Abstract People’s lives are becoming more and more inseparable from electricity, and the requirements for the quality of power supply are getting higher and higher. Because of most of the faults in the power system originate from the distribution network, the need to standardize the management of power outages and improve the efficiency of research and judgment has become more and more significant. However, in China, the differences in the development of automation construction in various places and the outage information of different departments require that power outage business applications should try to achieve accurate analysis of outage information under different scenarios. This paper designs a power outage analysis approach, which comprehensively analyzes distribution network data such as substations, lines, and meters, and establishes a signal credibility image, which flexibly mines and analyzes outage events from multiple dimensions and effectively improves the fault tolerance of fault location.

According to the statistic of the distribution network operation, distribution network fault is generally located on line branch, rather than the main line. In view of the structure and characteristics of the current distribution automation system, combining the distribution network reformation and construction practice, this paper puts a comprehensive distribution automation solution that the branch line is equipped with distribution automation terminal which integrates protection and reactive power compensation function. It can achieve the rapid isolation of the distribution network failures and the power supply reliability, and dynamically improve the quality of power supply.

Whena fault of the distribution network has occurred, it is necessary to pinpointthe type of the fault and its location and to isolation the fault by sectionswitches. It is then the task toattempts to restore service to as many unfaulted sections of the feeder aspossible via the available sources. Torestore feeder sections, the feeder must be bothering least one backup sourcewith sufficient capacity to bear the additional load. A method based on the backup feeder loadbalancing is proposed and software is developed. The service restores software obtains thedistribution operation data from distribution automation system (SCADA) and thefeeder parameters from power grid production management system (GPMS). Then compares that loads with the sparecapacity for backup sources and bring out the service restoration plan for thedispatch staff.

The fault management process consists of several sub-tasks: fault location, fault isolation and service restoration. This work presents an assessment and evaluation of the practical aspects of the Medium Voltage (MV) Fault Locator at the Portuguese Distribution System primary substation. Eighty samples of incidents occurred at different MV network with different characteristics in Portugal were used to determine the time saving on the restoration process as well as the improvement on the quality of services indices. An economical assessment based of the use of the MV Distribution Network Fault Locator available in the Portuguese Primary Substation was done and discussed.

In urban radial networks, the feeder is often complex with a main line, branches and even sub-branches. It is necessary to optimize the configuration of automation switching devices in distribution automation system (DAS) to reduce the impact range of power outage and improve the power supply reliability. The interruption frequency and the space-time relationship among the switching devices were ignored in the most of researches. This paper presents a new reliability planning scheme of switching devices in DAS which involves three types of circuit breakers and three types of load switches. The model which target is to get the minimal cost, the lowest average annual interruption frequency and the least interruption duration is built thereby. The constraint is the availability rate of electricity supply of load node. Based on the Pareto optimality theory, the multi-objective differential evolution algorithm is adopted to solve the Pareto front efficiently. The proposed algorithm can provide many optional choices and the final scheme can be chosen based on the situation. Finally, a practical example is used to illustrate the developed scheme.

In order to solve the fault location problem of single phase to-earth fault in non-effectively grounded distribution network, a new fault location method based on transient frequency of zero-mode current was presented. The difference of transient frequency of zero-mode current between detecting points before and after the fault point is analyzed. This method is realized by the distribution automation (DA) system and does not require additional equipment. The zero-mode current is detected and the frequency of its transient component is calculated by the feeder terminal unit (FTU). The fault section can be located by master station according to comparing the transient frequency at different detecting point on the fault feeder. Results of digital simulation demonstrated the accuracy and feasibility of this method.

The purpose of this paper is to propose a mixed integer programming model of service restoration reconfiguration considering the minimum switching frequency and power losses. The recovery after the service failure of distribution network is a multi-objective optimization problem with constraints. This paper also discusses the reconfiguration algorithms for power restoration and load balancing in the real-time operation environment of distribution network, which can make the problem solving easy to handle and control. The methods and measures for service auto restoration in distribution automation system are analyzed by examples.
