China actively broadens its channels for environmental protection and limits pollutant emissions through industrial structure adjustment and technical progress. Based on panel data of 30 provinces in China from 2003 to 2017, this study investigated the effects of industrial structure adjustment and technical progress on environmental pollution using spatial Dubin models. The findings show the following. (1) As the economy develops, the situation of environmental pollution in various regions deteriorates; moreover, spatio-temporal dependence is an aspect of environmental pollution. (2) Industrial structure adjustment and technical progress are beneficial to environmental improvement. Furthermore, there are spillover effects in factors such as industrial structure and technical progress to varying degrees. Thus, this study suggests that the path of coupling between industrial structure and technical progress should be explored to establish a pollution filtering mechanism, thereby improving environmental quality.

Due to the problems such as the excessive proportion of road transport and extreme carbon emission situation of China’s transport structure adjustment, this paper combines the fourth-party logistics with the bulk cargo green transport. It is advancing the adjustment of China’s bulk cargo transport structure using fourth-party logistics. This paper improves the particle swarm optimization algorithm to compare the integrated cost and carbon emissions of different bulk fourth-party transport networks to verify the benefits of the fourth-party logistics on bulk cargo transport networks’ cost reduction and emission reduction. The results show that using the fourth-party logistics model to promote the transfer of cargoes from road to rail can reduce the integrated cost of the transport network, reduce carbon emissions, and achieve green transport.

The issue of ownership is the fundamental problem related to the social nature of a country. The key to China's success in developing a market-oriented economy while pursuing the socialist path lies in its persistence and innovation in the reform of ownership structure. On the whole, the evolution of ownership structure in China can be divided into three stages as transition, exploration and breakthrough. It can be found that throughout the evolution course that China's ownership structure adjustment is a process with twists and turns and constant improvement, which is the inevitable result of consciously adjusting production relations according to the actual development of China's productive forces by the Communist Party of China, and also a successful model of the combination of Marxist ownership theory and China's reality. As China enters a new stage of development, the public sector, especially the state-owned sector, remains the backbone of the economy and society, while the non-public sector, especially China's private sector, will play an irreplaceable role more than ever before. We will continue to adhere to the "two unswerving" policies, continue to adjust and gradually improve the ownership structure, and encourage economic entities with different ownership properties to form synergy and jointly promote high-quality economic development.

China is one of the parties to the United Nations Framework Convention on Climate Change (UNFCCC) and has been actively promoting the multilateral global climate governance process. China has advanced its eco-civilization construction and the agenda for combating climate change in a coordinated manner, and delivered positive results. By studying and interpreting the guiding principles of President Xi Jinping’s important speeches at the Leaders Summit on Climate and the video summit between China, France and Germany, this paper goes over the basic thinking of China’s participation in international climate governance and the Chinese approach to tackling global climate change, and sums up China’s achievements in the fields such as transition to green and low-carbon development, energy structure adjustment, greenhouse gases control, the construction of national carbon market, as well as its contribution to tackling global climate change.

Abstract With the rapid development of industrialization and urbanization in China, the ecological environment has been damaged, especially the air quality, which has brought troubles to the production and life of residents. China has taken various measures to improve air quality, and industrial upgrading is one of the measures. How can industrial upgrading improve air quality? This article uses the urban and provincial data from 2015 to 2018, adopts a multilevel growth model, and draws the following conclusions through empirical analysis.Companies aiming at economic profit and survival will eventually lead to overall industrial upgrades that have little effect on air improvement.Industrial structure adjustment under the effect of industrial upgrading can reduce air pollution and have a significant impact on the improvement of air quality.Industrial upgrading under the effect of time will inevitably reduce the impact on environmental pollution, which is conducive to the improvement of air quality.According to the empirical results, this paper puts forward some suggestions to improve the air quality.
