Mineral resource security is the premise and foundation of the regional green rise strategy. And the adjustment of industrial structure is an effective way to relieve the pressure of the current green economy transformation. Based on the Shift-share Method and the Spatial Durbin model, this paper takes 30 regions in China from 2006 to 2017 as examples to study the impact of industrial structure adjustment on China’s green development from the perspective of mineral resource security. The empirical results show that: China is still in the process of industrial transfer. The dynamic effect of industrial structure promotes green development from the perspective of mineral resource security, while its static effect inhibits green development from the perspective of mineral resource security. The spatial spillover effect of the industrial structure affecting green development from the perspective of mineral resource security is significant. The static structural effect of the tertiary industry promotes the green development of the region, and it has a significant negative impact on neighboring areas, while the secondary industry’s static structural effect has the opposite effect.

From the perspective of industrial structure advancement and rationalization, this paper studied the impact of regional industrial structure upgrading on the economic growth of marine fisheries through theoretical analysis and empirical tests. The results show the effects of different industrial structure upgrading on the economic growth of marine fisheries is varied. The advancement evolution has a “suppression effect,” while rationalization evolution has a “promotion effect.” The adverse impact of advancement evolution is greater than the favorable impact of rationalization evolution. Therefore, the development of marine fisheries reduces this unfavorable impact from advancement evolution by accelerating the transformation of innovation-driven internal combustion and creating new kinetic energy and fostering new business forms; it is also necessary to coordinate regional structure upgrading and industrial internal structure adjustment, promote the effect of structural rationalization, strengthen internal and external linkages, and improve the overall effectiveness of marine fisheries.

An empirical analysis of agricultural economic growth factors yields the main factors affecting agricultural economic growth. Based on the Cobb-Douglas function, a regression model is established to analyze the impact of production factors such as capital and labor on agricultural economic growth. After empirical analysis, it is concluded that investment is the main factor affecting agricultural economic growth. In some provinces, agricultural economic growth still uses extensive economic growth and belongs to the type of increasing returns to scale. Based on the results, three suggestions are made to promote the steady and rapid growth of the agricultural economy: increase the input of fixed assets in agriculture and attract capital from all walks of life to the agricultural production; optimize the agricultural labor force and increase human resources training; adjust the industrial structure and develop modern agriculture.
