crime. Altogether, by the end of 2009, the EU had conducted 23 missions and operations under the European Security and Defence Policy (ESDP). The EU has made considerable progress on its way to becoming a global security actor. However, case studies show that many ESDP engagements face substantial shortcomings – chief among them the lack of long-term, strategic planning for future deployments, a binding and institutionalised “lessons learned” process as well as a consistent follow-up by member states and EU institutions involved.
